SAN DIEGO (CNS) - Authorities reached out to the public today for information about an Egyptian man who was found dead under potentially suspicious circumstances off the coast of Mission Beach.The body of 37-year-old Haitham "Max" Elshayeb was floating about two and a half miles from shore when a fisherman on a boat spotted it shortly before 10:30 a.m. Oct. 10, San Diego police said.The body, dressed only in surfer-style shorts, didn't show any obvious signs of traumatic injuries, Lt. Anthony Dupree said. A possibly suspicious circumstance, however, was a chain wrapped around the dead man's waist, though it might have been used simply as a belt or style accessory, the lieutenant said.Homicide detectives were called in to investigate the fatality "out of an abundance of caution," and the death has been classified as suspicious, Dupree said. A ruling on the cause of Elshayeb's death remained on hold this week pending completion of postmortem exams.Police hope to contact people who had contact with Elshayeb in the days and weeks leading to his death, Dupree said.Anyone with information about the case is asked to call San Diego County Crime Stoppers at (888) 580-8477. SAN DIEGO (CNS) - A wrongful death lawsuit was filed Monday on behalf of the family of a 24-year-old woman who died last fall at the Las Colinas Detention Facility in Santee.Elisa Serna died Nov. 11, 2019, a few days after she was booked into the county jail.Earlier this year, the sheriff's department said Serna died from complications of drug abuse, with a contributing factor of early intrauterine pregnancy.The lawsuit filed in San Diego federal court alleges jail staff were aware of Serna's substance abuse and subsequent withdrawal symptoms, but did not provide her with treatment. Though Serna was fainting, had low blood pressure, was vomiting regularly and displaying odd and incoherent behavior, jail staff "ignored the obvious signs of medical distress" and "failed to provide proper medication as Elisa's condition was worsening," the complaint alleges.Sheriff's officials could not immediately be reached for comment on the suit, which names San Diego County and Sheriff Bill Gore as defendants.Plaintiffs in the suit include Serna's parents, Michael and Paloma Serna; her husband, Brandon Honeycutt, and a minor child referred to as S.H.The sheriff's department has come under fire recently over a spate of deaths among county jail inmates, which were referenced within the complaint.The lawsuit cited news reports indicating the county had the highest jail mortality rate among the state's largest counties, and said prior deaths from inmates suffering from withdrawal symptoms should have made jail staff aware of the potentially fatal consequences of those symptoms.The suit also alleges staff are inadequately trained and in-custody deaths at county jails are not being properly investigated."Even though inmates are dying or suffering catastrophic injuries at an alarming rate at San Diego County jails, the medical and correctional staff whose actions or inactions cause the deaths are not investigated; not informed of their failures; not given further training or remedial instruction; and are not monitored or closely supervised after these adverse events," the lawsuit alleges. 2111

SAN DIEGO (CNS) - A veteran San Diego fire captain pleaded guilty Wednesday to a felony domestic violence charge for injuring his girlfriend during an argument.Steven Michaels, 54, faces up to a year in jail when he is sentenced Feb. 7.As part of his plea agreement, Michaels -- a 30-year firefighter with San Diego Fire-Rescue -- will be on probation for three years, said Deputy District Attorney Stephen Marquardt.Judge Timothy Walsh also ordered the defendant to have no contact with the victim, Marquardt said.RELATED: Trial begins for man accused of stabbing two San Diego firefightersAt his arraignment in August, a prosecutor said Stevens shoved his girlfriend against a wall on July 21 and refused to let her use a cell phone to call for help after she was injured.Michaels has been arrested twice in the past for alleged domestic violence -- once in 2006 and again in December 2015.His run-ins with law enforcement were brought up during the trial of a man who stabbed two San Diego firefighters at an East Village trolley stop in June 2015.Defense attorney Gretchen von Helms didn't immediately comment on how Stevens' felony guilty plea will affect his job status. 1189

  

SAN DIEGO (CNS) - Federal agents with the Drug Enforcement Administration's San Diego Field Division made scores of arrests and seized thousands of pounds of methamphetamine during a recently concluded six-month crackdown on Mexican cartels that distribute the drug in the United States, the federal agency reported Thursday.Personnel with the local DEA unit, whose jurisdiction comprises San Diego and Imperial counties, conducted 29 investigations, captured 81 suspects, and impounded 4,462 pounds of methamphetamine and 9,000 in drug proceeds during the enforcement effort, dubbed Operation Crystal Shield."Although (the region has) been locked down since March due to COVID, DEA has been working hard to stop ruthless cartels from bringing methamphetamine into our communities," said John Callery, special agent in charge of the agency's San Diego-area division.Nationwide, agents completed more than 750 investigations, resulting in nearly 1,840 arrests and the seizure of more than 28,560 pounds of methamphetamine, .3 million in drug proceeds, and 284 firearms during the operation."In the months leading up to the launch of Operation Crystal Shield, communities across the United States experienced a surge of methamphetamine," DEA Acting Administrator Timothy Shea said. "The COVID pandemic locked down many communities and impacted legitimate businesses, but the drug trade continued."The crackdown was launched on Feb. 20, after investigators identified major methamphetamine trafficking hubs in Atlanta, Dallas, El Paso, Houston, Los Angeles, New Orleans, Phoenix, San Diego and St. Louis. Together, the nine cities accounted for more than 75 percent of methamphetamine seized by the DEA in 2019."We will continue to be relentless in our pursuit of criminals who continually attempt to poison our schools, communities and environment with methamphetamine and its residual carnage," Callery said. 1921
