SANTA CRUZ COUNTY, Calif. -- With wildfires burning across the West Coast and coronavirus concerns impacting communities, emergency evacuation shelters in California are facing crisis and chaos.In Santa Cruz County, leaders say local fires have displaced about one in every five residents.That includes Anthony Koppe, who lost his house in Boulder Creek during the CZU fire.“I don’t want to dwell on it too much. you know,” he said. “It’s happened and we got to move on.”Koppe and many others from California’s Central Coast are now seeking help at a local recovery resource center where new safety measures have been added to combat COVID-19.“If somebody has something, instead of passing it on, you can catch it at the door,” he said.Just to get in those doors, people have to pass a pretty strict health screening, like filling out an extensive questionnaire and getting your temperature taken with a new touchless thermometer.“It’s impacted everything,” Rosemary Anderson, emergency services manager for the County of Santa Cruz, said about how COVID-19 has changed how emergency evacuations shelters are operating.Gone are the days of hundreds of cots stuffed in an auditorium. Now, places like Kaiser Permanente Arena, which normally holds 25,000 people, has a maximum capacity of 68.“Everything was measured out so each of the tables and the resources are all 6 feet apart and people can interact from a distance where its COVID safe,” Anderson said.COVID-19 concerns have also impacted other disaster relief organizations.“Where we’d normally have 500 people in a gym, now we’re only doing about 50,” said Tony Briggs of the American Red Cross.Briggs says the coronavirus has forced his teams to change how they help people cope with disaster during this pandemic.“Now, with COVID, we can do all the listening, but you can’t do the contact,” he said. “And for some people, that hug is a really, really big deal.”Even with the added attention to detail, leaders in Santa Cruz are expecting coronavirus transmission rates to increase because more people are coming in contact at these resource centers.“If something is wrong with somebody, I definitely don’t want to catch it or my lady or my son,” Koppe said.While people like Koppe may have lost their homes, these new safety measures haven’t let them lose hope“It definitely gives me peace of mind,” he said. 2375
SAN YSIDRO, Calif., (KGTV) -- San Diego community leaders responded to comments made by the President, where he threatened to close down the US-Mexico border indefinitely if Mexico does not handle the wave of asylum seekers coming into the United States. Paola Avila with the San Diego Regional Chamber of Commerce is part of a nearly 100 person joint-delegation from San Diego and Baja California, going to Mexico City this Sunday, to champion US-Mexico relations. "Closing the border is not an option. Neither a portion nor all of it," Avila said. San Ysidro Port of Entry is the busiest land border crossing in the Western Hemisphere. More than 70,000 vehicles and 25,000 pedestrians cross into the United States every day.President Trump recently tried to direct .5 Billion from the Pentagon to build his campaign promise wall. But that was blocked by Senate Democrats and 12 Republicans. Now Baja-Cali business leaders fear the President will force a port and border shutdown. "Closing the border will be a profit-making operation," the President said. Not so, said Jason Wells with the San Ysidro Chamber of Commerce. As the Executive Director, he advocates for 650 businesses that have a zipcode one and a half miles from the border. He will be joining Avila on Sunday, in the advocacy delegation. He knows first hand the severe consequences of a shutdown. "Our daily lives are affected by the border crossings and how long that takes. So we certainly wish that not to be something to be toyed with," Wells said. When migrants rushed the border last November, San Ysidro Port of Entry was shut down for just five hours. In that short time, the city lost .3 million in revenue. This does not include the economic impacts to neighboring Chula Vista, National City, or San Diego.ABC News consultant John Cohen, who held a senior role at Homeland Security, said the last time there was a border shutdown was during the Reagan administration. He said it caused severe economic harm to both countries. "History tells us when you shut down the southern border, it does little to stop to flow of illegal drugs into the US. It does little to stop illegal immigration. You do cause significant economic harm to the US," Cohen told ABC News.Especially in this global economy, Avila said, where pesos and dollars are swiftly exchanged, and where commerce and culture are deeply intertwined. "Our economies, communities, workforce, our businesses are so integrated. It's like dissecting a person. Dividing a person in half is not viable," Avila said. A full moon occurs once every 29.5 days, so blue moons occur sporadically — about once every two-and-a-half years.When the full moon peaks at 8:37 ET on Saturday, it will