Though the numbers sound large, advocates say it will only make a dent as it is up to the states to decide how much of the leftover money they want to allocate to rent help.“Part of [the problem] is that even before the pandemic, so in February, millions people were already struggling to pay their rent,” said Martha Gomez, a principal researcher with the Urban Institute, a public policy think-tank.According to the National Low-Income Housing Coalition, 18.7 million Americans were struggling to pay rent prior to the pandemic with more than a third of those people, or 7.7 million, spending half of their income on rent each month. Gomez says nothing will help the situation as much as another stimulus package, which Congress has recently said would be its top priority this month.“The protections that are in place now for renters are really important but ultimately an infusion of cash from the federal government to allow other states and local assistance programs to meet the level of need,” said Gomez.In September, the CDC enacted an eviction moratorium that gave renters struggling to pay their monthly due some breathing room. The moratorium allowed landlords to file eviction cases in courts, but prevented law enforcement from carrying out eviction orders. When the moratorium ends on December 31, some activists worry there will be a large number of eviction orders carried out at once.“We may end up on January 1, 2021 with thousands of potential eviction orders,” said Carey DeGenaro, a lawyer with the COVID-19 Eviction Defense Project.She says the CDC’s eviction moratorium is a bandage, as it delays the negative outcome, but is not a solution, as it does not address the problem of lost income. She says using the time you have in your place before the moratorium ends could offer more negotiating opportunities with landlords. DENVER, Colo. — Voters in Denver, Colorado, overwhelmingly voted to pass Ballot Measure 2J to lift the cities more than 30 years old ban on pit bulls.Ballot Measure 2J passed with 64.5% voting to lift the ban and 35.5% voting to keep the ban in place.Passing the measure will allow the city to grant a provisional permit to pit bull owners as long as the owner microchips the animal and complies with additional requirements set by Denver Animal Protection.Denver Council member Christopher Herndon led the charge, proposing the idea to lift the pit bull ban in January.Denver City Council voted 7-4 to repeal the ban in February, which would have replaced the law with what could be best described as a “probation” for pit bulls. However, Mayor Hancock vetoed the ordinance just days later, saying in a letter he could not support the legislation because it did not, "fully addresses the very real risk to a severe injury that can result from attacks from these particular dog breeds, especially should they happen to a child."The law banning pit bulls was put in place in 1989 after 20 people had been attacked by pit bulls in the previous five years.One was a 3-year old who died from the attack in 1986. Hancock argued in his letter to the council that less than 20% of all pets in Denver are currently licensed, which "raises significant questions about the effectiveness of this proposed new system."Proponents said breed-specific bans do not work and enforcing the ban has cost the City of Denver more than .8 million.Aurora, Lone Tree, Louisville, and Commerce City still have bans on pit bulls, though Castle Rock repealed their ban in 2018. DENVER (AP) — A couple convicted of criminal charges in the so-called balloon boy hoax that fascinated the country more than a decade ago were pardoned Wednesday by the governor of Colorado.Dozens of rescue crews scrambled to save the 6-year-old boy after Richard and Mayumi Heene reported he had floated away in a homemade UFO-shaped silver helium balloon in 2009.According to the Associated Press, authorities said the couple staged the incident because they wanted publicity to pitch reality TV shows.But the child was never in the balloon. According to the AP, he was home in Ft. Collins.The couple eventually pleaded guilty, served jail time, and was ordered to pay restitution.Democratic Gov. Jared Polis says they don’t deserve to be dragged down by criminal records for the rest of their lives.“In the case of Richard and Mayumi Heene, the “balloon boy” parents, we are all ready to move past the spectacle from a decade ago that wasted the precious time and resources of law enforcement officials and the general public,” Gov. Polis said in a statement. “Richard and Mayumi have paid the price in the eyes of the public, served their sentences, and it’s time for all of us to move on. It’s time to no longer let a permanent criminal record from the balloon boy saga follow and drag down the parents for the rest of their lives.”The governor also pardoned 16 other individuals on Wednesday. 1406
