SAN DIEGO (KGTV) - A San Diego program has received a state grant to train law enforcement officers across California.The program, Game Changer, was founded in 2016 by Sean Sheppard after he saw large protests break out across the country against police brutality.His idea was simple. He would bring members of the public together with law enforcement officers over a sports game."To get some human bonding time," explains Sheppard. "Because that rarely takes place between law enforcement and the general public."Before, they would talk for a few hours about what issues they saw between police and the communities they serve. After, they would get to socialize at the game.Since 2016, Game Changer has hosted 60 events and continues to grow.The Game Changer model was just awarded a 2-year, 0,000 grant from the California Commission on Peace Officer Standards and Training.Once the program is accredited, law enforcement personnel who complete a Game Changer event can put it toward their required training credit hours.Members of the public are needed too. SAN DIEGO (KGTV) — A sea lion pup in Encinitas was saved Tuesday from a diver's mask that was tightly wrapped around its neck.The year-old sea lion pup was found at Swami's Beach with a diver's mask wrapped around its neck. The sea lion, which only weighed about 32 pounds, appeared malnourished and dehydrated, according to SeaWorld rescue team members.The mask had been wrapped around the sea lion's neck for weeks, preventing the pup from foraging and eating.RELATED: Sea lion lies down in front of San Diego hotel's sign, refuses to budgeHad the mask remained on the pup, the animal would likely have eventually starved to death or been strangled by the mask, crews said.Rescue team members cut the mask off the sea lion, but found that a wound caused by the mask had become infected. Crews took the pup to SeaWorld’s Animal Health and Rescue Center, where officials treated the sea lion's wound.Officials say other than the wound and undernourishment, the sea lion was in good health. They hope to release the pup back into the wild in the next few months after rehabilitation. 1090

SAN DIEGO (KGTV) -- After shutting down six months ago amid the deadly coronavirus pandemic, the city of Anaheim is calling on California Gov. Gavin Newsom to reopen Disneyland Resort theme parks.According to the Voice of Orange County website, Anaheim Mayor Harry Sidhu said the city is looking at a 0 million budget deficit. Sidhu added that half of the city's general fund budget comes from Disneyland's revenue and the Anaheim Convention Center.The city is now asking Newsom to issue COVID-related health guidelines for theme parks.USA Today reported park officials believe theme parks have been left waiting on the sidelines while other parts of the state economy have reopened. Anaheim is currently in Stage 2 of its reopening plan, which excludes theme parks.Both Disneyland and Universal Studios in Southern California shut their doors to the public in mid-March after Newsom's order to suspend large gatherings.California theme park officials say they've had time to work on reopening plans that would allow them to safely welcome guests. To help prevent overcrowding, the theme parks will limit attendance using a reservation system, require face masks, and social distancing.Disneyland officials say they want the same opportunity as other businesses to follow protocols and safely reopen. 1311

SAN DIEGO (KGTV) — A San Diego professor is one of 55 people to make up California’s Electoral College for the 2020 election. Peter Bolland is the Chair of the Philosophy and Humanities Department at Southwestern College. He’s been at the school for 30 years and during that time taught Ammar Campa-Najjar, who is the person who selected him to become an elector.California gets 55 electors because of the 53 congressional districts and two senators. Electors are chosen by the party’s nominee who won the popular vote. Campa-Najjar got the most votes for Congress’ 50th District primary election in 2020, making him the person to choose the elector. Sure let's do it,'" said Bolland.Bolland said he’ll be flying to Sacramento on Dec. 14 to cast his vote. So Biden won California, I’ll be casting my vote for Biden regardless of what my political views are," said Bolland.He added that he’s honored to be chosen in such a historic role, but acknowledges the flaws in the Electoral College system."Politically, I’ve had my concerns and questions about the Electoral College. It’s fundamentally anti-democratic," he said.The Electoral College was created by our founding fathers in 1787. They wanted to find a balance between giving too much power to the people with a simple popular vote, without giving all of the power to Congress. The Electoral College was their solution.Bolland points out that it makes some votes useless.“Last night, Joe Biden won by like 60 something percent and Trump lost by 30 something percent.
