NEW ORLEANS, La. – Just before the lunch rush at one New Orleans restaurant, the hottest spot is the kitchen. The place is Café Reconcile: a restaurant that caters to both customers and its employees. “It’s not your typical job. It’s not the typical restaurant,” said Chef Eugene Charles Temple, Jr. “We come in here to change lives.” The café specializes in teaching culinary skills to disadvantaged young people, by training them to take on all aspects of restaurant work. It goes far beyond that, though. The café offers counseling and teaches classes on life skills – like how to open a bank account. “No one’s forcing them to come here,” said Gerald Duhon, Executive Director of Café Reconcile. “They want a change in their life.” Ahmaad Lott felt that first-hand. “To be honest, you know, I wasn’t in a great situation,” Lott said. Several years ago, he was facing mental health issues. Lott got help and eventually rose through the ranks at Café Reconcile to become a trainer to others dealing with similar circumstances. “That was me a few years ago,” Lott said. “I barely know this young person, but to know their story resonates to my story so deeply, and in a way that, you know, we can share our experiences and grow together.” Several thousand young people have graduated from Café Reconcile since it began more than two decades ago. However, the issue of “disconnected youth” is not limited to New Orleans. A 2014 Tulane University study found that, across the country, there are 6.7 million disconnected youth, costing the U.S. economy billion a year in lost tax revenues and needed social services. “The way we look at it is our young people don’t have anything wrong with them,” Duhon said. “What they have that many young people do not have is support—and particularly support around the barriers that are in their life.” It’s a support for which Ahmaad Lott says he’s grateful. “That gave me that avenue, that gave me that channel to really make something of myself,” he said. CHICAGO, Ill. – Imagine a window providing a glimpse into the past – Europe in the late 13th century, 1930s America, life during the Revolutionary War. Then imagine that world fitting inside the palm of your hand. That’s what happens inside Jay Kupjack’s workshop. He is literally a giant, towering over his diminutive room recreations. “I guess you could call me a miniaturist, I suppose,” said Kupjack. Krupjack specializes in all things small. “The preferred scale everybody likes is 1/12th,” he explained. “So, it's an inch to a foot. That seems to work out. Not too small. Not too big.” Kupjack is the last of a dynasty of miniature artists. “It's some you know it's deliberate and it's delicate,” said Kupjack. Both his father, Eugene, and brother, Hank, dedicated their lives to the intricate Lilliputian artform. Everything is made by hand. “My brother liked doing ancient stuff,” said Kupjack. “He did Greek Roman, Egyptian. We don't go too far into the present. There's a 1940s diner.” Kupjack’s late father was the primary artist on many of the 68 Thorne rooms that have been on display at the Art Institute of Chicago since the 1930s. “This probably took about a year,” Kupjack said about an interior of a pirate’s cabin. RICHMOND, Va. - Governor Northam announced Wednesday that he has signed several new laws to reform policing and criminal justice in the Commonwealth. These reforms include measures banning no-knock warrants and limiting the use of neck restraints by law enforcement. The laws also require law enforcement officers to intervene or report when they see wrongdoing from colleagues, and banning sexual relations between officers and justice-involved individuals.“Too many families, in Virginia and across our nation, live in fear of being hurt or killed by police,” said Governor Northam. “These new laws represent a tremendous step forward in rebuilding trust between law enforcement and the communities they serve. I am grateful to the legislators and advocates who have worked so hard to make this change happen. Virginia is better, more just, and more equitable with these laws on our books.”Governor Northam signed the following bills that reform policing:Senate Bill 5030, sponsored by Senator Locke, omnibus police reform legislation, which incorporates a number of critical reform measures passed by the House of Delegates:House Bill 5099, sponsored by Delegate Aird, prohibits law enforcement officers from seeking or executing a no-knock search warrant. With Governor Northam’s signature, Virginia becomes the third state in the nation to ban no-knock warrants.House Bill 5049, sponsored by Delegate Helmer, reduces the militarization of police by prohibiting law enforcement from obtaining or using specified equipment, including grenades, weaponized aircraft, and high caliber firearms. Governor Northam amended this bill to clarify that law enforcement agencies can seek a waiver to use restricted equipment for search and rescue missions.House Bill 5109, sponsored by Delegate Hope, creates statewide minimum training standards for law enforcement officers, including training on awareness of racism, the potential for biased profiling, and de-escalation techniques. Governor Northam made technical amendments to this