mark the second full moon this month. The first full moon occurred on March 2. Take a good look, because it will be awhile before we see one again —Oct. 31, 2020, to be exact.It will actually be the second time this year we've experienced a blue moon. January also saw two blue moons — the first on Jan. 2, the second Jan. 31.2018 marks the first time since 1999 we've seen two blue moons in a single year. SEATTLE (AP) — U.S. scientists said Friday they will investigate why an unusual number of gray whales are washing up dead on West Coast beaches.About 70 whales have been found dead so far this year on the coasts of California, Oregon, Washington and Alaska, the most since 2000. About five more have been discovered on British Columbia beaches. That's a very small fraction of the total number of whales believed to have died, because most simply sink and others wash up in such remote areas they're not recorded.NOAA Fisheries on Friday declared the die-off an "unusual mortality event," providing additional resources to respond to the deaths and triggering the investigation."Many of the whales have been skinny and malnourished, and that suggests they may not have gotten enough to eat during their last feeding season in the Arctic," agency spokesman Michael Milstein told reporters during a conference call.The eastern North Pacific gray whales were removed from the endangered species list in 1994, after recovering from the whaling era.The population has grown significantly in the last decade and is now estimated at 27,000 — the highest since surveys began in 1967. That has raised questions about whether their population has reached the limit of what the environment can sustain. Another theory suggests that the loss of Arctic sea ice due to global warming is a culprit.The whales spend their summers feeding in the Arctic before migrating 10,000 miles (16,000 km) to winter off Mexico. Though they eat all along their route, they are typically thinning by the time they return north along the West Coast each spring.They eat many things, but especially amphipods, tiny shrimp-like creatures that live in sediment on the ocean floor in the Arctic. For many years, researchers noted that fewer calves tended to be born following years when the ice in the Chukchi Sea, north of the Bering Strait between Alaska and Russia, was late to melt. The whales had less time to feast because they couldn't access the feeding area, and thus had less blubber to sustain them on their next migration.Last year, though, the Artic was unusually warm. The whales weren't blocked from the feeding area, and yet are still struggling this year. That has scientists wondering if the loss of sea ice has led to a loss of algae that feed the amphipods. Surveys show the amphipod beds moving farther north, said Sue Moore, a biological oceanographer at the University of Washington."The sea ice has been changing very quickly over the last decade or so," she said. "The whales may have to shift to other prey, such as krill or other things they eat."In an average year, about 35 whales wash up in the U.S.In 2000, more than 100 did, prompting NOAA to declare an "unusual mortality event" then as well. The resulting investigation failed to identify a cause. The die-off followed strong changes in ocean conditions in the mid-1990s, suggesting that warmer water patterns affected the availability of prey, but scientists were often unable to perform necropsies, Moore said."It's sometimes very difficult to get to these whales in a timely fashion," she said. "You can't always get the kind of samples you would need for diagnostic reasons."Since then, researchers have built up an improved network of volunteers and have better educated the public to help report and respond to whale deaths, said Deborah Fauquier, veterinary medical officer at NOAA's Office of Protected Resources. This time around, scientists have been able to perform necropsies on 20 of the whales, she said.John Calambokidis, a research biologist with the Cascadia Research Collective, noted that as the whales search farther afield for food, they've entered areas where they're not normally seen so often, including San Francisco Bay and Puget Sound. That puts them at higher risk of being struck by ships or entangled in fishing gear.Four of the 10 gray whales found dead near San Francisco this year were struck by ships, and a number of shipping companies have slowed their vessels in the area to avoid collisions. 4086
SAN YSIDRO (KGTV) - Two people were critically injured in a car crash Sunday night after a driver sped through the Port of Entry. The crash happened around 10:15 p.m. on Dairy Mart Road near Interstate 5. According to police, a driver in a Chevrolet Silverado drove through the port of entry without stopping before crashing head-on into a Mitsubishi Lancer. One person was in the truck and another in the car at the time of the crash. Both were critically injured. The California Highway Patrol later confirmed to 10News that the driver of the truck is suspected of driving under the influence. 604
