SPRINGFIELD, Va. — Virginia's largest school system is removing the name of Confederate Gen. Robert E. Lee from one of its high schools in favor of the late U.S. Rep. John Lewis.The board voted Thursday to rename Robert E. Lee High School in Springfield, Virginia — a Washington, D.C. suburb — after the late congressman and civil rights leader.A news release posted on the school district's website says the new name will be effective for the 2020-21 school year."Rep. Lewis was a champion of the Civil Rights movement, and our Board strongly believes this is an appropriate tribute to an individual who is a true American hero," School Board Chair Ricardy Anderson said in a statement. "We will also honor his life's work by continuing to promote equity, justice, tolerance and service in the work that we do.""The name Robert E. Lee is forever connected to the Confederacy, and Confederate values are ones that do not align with our community," said Tamara Derenak Kaufax, a board member representing the high school's district. "Our schools must be places where all students, staff, and members of the community feel safe and supported. South Korea said Saturday that North Korea has accepted its proposal to hold high-level inter-Korean talks next week.In a statement, South Korea's Unification Ministry said the talks are planned for Thursday.The talks were first proposed by South Korea to be held in the Panmunjom truce village in the Korean Demilitarized Zone.North Korea said it will be represented by a three-member delegation led by Ri Son Kwon, chairman of the Peaceful Reunification of the Fatherland Committee.South Korea stated earlier that its three-member delegation will be led by Unification Minister Cho Myoung-gyon.The announcement came a day after South Korean President Moon Jae-in teased the possibility of another meeting, this one among the United States, North Korea and South Korea.Moon said negotiations are continuing ahead of the "historic talks" planned for next month with North Korean dictator Kim Jong Un. He's expected to meet with Kim in April, the first time the North Korean leader has publicly met with a foreign head of state."Through these talks and future talks, we must end the nuclear and peace issue on the Korean Peninsula. SpaceX’s test flight of its next-generation Starship rocket was deemed a success, despite a bit of an explosive landing.As part of the launch, SpaceX attempted to perform a “flip landing” of the rocket. Although the flip landing resulted in the rocket blowing up, the finish was not unexpected.“Lot of things need to go right, so maybe 1/3 chance,” SpaceX founder Elon Musk said last month about the odds of the rocket nailing the landing.The rocket’s mission was not to leave Earth’s atmosphere, but to test several parts of the Starship rocket.“This suborbital flight is designed to test a number of objectives, from how the vehicle’s three Raptor engines perform to the overall aerodynamic entry capabilities of the vehicle (including its body flaps) to how the vehicle manages propellant transition. SN8 will also attempt to perform a landing flip maneuver, which would be a first for a vehicle of this size,” SpaceX said before the flight.SpaceX said even if not everything went correctly, there would be plenty to learn from this test to improve on future flights.“With a test such as this, success is not measured by completion of specific objectives but rather how much we can learn, which will inform and improve the probability of success in the future as SpaceX rapidly advances development of Starship,” SpaceX said.Musk deemed aspects of the launch a success.“Successful ascent, switchover to header tanks & precise flap control to landing point!” Musk tweeted.The rocket remained airborne for over six minutes, and it was slated to reach an altitude of 41,000 feet. 1591

  

Special counsel Robert Mueller's team has informed President Donald Trump's attorneys that they have concluded that they cannot indict a sitting president, according to the President's lawyer."All they get to do is write a report," Trump lawyer Rudy Giuliani told CNN. "They can't indict. At least they acknowledged that to us after some battling, they acknowledged that to us."That conclusion is likely based on longstanding Justice Department guidelines. It is not about any assessment of the evidence Mueller's team has compiled.A lack of an indictment would not necessarily mean the President is in the clear. Mueller could issue a report making referrals or recommendations to the House of Representatives.The inability to indict a sitting president has been the position of the Office of Legal Counsel in the Justice Department since the Nixon administration and reaffirmed in the Clinton administration, but it has never been tested in court.It had been an open question whether, if investigators found potentially criminal evidence against Trump, Mueller's team would try to challenge those Justice Department guidelines.CNN reached out to Mueller's team. They declined to comment.Deputy Attorney General Rod Rosenstein publicly discussed the issue earlier this month at an event held by the Freedom Forum Institute. He was asked if a sitting president can be indicted."I'm not going to answer this in the context of any current matters, so you shouldn't draw any inference about it," Rosenstein said. "But the Department of Justice has in the past, when the issue arose, has opined that a sitting President cannot be indicted. There's been a lot of speculation in the media about this, I just don't have anything more to say about it." Rosenstein oversees the special counsel probe.Giuliani tells CNN the special counsel's team has decided that "they have to follow the Justice Department rules.""The Justice Department memos going back to before Nixon say that you cannot indict a sitting president, you have to impeach him. Now there was a little time in which there was some dispute about that, but they acknowledged to us orally that they understand that they can't violate the Justice Department rules," Giuliani said."We think it's bigger than that. We think it's a constitutional rule, but I don't think you're ever going to confront that because nobody's ever going to indict a sitting president. So, what does that leave them with? That leaves them with writing a report," said Giuliani.It would then be up to the House of Representatives to decide what to do about with the special counsel's report -- and whether to pursue articles of impeachment.Giuliani also said that he is using the one-year anniversary of the Mueller probe, which is Thursday, to push the special counsel to disclose how much money is being spent, and to actively begin negotiating with Trump's legal team over any Trump interview Mueller is seeking."Do you really need an interview?" Giuliani said he wants Mueller's team to answer."You've got all the facts. You've got all the documents. You've got all the explanations. We're happy to tell you they're not going to change." 3176
