SAN DIEGO (KGTV) -- Over the last year, thousands of San Diegans received incorrect water bills, but as the city recently discovered, thousands of customers received no bills at all.Officials said at a news conference Thursday afternoon that as many as 2,500 customers may have been affected over the last three to six months. In a press release sent to 10News Thursday, the city blamed a backlog of work orders and additional training for staff on a gap between meters and the public utilities department billing system.RELATED: Audit shows City sent thousands of faulty water bills?The city says meters were still collecting usage data, but the information wasn't being generated into a bill.Earlier this year, Mayor Kevin Faulconer asked the department to re-read every meter in the city. After the project was complete, workers found 10,000 meters broken, damaged or in need of replacement. The city is working to notify customers of the amounts they may owe and says that no water service will be affected. The city also promised that payment plans will be made available for customers.The issue comes on the heels of another problem with the department. SAN DIEGO (KGTV) – Police are looking for the person suspected of using an incendiary device to intentionally start a fire at a San Diego police substation in Logan Heights.At around 11:15 p.m. Monday, officers responded to reports of a fire in the rear parking lot of the Central Division substation in the 2500 block of Commercial Street.Responding firefighters put out the fire before it caused serious damage. No injuries were reported.The Metro Arson Strike Team was called in to investigate the incident after it was determined the fire was sparked by some sort of explosive.Police are viewing trolley security camera footage as part of their search for the suspected arsonist responsible for the blaze. 717

SAN DIEGO (KGTV) — Neighbors are expressing their collective frustration after a vandal tagged a new community mural in South Park."Pretty awful and disrespectful. A lot of time, energy and love into this piece," said Heather Johnson.At 30th and Juniper Street and 30th Street, the community mural sponsored by several neighborhood businesses was targeted by a vandal over the weekend."I think it's disgusting to be honest with you," said Brian Padgett.The phrase "#Neighborhood" was spray-painted over, replaced with the phrase "ETHNIC CLEANSING." At the bottom of the mural, the phrase "#Hipster Pacifism" was tagged in purple."Disheartening, frustrating and an act of cowardice," added Ezekiel Morphis.Neighbors believe the spray-painted messages are sounding off against the gentrification of South Park. The tagged wall is a part of a building which will soon be home to a non-profit restaurant benefiting local schools. It was once home to long-time coffeehouse priced out of the area almost two years ago."It happens in every neighborhood. As a city grows, there is change. This is not the way to handle it," said Johnson.Some paint was quickly put on the tagging, but the creators of the mural — which cost about ,000 — say it may cost another ,000 to repair. SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. The regulations were set to take effect in July 2019.  These regulations limited the rentals to primary residences, which would force some investors or owners of more than one home to sell their properties or rent them out long-term.City Councilwoman Lorie Zapf was Monday’s lone vote against the repeal.The group Share San Diego called Monday's vote "an important step towards fair and effective short-term rental regulations." 690

SAN DIEGO (KGTV) -- New details about the high speed chase that backed up traffic on Interstate 5 in La Jolla last week.Today, the driver faced a judge. Nancy Sussman is no stranger to the courthouse. Usually, she’s representing her clients, but this time she’s defending herself against criminal charges that could send her to prison.Traffic backed up. Drivers snapping video of how the high speed chase ended. Police say Sussman finally stopped when they laid down spike strips. Still, they say she refused to come out of the car, eventually forcing them to smash out one of the windows.10News is learning new details about the woman behind the wheel of the white Mercedes. Sussman is a longtime medical malpractice attorney.RELATED: Woman arrested after leading police on chaseIn court Tuesday, she represented herself. “Are you an attorney,” the judge asked.The judge entered a not guilty plea on Sussman’s behalf. She’s charged with felony evading, driving with a suspended license and resisting arrest.Sussman tried to explain to the judge why she didn’t stop. “Regarding the chase, I was a victim of police brutality on October 28th.”According to a police report, the October 28 case involves Sussman and her neighbor, a Border Patrol agent. In that case, she’s charged with burglary, making criminal threats, vandalism and other charges.On December 30, police tried pulling her over on that warrant, finally arresting her after that chase on I-5.If convicted on the charges connected to the chase, Sussman faces more than six years in prison.
