SAN DIEGO (CNS) - A blaze broke out Tuesday morning at an unoccupied Mira Mesa house being used as a preschool and caused an estimated 0,000 in damage, authorities said.The fire was reported shortly after 2:15 a.m. at a single-story on Gold Coast Drive near Westonhill Drive, according to the San Diego Fire-Rescue Department.Crews responded to the scene and found flames fueled by a gas line on the outside of the home, the agency reported.The flames spread to the garage, attic and portions of the house before firefighters knocked down the flames within 45 minutes, fire officials said. No injuries were reported and the flames did not spread to any nearby homes.Video from the scene showed firefighters cutting their way into a garage to access the house. But school board vice president Richard Barrera said that is only the first step.The San Diego Unified School District serves its 105,000 students on a .3 billion annual budget. But with challenges mounted by the pandemic, Barrera said they would need at least 0 million more to reopen schools safely. "We'll need more staff, more nursing support, more counseling support, more custodial support to clean the classrooms regularly, and physical protective equipment for the staff," Barrera said. Barrera added, with less federal funding, the longer students will have to continue distance learning. But Marten said other factors also contribute to a full reopening come fall. "Starting school back up again, it's not going to be a flipping of a switch. It's a dimmer switch because there are different models. There's a money side to it, there's a health guideline side to it, and their personal preference side to it," Marten explained. Some students with compromised immune systems will continue to require robust distance learning. But the district's goal is to return to a mostly in-person teaching curriculum. "The whole country knows that we need our schools open," Marten said. "It gets the economy up and running again. It allows parents to go back to work. But more importantly, it gets kids the education they need so that there is not that additional learning loss that students have already endured because of this pandemic."State legislators have until June 15, 2020, to finalize the budget proposal. SAN DIEGO (CNS) - A former Wells Fargo personal banker accused of involvement in a Tijuana-based international money laundering organization that operated primarily in San Diego made his initial appearance in U.S. District Court today after his arrest Wednesday.The apprehension of 30-year-old Luis Fernando Figueroa marks the latest in a string of indictments and arrests tied to the money laundering organization, federal authorities said.Figueroa, of Tijuana, is charged with conspiracy to launder monetary instruments and operation of an unlicensed money transmitting business.Between January and March of this year, seven leaders of the organization were charged and arrested in San Diego. To date, five of the charged leaders have pleaded guilty.According to the indictment and other public records, the organization laundered approximately .6 million in narcotics proceeds on behalf of Mexican-based drug trafficking organizations, including the Sinaloa Cartel, between 2014 and 2016.Prosecutors said the money laundering organization recruited individuals to serve as "funnel account holders" and open personal bank accounts at Wells Fargo Bank and other banking institutions.Other members of the money laundering organization, known as "couriers," traveled to San Diego, Los Angeles, the East Coast and other U.S. cities, where they picked up and transported amounts of bulk cash ranging from thousands to hundreds of thousands of dollars in drug proceeds.Money was deposited in funnel bank accounts controlled by the money laundering organization and maintained at Wells Fargo and other financial institutions. Subsequently, the funds were transferred to a series of Mexico-based shell companies operated by the money laundering organization. SAN DIEGO — SAN DIEGO (KGTV) -- A life science development firm has unveiled plans to transform eight acres along San Diego's waterfront into a mixed-use hub that could attract numerous leading edge companies to the city.Development firm IQHQ announced Monday that it closed on the site along Harbor Drive and will break ground on the project's first phase this week. The firm says it has entitlements and key permits for new office, lab and support retail space for the complex, called the San Diego Research and Development District, or RaDD. In a news release, the firm said this would be the largest urban commercial waterfront site along the Pacific Coast. The development is sure to bolster an already vibrant life sciences industry in San Diego, with biotechs clustered mostly in the Torrey Pines area. This could attract more to relocate downtown. The project would be the third major commercial development in downtown, along with the Padres plan to build office space at Tailgate Park, and the redevelopment of Horton Plaza into a tech hub."This is probably, in terms of the commercial sector, the most important pivotal moment in San Diego's modern redevelopment history," said Gary London, of commercial real estate consulting firm London Moeder Advisors.IQHQ chief executive Stephen Rosetta told ABC-10News this was the premier site to build on the west coast, if not the entire USA. "This project is really special to us because we're headquartered here in San Diego, and the partners live locally and have for most of our lives," he siad. IQHQ bought the property from Manchester Financial Group for undisclosed terms. Manchester Financial recently completed the new U.S. Navy Headquarters, on the north end of the site, with move-ins scheduled for October.
