SAN DIEGO (KGTV) — New numbers show the trash continues to pile up at San Diego landfills.San Diego County's daily waste disposal per person increased from 5.5 pounds in 2016 to 5.6 pounds in 2017, according to the research group, Equinox Project, the nonprofit institute at University of San Diego."When the economy's booming and there's more disposable income, people tend to buy more stuff. That means more packaging, and it tends to come with more waste," said Nilmini Silva-Send, a researcher with the Equinox Project.San Diego County's disposal rate is among the highest in the state.More trash means more greenhouse gasses released and less landfill space. As for the biggest trash makers, Del Mar comes in at more than 17 pounds per person, followed by Coronado and Carlsbad. The Del Mar Fairgrounds and Naval Base Coronado are among several possible factors. "The higher the socioeconomic level, the more waste they will tend to produce," said Silva-Send. The cities tossing the least amount of trash per person are Oceanside, Chula Vista, and Imperial beach. The biggest increase for trash disposal happened in Santee, while the biggest year-to-year decreases were in Imperial Beach and National City. The waste report is part of the Equinox Project's annual Quality of Life Dashboard report, which provides a snapshot of economic and environmental trends in the region. 1389

SAN DIEGO (KGTV) - One of San Diego's hottest restaurant groups is suing the City of San Diego, in part, for negligence. The owner of Little Italy’s The Crack Shack and Juniper & Ivy gave 10 News an exclusive interview regarding allegations that the city failed to remedy issues which led to last summer’s massive water main break that flooded much of the area. “It seems the city is using a ‘whack-a-mole’ approach,” says restaurant owner Michael Rosen when asked about the city’s way of addressing underground piping issues.  Rosen’s Juniper Hospitality restaurant group in suing the city for negligence, negligent interference with economic advantage and prospective economic advantage, and inverse condemnation. According to the recently filed lawsuit, before the July water main break, “…the defendants were working within the area and had left temporary water pipes above ground, which were being run over by hundreds of cars a day, for approximately six months with no further attempt to repair or remove…The Defendants issued a ‘quick fix’ to the problem in lieu of fixing the unstable water main which resulted in the massive rupture that occurred.” “This is what happens when you ignore a problem for so many months,” he tells 10 News. Rosen claims more than 400 reservations had to be canceled. “We likely lost 30 to 40 thousand dollars in revenue for the day and it was a very busy day,” he adds. “It’s just mind-boggling,” says Adam Babin of Power Keg Athletics. Babin’s CrossFit studio was destroyed beyond repair. He believes he lost more than 0,000 in property, alone. “Hands down, this was the toughest and most mentally and emotionally [difficult] situations I've ever had to deal with in my life,” he adds.  “It definitely hurt my business for sure,” says Rebecca Hyde-Edwards of Hyde Edwards Salon and Spa. Hyde-Edwards, Babin and Rosen say they have yet to receive adequate responses from the city after submitting their damage claims.  "This is a destination area and [the city] should look out for all the businesses that make it what it is,” adds Hyde-Edwards. A City of San Diego spokesperson tells 10News the city has received 28 claims and paid out .5 million to date. Only 3 of the 28 claims have been resolved. It reports that claimants have not submitted all of the supporting documentation, so not all claims have been paid. Timeframes for payments are reportedly done on a case by case basis and vary depending upon when all the supporting documentation is received and evaluated by the City.  The city’s aging water system infrastructure has wreaked havoc. More than 0 million have been spent in the last 5 years to repair and replace more than 100 miles of piping. Rosen tells 10News he’d be happy to drop his lawsuit if the city had a comprehensive plan to fix Little Italy’s crumbling piping. “It’s our expectation and justifiable fear that we'll have to close many days in the future unless this is really addressed,” he says of his restaurants.  A city spokesperson reports the broken section of pipe in Little Italy was immediately replaced after the flooding. The city’s 0.95 mile pipeline replacement project in that area was reportedly completed last summer. A spokesperson for the city says there are no additional plans for pipeline repairs or replacement for that immediate area.  