LAKESIDE, Calif. (KGTV) -- The San Diego County Sheriff’s Department is investigating what led to a shooting in Lakeside Monday evening. The shooting happened just before 6 p.m. near the off-ramp of State Route 67 and Winter Gardens Boulevard. Deputies and paramedics found the victim, a man in his 20s, suffering from a gunshot wound. The victim was taken to the hospital. The shooter fled the scene in a white Chevrolet Impala. A detailed description of the suspect wasn’t available.  Abortion rates in the United States have dropped to their lowest level in 10 years, according to a report released Wednesday by the US Centers for Disease Control and Prevention.From 2006 to 2015, the year of the latest completed survey, reported abortions from participating areas fell 24%, from 842,855 to 638,169.Going back to 1969, the CDC has completed its "abortion surveillance" to measure the number and characteristics of women who obtain legal abortions. Requests for information go out to the central health agencies in all 50 states, plus Washington and New York City. The most recent surveillance included voluntary abortion data from 49 areas, the exceptions being California, Maryland and New Hampshire.What researchers found was a striking decrease from where abortion rates were a decade ago. In addition to the steep drop in the number of reported abortions, the rates fell in two other categories. The number of abortions among women 15-44 went down 26%, from 15.9 to 11.8 abortions per 1,000 women. And the number of abortions per 1,000 live births went down by 19%, from 233 to 188.Compared with the previous year, 2014, there was a 2% decrease in abortions across the three measures.Because reporting is voluntary and requirements for reporting vary across the country, the CDC acknowledges that the findings have limitations. The number of abortions reported to the CDC, for example, is 68% to 71% of the number established in a census of abortion providers by the Guttmacher Institute, a research and policy group focused on reproductive health and rights, the report says.But still, the findings offer significant insights into how abortion is trending in the United States."The new CDC report shows a continuation of long-term declines in abortions," said Rachel Jones, principal research scientist at the Guttmacher Institute. YOKOHAMA, Japan. – The Centers for Disease Control (CDC) announced Tuesday that travel restrictions have been placed on all remaining passengers and crew of the Diamond Princess, the cruise ship quarantined off the coast of Japan because of a COVID-19 outbreak on board. Under the restrictions, the more than 100 United States citizens still on board the ship or in Japanese hospitals will be prevented from returning to the U.S. for at least 14 days after leaving the Diamond Princess. The restrictions apply to the ship’s other passengers and crew as well. “After disembarkation from the Diamond Princess, these passengers and crew will be required to wait 14 days without having symptoms or a positive coronavirus test result before they are permitted to board flights to the United States,” said the CDC in a press release. If an individual from the cruise arrives in the U.S. before the 14-day period ends, the CDC says they will still be subject to a mandatory quarantine until they have completed the 14-day period with no symptoms or positive coronavirus test results.The CDC says there may be additional confirmed cases of COVID-19 among the remaining passengers on board the Diamond Princess, because of their high-risk exposure.The CDC says these travel restrictions have been put in place to protect the health of the American people. “We continue to believe that the risk of exposure to COVID-19 to the general public in the United States is currently low,” wrote the CDC. “The U.S. Government is taking these measures to protect the Diamond Princess passengers and crew, their loved ones, the traveling public, and communities within the United States.”Sunday night, two charter flights carrying Diamond Princess passengers landed at military bases in California and Texas, starting the clock on another 14-day quarantine period to ensure passengers don’t have the new virus.
