BEIJING, Nov. 4 (Xinhua) -- China's top legislator Wu Bangguo has stressed the importance of independent innovation amid the global financial crisis and called on engineering workers to boost research to serve the country's economic development.     Wu, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remark during his visit to the Chinese Academy of Engineering (CAE) on Wednesday.     Every major achievement that China has made could not be realized without technological breakthroughs and innovations contributed by the engineering academicians and experts, Wu said. BEIJING, Dec. 31 (Xinhua) -- Chinese Vice President Xi Jinping Thursday urged improving the quality of Party officials at grassroots level.     Xi, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks here while meeting with Wang Boxiang, former secretary of a county committee of the CPC, whom Xi described as the model of such officials in the new period.     Wang, born in 1943, has been a local official for more than 30 years and won praises for keeping a just and thrifty working style.     From 1986 to 1991, he was Secretary of the Shouguang County Committee of the CPC in east China's Shandong Province. BEIJING, Oct. 31 (Xinhua) -- China's top legislature closed Saturday its five-day bimonthly meeting, adopted a law on diplomatic personnel and appointed a new minister of education.     The legislation, aiming to enhance diplomatic personnel management, is the first of its kind to regulate Chinese government agents working in the 171 countries with which China has diplomatic ties.     Top legislator Wu Bangguo said the law clarified diplomats' duties and obligations as well as titles and ranks, which was "conducive to the implementation of the country's independent foreign policy."     Wu presided over the 11th meeting of the Standing Committee of the 11th National People's Congress (NPC), the top legislature.     The session also deliberated a draft amendment to the Electoral Law, which was enacted in 1953. BEIJING, Dec. 26 (Xinhua) -- China's top legislature ended its five-day bimonthly session Saturday, approving tort liability and island protection laws and an amendment to the renewable energy law.     Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), told the closing meeting that the Tort Law was significant in "protecting civil rights and people's interests, preventing and punishing infringement acts, reducing conflicts and promoting social harmony and stability."     The top legislator said the amendment to the renewable energy law would "greatly promote a healthy and rapid development of the renewable energy sector and adjust energy structure to strengthen the building of an environment-friendly and resource-saving society."     The island protection law would play a key role in protecting islands' eco-system, rationally utilizing natural resources and safeguarding the country's marine rights, Wu said.     The session also examined two reports from the State Council on employment and boosting development of small and medium-sized enterprises.     It also voted to ratify a United Nations protocol to combat human trafficking -- the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the UN Convention against Transnational Organized Crime.     The session also approved a pact on criminal judicial assistance between China and Malta.     It voted to appoint Han Changfu, former governor of northeastern Jilin Province, as agricultural minister.     The meeting also decided to open the annual plenary session of the NPC on March 5 next year. RABAT, Jan. 11 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who is on a five-nation African tour, held talks Monday with his Moroccan counterpart Taieb Fassi Fihri on ways to upgrade relations between the two countries.     The two spoke highly of the abundant achievements that have been made in bilateral cooperation in various fields, mainly in politics, economy and trade, culture and health, since the establishment of diplomatic ties 52 years ago, an official press release gained by Xinhua said.     It said the two ministers agreed to continuously promote the upgrading of China-Morocco friendly ties by enhancing political mutual trust, deepening cooperation, expand people-to-people exchanges and strengthening coordination in international and regional issues.     After the talks, the two top diplomats signed a China-Morocco joint communique on Morocco's recognition of China's market economy status.     Yang is on his first official foreign visit of the year that includes five African nations, namely Kenya, Nigeria, Sierra Leone, Algeria and Morocco, as well as Saudi Arabia.     It has been China's tradition for 20 years that its foreign minister visits Africa in the beginning of the year.