bill to align it with Senate Bill 5030.House Bill 5104, sponsored by Delegate Price, mandates law enforcement agencies and jails request the prior employment and disciplinary history of new hires.House Bill 5108, sponsored by Delegate Guzman, expands and diversifies the Criminal Justice Services Board, ensuring that the perspectives of social justice leaders, people of color, and mental health providers are represented in the state’s criminal justice policymaking.House Bill 5051, sponsored by Delegate Simon, strengthens the process by which law enforcement officers can be decertified and allows the Criminal Justice Services Board to initiate decertification proceedings.House Bill 5069, sponsored by Delegate Carroll Foy, limits the circumstances in which law enforcement officers can use neck restraints.House Bill 5029, sponsored by Delegate McQuinn, requires law enforcement officers intervene when they witness another officer engaging or attempting to engage in the use of excessive force.House Bill 5045, sponsored by Delegate Delaney, makes it a Class 6 felony for law enforcement officers to “carnally know” someone they have arrested or detained, an inmate, parolee, probationer, pretrial defendant, or post trial offender, if the officer is in a position of authority over such individual.House Bill 5055 and Senate Bill 5035, sponsored by Leader Herring and Senator Hashmi, respectively, which empower localities to create civilian law enforcement review boards. These new laws also permit civilian review boards the authority to issue subpoenas and make binding disciplinary decisions.Senate Bill 5014, sponsored by Senator Edwards, which mandates the creation of minimum crisis intervention training standards and requires law enforcement officers complete crisis intervention training.Governor Northam also took action on the following bills that make Virginia’s criminal justice system more equitable: Senate Bill 5018 [r20.rs6.net], sponsored by Senator Bell, which allows individuals serving a sentence for certain felony offenses who are terminally ill to petition the Parole Board for conditional release.Amended House Bill 5148 and Senate Bill 5034, sponsored by Delegate Scott and Senator Boysko, respectively, which allow for increased earned sentencing credits. NEW YORK, N.Y. – In a skyscraper, nearly 50 floors above a New York City, a group of women are gathering to ask for more. “We’ve barely budged in two decades,” said Kim Churches, CEO of the American Association of University Women. What’s barely budged are women’s salaries, still lagging far behind what men make in America. That’s where the “Ask For More” workshop campaign is stepping in. The American Association of University Women, along with numerous other groups, are holding free workshops across the country to teach women how to successfully negotiate a higher salary. The goal: to train 10 million women in the next three years. “Women make up half the labor force, yet it is still is a man’s world in how workplace hiring and promotions take place,” Churches said. “And it’s on us to really change them.” The numbers are sobering. For every dollar a man makes, women make an average of 79 cents on the dollar. It’s even worse for minority women: African-American women make 62 cents on the dollar; Hispanic women make 54 cents. “I found myself needing to ask for more money than I think I was getting,” said Samantha Hamidan, who is an immigration lawyer. Hamidan came to one of the workshops in New York City, after recently trying to ask for a raise. “I’m hoping to really be able to parlay these skills into asking for more money at the next position,” she said. An FDA advisory committee is backing a treatment meant to help people with peanut allergies. It still hasn't been federally approved but researchers are hopeful about it because it has the potential to help more than 1 million kids and teens who suffer from peanut allergies. The treatment comes in the form of a capsule. The drug is called Palforzia. It's not meant to be a total cure but rather a treatment that can help children build up a tolerance and reduce their allergic reaction. One teen that’s been part of the testing started off the trial with just three milligrams of a peanut — that's equivalent to just one one-hundredth of a peanut! Nina Nichols didn't have a reaction until she consumed 300 milligrams. She is in a controlled environment where doctors can jump in and help her when needed. Researchers will increase her dosage to build up tolerance every two weeks. “I never thought that I could … tolerate the equivalent of one peanut,” Nichols said. “That's just crazy to me because I started off reacting to one one-fiftieth of a peanut. You can't even cut that up yourself.” Nichols will be part of a food challenge in December where doctors give her up to 2,000 milligrams of peanuts. If she passes that round, she'll move on to real foods to see how she reacts to different elements of a peanut. Allergy expert Tonya A. Winders says the decision is monumental because there have been no FDA approved treatments for peanut allergies before. However, she does warn it may not be for everyone. “Is it truly that they want to avoid those accidental exposures of peanut?