The city will not respond to the lawsuit. SAN DIEGO (KGTV) – On Friday, the president of San Diego's Christian Youth Theater (CYT) held a press conference addressing this week's claims by several former students that they experienced sexual misconduct or sexual abuse by former teachers.CYT President Janie Russell Cox said the San Diego branch will remain dark until further notice as they investigate these abuse claims. “We are fully committed to the safety of every single child and we are grieving for every single individual whom we love and we care so deeply for. We apologize. [We] love you,” Cox added.The El Cajon-based program was founded 40 years ago and is for students ranging from 4 years old to 18 years old. CYT claims to be the largest youth theater group in the country with branches nationwide.Artist Brian Justin Crum, who went on to become a finalist on America's Got Talent, told ABC10 News on Friday that when he was 13 years old, his former CYT teacher invited him to a gay pride event. “I remember him questioning my sexuality and saying basically, like, you should come to this thing and see what you think and see how you feel when you're there and we can go together. I'll take you,” Crum said. “It was creepy. It felt inappropriate.”Crum said he was not assaulted but boundaries were crossed. “There was definitely a culture there where the teachers and the students were too close,” he added.On Tuesday, attorney Jessica Pride told ABC10 News that she's representing a former student who claims to have been sexually abused and several other former students have been contacting the law firm. “I think over the next couple of weeks as things unfold, you're going to see that this was just rampant at CYT and that they didn't do anything to protect these children,” said Pride.When asked Friday about whether staff ignored complaints from former students against former teachers, Cox replied, “I can't answer that. I don't have enough knowledge to know what decisions were made at that time and that's part of our investigation to find out.”Cox told reporters that CYT is starting a diversity committee and looking at doing restructuring to diminish favoritism, nepotism, and discrimination. SAN DIEGO (KGTV) - One of La Jolla's most scenic spots is also the scene of a 20 year battle that has left the community divided.The Coastal Commission voted unanimously Thursday night to approve a measure to renew a 10-year permit to close the Children's Pool to human access during Harbor Seal Pupping season.The Children's Pool was built in 1931 to give kids a safe place to enjoy the beach.In the late 1990's, harbor seals moved in on the area creating conflict.Surveillance cameras captured visitors getting dangerously close to the seals causing the city to take action.In 2014, they decided to close the Children's Pool from December 15th through May 15th. This is typically the time period when mother seals use the beach to birth their calves.The California Coastal Commission agreed to try out this plan for five years.Dr. Jane Reldan, President of the Seal Conservancy, said the beach closure was an "elegant compromise." Reldan added that the closure happens during a time of year when it's cold and people don't want to go swimming anyways.Opponents say there's plenty of coastline for the seals to use and that it's time the Children's pool was given back to the kids. 1190

SAN DIEGO (KGTV) — One of the first questions San Diegans had after a 6.4-magnitude earthquake hit Southern California: Where was the alert?Exactly one week ago, San Diego phones buzzed in unison for a test of California’s Earthquake Early Warning System, ShakeAlert. The system aims to help alert locals seconds before an earthquake hits to find shelter.Thursday, no alert went out when San Diego felt shaking.RELATED: 6.4-magnitude earthquake rattles July 4th for Southern CaliforniaThe San Diego County Office of Emergency Services says the alert system is still in the testing phase. Currently, the Governor's Office of Emergency Services is evaluating the data collected from the June 27 test.The state hopes to set up the system in the future in the same way Amber Alerts are sent out regionally. Before that can happen, the county says they need to make sure the system works fast enough to alert residents, the county says.Many San Diegans, however, say they didn't even receive the test message last week. For them, the county asks for feedback to work out the bugs in the system. Those individuals can fill out an online survey here .Los Angeles County residents already receive a similar alert, but many complained they weren't alerted Thursday either. Los Angeles city officials say their alert didn't go off because the earthquake wasn't recorded above a 5.0-magnitude shake within Los Angeles County. Officials said they now plan to lower that threshold.USGS seismologist Robert Graves told the Associated Press that the state's new system detected Thursday's earthquake, providing 48 seconds of warning to Caltech's seismology lab in Pasadena, and adding "there were no glitches" in the system. 1717
