SAN DIEGO (KGTV) -- San Diego immigration advocates say they are feeling a sense of hope after the election of Joe Biden and Kamala Harris. "I was definitely hopeful that, once again, we’ll have a process of consulting with an administration that wants to do something in regards to immigration versus what I would describe as an iron fist against anyone who’s coming into the country," says Pedro Rios, the director of the American Friends Service Committee.President-elect Biden has already shared some of his immigration related plans once he takes office. Biden has vowed to reinstate the Deferred Action for Childhood Arrivals (DACA) for children brought to the U.S. by their parents. The former vice president has also said he plans to halt funding for the border wall and reverse the Migrant Protection Protocols, allowing asylum seekers to wait in the United States, instead of Mexico, until their asylum case is heard. During the last presidential debate, Biden also promised a pathway to citizenship during his first 100 days in office. Rios says the passing of that plan would depend on who controls the senate come January. "If the Republican Party wants to remain relevant and go back to some of the values that they uphold, they will need to have a bipartisan agreement," says Rios. 1305

SAN DIEGO (KGTV) – San Diego City Councilmember Jennifer Campbell on Tuesday is expected to formally announce enforcement plans to help with concerns over crowd control in Ocean Beach.Campbell, who represents District 2, said in a news release, “Our office continues to field calls regarding increased crowds gathering at Veteran’s Plaza in Ocean Beach on Wednesday evenings. While I appreciate the San Diego Police Department’s increased presence last week, it’s clear more comprehensive action needs to be taken to keep San Diegans safe.”Residents in the area say large gatherings have been consistently happening despite San Diego County public health orders restricting mass gatherings.According to OB residents, big crowds assemble Wednesday nights at Veteran’s Plaza, and many attendees are seen not wearing masks or practicing social distancing.Ocean Beach Town Council President Mark Winkie told ABC 10News in a previous interview that residents “want people to understand this is our community. You’re welcome to be here, but you need to adhere to social distancing rules and respect our community.”Winkie has met with City of San Diego officials about the gatherings in OB. He said the city was looking to shut down Veteran’s Plaza to help with enforcement.On Tuesday morning, ABC 10News spotted city crews placing plastic netting at the park.While he said the town council is not happy the park is closing, Winkie said a closure would allow needed renovations at the park to be done.The OB Town Council has also been pushing for more education to remind people about following the rules.Winkie said he’s been told health officials will be at Veterans Plaza on Wednesday nights to spread the word about county health guidelines. 1746

SAN DIEGO (KGTV) — San Diego County has seen possible early signs of a COVID-19 resurgence, after four community outbreaks were reported Friday.Dr. Wilma Wooten, the county's public health officer, said the county has recorded four community coronavirus outbreaks in the last seven days.One of the newly reported outbreaks included an unnamed restaurant. That outbreak remains under investigation, Wooten added."We had only about three community outbreaks in the month of May," Wooten said.Of the county's 56 active outbreaks, 13 are in the community setting, which have included office buildings, churches, parties, and "unauthorized weddings" in the past.One of San Diego County's 13 triggers which could cause the county to reverse loosened restrictions includes seven community outbreaks in a week. Wooten said Friday that the county is currently "green" on all triggers.County officials encouraged San Diegans to continue wearing facial coverings when around other non-household members, wash their hands regularly, and stay home if they are feeling sick. 1068

  

SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563

  

SAN DIEGO (KGTV) — San Diego Police are investigating the discovery of a woman's body in the waters off Fiesta Island Saturday.Police said they received a call just after 6:40 a.m. about a body floating in the water on the south side of the island. San Diego Fire-Rescue personnel arrived and removed the body from the water and pronounced the victim dead.Police said while there are no obvious signs of trauma, because of the circumstances and condition of the body SDPD Homicide investigators were called to the scene.Little is still known about the victim and circumstances surrounding her death, police said. They described the woman as a possible Hispanic female, but she has yet to be identified.As of Saturday, police are calling the incident a "suspicious death."Anyone with information is asked to call the SDPD Homicide unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 893
