SAN DIEGO (KGTV) - A judge decided Friday to place a sexually violent predator in the East County community of Boulevard. Michael Joseph Martinez, 64 has multiple previous convictions including child molestation and lewd and lascivious acts upon a child under 14, according to County Supervisor Dianne Jacob’s office.The judge added Friday that the sheriff’s department will be extra vigilant and security will be heightened.The judge decided to place Martinez at the Department of State Hospitals recommended location of 2135 McCain Valley Road. The schools closest to the address include Clover Flats Elementary School and Jacumba Elementary School, according to the San Diego County Sheriff's Department.A mother of one of the victims from 25 years ago spoke at the hearing saying, “I know that you can’t change the order and I’m glad that there’s going to be very strict ordering, but I hope this doesn’t happen to another child or family.”RELATED: Dianne Jacob slams proposed placement of predatorJacob said the placement would put public safety at risk. She adds that several sexually violent predators have been placed in East County in recent years and in some cases, the convicts ended up violating the conditions of their placement.In a letter to Judge David M. Gill, Jacob recommended that Martinez be placed in a state mental hospital or, if necessary, released to a trailer next to Donovan State Prison in Otay Mesa.Jacob represents San Diego County’s District 2, covering most of the eastern two-thirds of the county.San Diego County is home to approximately 4,000 registered sex offenders. SAN DIEGO (KGTV) — A man who was convicted of robbing a Chula Vista bank and fleeing the scene on a Lime scooter was sentenced on Monday to nearly five years in prison.Mario Daniel Haro, a 32-year-old United States citizen who lived in Rosarito, Mexico, was sentenced to 57 months in prison and must pay restitution for robbing the Chase Bank at 2121 Olympic Parkway in October 2019.In February, Haro admitted to entering the bank, telling a bank teller he had a gun, and handing the teller a threatening note, reading “I have a GUN! Give me all money. NO INK Packages."The teller complied with Haro's demands, officials said, and gave him about ,000. Haro then fled the scene on a Lime electric scooter.“Unfortunately this defendant failed to take advantage of his second chance and committed an additional violent crime,” said U.S. Attorney Robert Brewer. “As this case demonstrates, individuals who reoffend will be investigated, arrested and convicted and usually the sentence will be longer. Hopefully this time the defendant learned a lesson.”The 2019 robbery was Haro's second conviction for bank robbery. He was also convicted of robbing a Chula Vista bank in 2008, officials added. 1200

SAN DIEGO (KGTV) - A San Diego County woman has filed a lawsuit against a local physician who she says used his own sperm to artificially inseminate her.The discovery occurred decades later after Beverly Willhelm and her husband sought out a fertility specialist in the late 80s.Instead of receiving anonymous sperm, she says the doctor used his own. Willhelm says her son, 23-year-old James Mallus, learned after taking a 23andMe DNA test that his biological dad was the same man that his mother consulted to become pregnant.Willhelm says she's now suing the doctor for fertility fraud in a civil lawsuit.Though Willhelm's attorney said the lawsuit was filed Wednesday, ABC 10News is not naming the doctor because we have not been able to confirm that with the San Diego County Courthouse.According to the lawsuit, the doctor still practices in San Diego County. The lawsuit claims that "the Defendant, without Plaintiff's knowledge or consent, used his own sperm to impregnate her."The suit goes on to say that "based on allegations regarding his mistreatment of numerous patients in 1992-93, Defendant surrendered his California medical license in 1999."The doctor's license was reinstated in 2004. Those allegations are not related to the current lawsuit or other instances of fertility fraud.ABC 10News has reached out to the doctor in the lawsuit, but have not heard back. SAN DIEGO (KGTV) -- A report from SANDAG Thursday showed that unemployment in San Diego County fell for the sixth straight week.San Diego County now has a 14.8% unemployment rate for the week ending June 20 -- that's down 1.5% from the previous week, and significantly lower than the peak of 25% on May 9."We're not out of the woods at all," warned SANDAG Chief Economist Ray Major. "This is still 50% higher than the highest unemployment we had during the great recession."Major said a 14.8% unemployment rate means 200,000 San Diegans are still out of work. According to the report, ZIP codes in Logan Heights, City Heights, Encanto, the College area, and San Ysidro are the hardest hit.Major told ABC 10News the looming threat of renewed restrictions on businesses may lead to another rise in unemployment."Many of these businesses have been waiting to open up again," said Major. "They haven't made any revenue for the last couple of months, they were open for about 19 days and now you're telling them they have to shut down again. Some of them are not going to be able to make it."Phil Blair, Chief Executive of Manpower Staffing, which helps companies find temporary employees, said he doesn't think unemployment will fall below 10% until the tourism industry recovers."We've got to open up airports, we've got to open up our convention center," Blair said. "And all of us have to be comfortable flying and then going into a big room with 8, 10, 12,000 people … Then we'll see (unemployment) at 13, 12 percent. And then once the virus dies down, I think within three months we'll be back within 5 or 6 percent. That's my prediction."The five ZIP codes with lowest unemployment rates are Del Mar, Carmel Valley, Rancho Santa Fe, Chula Vista NE and Rancho Bernardo W. SAN DIEGO (KGTV) - A San Diego Immigration and Customs Enforcement Agent accused of pointing a gun at a man in East County was charged Tuesday.Investigators said Agent Ed Zuchelli waved the gun at a young man who was riding a dirt bike in Lake Murray on February 16.Zuchelli is also accused of driving drunk. San Diego Police confirm he was in a government-issued vehicle at the time of the arrest.
