DEL MAR, Calif. (KGTV) - Renting or owning a home in Del Mar is way out of reach for most San Diego families. But unlike other coastal cities, Del Mar has zero affordable apartments. Instead, Del Mar subsidizes rent for six low-income families. On Monday, the county's smallest city could get on the way to offering affordable homes. The Del Mar City Council could move to take advantage of a new state law that streamlines permitting for accessory dwelling units, like a granny flat in the backyard or a separate apartment within a house. The city may ask families who build those units to commit to leasing them to low-income families for thirty years. In exchange, the homeowners would get an additional 500 square feet of space above current zoning when they want to add on to their properties. “There is nothing that brings me to life or makes me feel more at home than being near the coast, and I think it's a blessing and wonderful opportunity,” said Kari Arendsen, who was visiting Dog Beach. The city is hoping to start the program with two homeowners, but ultimately aims to get 22 affordable homes on line. The affordable homes would be for families earning at least 80 percent of the median income, so a family of two earning about ,200 a year would qualify. DENVER – Coloradans who don’t identify as simply male or female will soon be able to choose a third sex option on their driver’s license or identification card.The Colorado Department of Revenue announced that residents will have three options – M (male), F (female) and X – starting this month.The change in policy is to bring the state into better compliance following two court rulings at the state and federal level, the Division of Motor Vehicles’ Executive Director Michael Hartman told the Denver Post.“This is an important step for the state of Colorado that the state documents reflect our values,” Hartman told the Post. “People are people no matter their sex identification.”Hartman said the change will be a simple one and won’t cost taxpayers any money.In order to choose “X” for their sex on a driver’s license, a person will need to provide either a change of sex designation form signed by a licensed medical or behavioral health care provider or a birth certificate with an “X” sex designation. The change cannot be made online.California, Oregon, Minnesota, Maine and Washington, DC already offer a non-binary sex designation on driver’s licenses and ID cards. Licenses from those states with an “X” designation can be converted directly to a Colorado license with the “X” sex marker.The state said a license or ID card with the "X" designation will be compliant with the federal REAL ID standards.The state also is proposing allowing a third sex option on birth certificates following the settlement of a lawsuit that aimed to declare the state’s birth certificate policy unconstitutional because of its requirement that a person’s sex be surgically changed in order to alter the sex designation on a certificate.The new driver’s license and ID card policy goes into effect under an emergency rule on Nov. 30. DETROIT — A bond between two 12-year-old boys is now helping a Detroit mother in her grief. After surviving two bouts with cancer, little KJ Gross' time on earth was cut short by the side effects of treatment. Now, KJ's best friend is helping his mom get some closure. KJ had defeated cancer twice in his young life, his mom San Singleton said. He had been free of the disease for six years when he landed back in the hospital from congestive heart failure."We packed up and we moved into the hospital," Singleton said. "And everything that they did for KJ thinking it would give him a better quality of life, it did the opposite."KJ would not leave the hospital again, but found support in his best friend from school, 12-year-old Kaleb Klakulak. The boys both liked to play video games and paint. They were inseparable, and Kaleb's visits became a light in the darkness for KJ. 923
