SAN DIEGO (KGTV) - Campaign committees supporting both Todd Gloria and Barbary Bry have raised more than million so far this election season, pouring money into TV ads and mail fliers.City law limits how much individuals and businesses can contribute directly to a campaign. But rules for campaign committees are more lenient, letting people, corporations, Political Action Committees, and other groups donate tens or even hundreds of thousands of dollars."For better or for worse, the way the electoral system is designed, you need money to run a campaign," says San Diego State University Political Science Lecturer Stephen Goggin."It's important to note where this money is coming from," Goggin says. "Not only is it just about money in terms of voting, but it gives you a clue about who's doing the endorsing and who's backed by a particular interest group."In the 2020 race for San Diego mayor, five campaign committees have formed to support Assemblyman Todd Gloria. Combined, they have raised .7 million.Councilwoman Barbara Bry, meanwhile, has just one campaign committee raising money to support her. It has brought in around 3,000.Bry says that shows she will not be indebted to special interest groups if she's elected."The special interests in this town are afraid of an independent woman who has made it clear that she's going to demand accountability and transparency at City Hall," Bry told ABC 10News."I think this kind of spending is very harmful to our democratic system. And in this election, you know voters should understand exactly the enormous amount of money that special interests are putting into Todd Gloria's campaign," she says.An ABC 10News In-Depth look into the funding shows that Campaign Committees supporting Gloria have gotten the most money from labor groups. The Municipal Employees Association is the largest donor, giving 0,000 to a Committee called "Neighbors for Housing Solutions Supporting Todd Gloria for San Diego Mayor 2020." Other labor groups have given more than 0,000 altogether.Gloria has also received around 0,000 from various short-term vacation rental companies like Airbnb, Seabreeze Vacation Rentals, and Share San Diego. The San Diego Chamber of Commerce also donated more than 0,000 to committees supporting Gloria.He told ABC 10News the large, diverse group of people and entities donating to committees on his behalf shows that he can build coalitions to lead. Gloria added his track record of more than a decade in public office shows large donors won't control him."I've always had an open door and a willingness to talk to anybody and to try and understand what they're dealing with and what an appropriate solution would be," Gloria says. "Some of the folks supporting my mayoral campaign have opposed me in the past, recognizing that I don't always vote with them, and we're not always in agreement. From where I sit, that's not a bad thing."The campaign committee supporting Bry got the largest donation from the Infrastructure PAC of the Associates General Contractors. They gave ,000. ACE Parking and its owner, Scott Jones, gave ,000. The rest comes primarily from individual donors.Goggin says looking at lists of donors can help voters decide who to support. By law, every donation is public record and available online. But it takes work to sift through the information."In local races, people have to figure out who these people are on their own," he says.However, because the campaign committees have to remain independent from the candidates, the people they support have no influence on what kind of messages they put out in ads. That can lead to controversy if a campaign committee runs negative ads or misconstrues the truth."Many candidates have lost the ability to control the message of their campaigns," Goggin says. SAN DIEGO (KGTV) -- California health officials have released new guidance Friday night increasing the limit on the number of households allowed to attend private outdoor gatherings. According to the California Department of Public Health website, the new guidance allows no more than three households to gather outdoors, including hosts and guests, and gatherings should be kept to two hours or less.The new guidance goes into effect in San Diego County on Saturday."Gatherings may occur in outdoor spaces that are covered by umbrellas, canopies, awnings, roofs, and other shade structures provided that at least three sides of the space (or 75%) are open to the outdoors," state health officials said.If the gathering is taking place at someone’s home, guests may use a bathroom inside the residence as long as they are frequently sanitized."The host should collect names of all attendees and contact information in case contact tracing is needed later," state health officials said.The new guidance comes with a reminder that "people at higher risk of severe illness or death from COVID-19 (such as older adults and people with chronic medical conditions) are strongly urged not to attend any gatherings.""Anyone with COVID-19-like symptoms should stay home. If you attend a gathering and develop COVID-19 symptoms within 48 hours of a gathering, you should notify everyone who was there," state health officials said.Attendees need to continue following safety guidance including keeping at least six feet apart from non-household members and wear face coverings."A gathering of no more than three households is permitted in a public park or other outdoor space, even if unrelated gatherings of other groups up to three households are also occurring in the same park or other outdoor space. If multiple such gatherings are occurring, mixing between group gatherings is not allowed. Practice Physical Distancing and Hand Hygiene at GatheringsFor any gatherings permitted under this guidance, the space must be large enough so that everyone at a gathering can maintain at least a 6-foot physical distance from others (not including their own household) at all times.Seating must provide at least 6 feet of distance (in all directions—front-to-back and side-to-side) between different households.Everyone at a gathering should frequently wash their hands with soap and water, or use hand sanitizer if soap and water are not available. A place to wash hands or hand sanitizer must be available for participants to use.Shared items should not be used during a gathering. As much as possible, any food or beverages at outdoor gatherings must be in single-serve disposable containers. If providing single-serve containers is not possible, food and beverages must be served by a person who washes or sanitizes their hands frequently, and wears a face covering. Keep it shortGatherings should be two hours or less. The longer the duration, the risk of transmission increases.7. Rules for Singing, Chanting, and Shouting at Outdoor GatheringSinging, chanting, shouting, and physical exertion significantly increases the risk of COVID-19 transmission because these activities increase the release of respiratory droplets and fine aerosols into the air. Because of this, singing, chanting, and shouting are strongly discouraged, but if they occur, the following rules and recommendations apply:All people who are singing or chanting should wear a face covering at all times while singing or chanting, including anyone who is leading a song or chant. SAN DIEGO (KGTV) — California is "getting closer" to issuing guidance on how and when to reopen theme parks across the state during the coronavirus pandemic.Wednesday, Gov. Gavin Newsom said the state is still working on preparing guidance on when and how theme parks across the state can reopen while fighting the spread of COVID-19.“We will make determinations in real-time for theme parks, amusement parks, and the like,” Newsom said. “There’s still many areas where we are open-ended in terms of our negotiation, making progress, and advancing in the same space.”Newsom added the state is “getting closer to concluding when and how to safely reopen those sectors.”Legoland California, Disneyland and California Adventure, Knott’s Berry Farm, Six Flags Magic Mountain, and Universal Studios Hollywood have each been shuttered since mid-March after stay-at-home orders were issued for the state.Downtown Disney and Universal CityWalk have reopened outside their respective theme parks with modifications.SeaWorld San Diego reopened last month on a limited basis, requiring reservations for visitors and limited access to exhibits. SAN DIEGO (KGTV) -- California’s new gig economy law was meant to help rideshare drivers and other freelance workers get better benefits, but some critics say it’s threatening the spirit of Christmas itself.Those critics are mall Santas, who have traditionally been hired as independent contractors through third-party bookers or employment agencies.Under Assembly Bill 5, authored by Assemblywoman Lorena Gonzalez (D-San Diego), those workers must be reclassified as employees with insurance and other benefits.“Lorena Gonzalez, she might kill all the Santas. She might kill the Easter Bunnies,” said Steve Schafer, the president of the San Diego chapter of the Fraternal Order of Real Bearded Santas.Some Santas warn that bookers may go to great lengths to avoid paying employee benefits. “I don't know how someone can justify this,” said Jerry Tamburino, a Santa who has worked for more than a decade at a large commercial store.Tamburino said his agent notified him Tuesday that she would replace him and other Santas at a chain of California retail stores with out-of-state St. Nicks.“That's what [the booker is] being forced to do to address -- or evade -- or stay in business with this stupid law,” he said.Bringing in out-of-state workers to skirt AB-5 would violate California law, since labor laws apply to anyone performing work in the state, said Gonzalez’ office. SAN DIEGO (KGTV) — Authorities are looking for an inmate who walked away from a San Diego rehabilitation facility.Steven Vargas, 53, was last seen at 10 a.m. Tuesday after leaving the San Diego's Male Community Reentry Program, according to the California Department of Corrections and Rehabilitation. Vargas had been given permission to leave the facility but didn't return when required.The facility allows eligible offenders with one year left to serve to do so in re-entry centers, providing them with rehabilitation services that assist them with substance use disorders, mental health care, employment, education, housing, and more. Officials said they were alerted that Vargas' electronic monitoring device had been tampered with just before noon Tuesday.Vargas was sentenced to four years in prison on May 6, 2019 for vehicle theft with prior vehicle related theft convictions and grand theft of a firearm. He was scheduled to be released on parole in June.Vargas is described as a Hispanic male, 6-feet tall, and weighs about 192 pounds. He was last seen wearing faded black jeans, black shoes, a blue shirt, and a charcoal grey sweater.
