(AP) — Lawmakers can avoid the long lines plaguing California's Department of Motor Vehicles offices by visiting an office near the Capitol not open to the public, a decades-old practice under fresh fire as wait times surge.The office provides services for current and retired lawmakers, their staff and some other state employees, The Sacramento Bee reported Thursday. A 2006 Capitol Weekly article highlighted the debate over the office, referencing a small-government activist who criticized it for years.The office has been open for decades, moving locations around the Capitol. At one point it was open to the public. About 90 percent of the office's work relates to requests from constituents who call their lawmakers over complicated problems the local DMV branch may not be able to solve, he said."Often times it's a conduit for constituent work," Armenta said. Reversing an earlier decision, the University of Notre Dame will continue providing students and employees with access to birth control free of charge.The Catholic institution was one of the first major employers to take advantage of the Trump administration's weakening of Obamacare's contraceptive mandate.Notre Dame, which had long battled the Obama administration over the provision, said in late October that it would end coverage for employees after Dec. 31 and for students after Aug. 14. The university said it objects to the mandate based on its religious beliefs.Students and employees quickly protested the decision, holding a demonstration and creating an online petition.Under Obamacare, insurance plans had to cover contraception for women without charging a co-pay. A fairly limited number of employers -- mainly churches and some other religious entities -- could get an exemption to the mandate.Some other employers, such as religious-based universities or hospitals, could seek accommodations so that they didn't have to provide coverage, but their workers could still obtain contraceptives paid for by the insurer or the employer's plan administrator. Notre Dame's students and workers received coverage this way.The Trump administration, however, issued new rules last month that would let a broad range of employers stop offering contraceptive coverage through their health insurance plans if they have a "sincerely held religious or moral objection."In his annual faculty address Tuesday, Notre Dame's president, the Rev. John Jenkins, said the university had decided to keep the accommodation for employees in place."As I have said from the start, the university's interest has never been in preventing access to those who make conscientious decisions to use contraceptives," he said. "Our interest, rather, has been to avoid being compelled by the federal government to be the agent in their provision."A university spokesman confirmed that students would continue to have access to no-cost birth control, as well.Notre Dame's initial response was based on its belief that it could no longer utilize the accommodation because the new rule would prompt insurers to discontinue providing no-cost contraceptives. It oversees the project to construct a high-speed train traveling between San Francisco and Los Angeles in less than three hours.The project is years behind scheduled and tens of millions of dollars over budget. (AP) — California's Department of Motor Vehicles improperly disclosed private information to seven other government agencies on more than 3,000 people involved in some type of investigation as suspects or witnesses, officials said Tuesday.The department was sending letters Tuesday to the 3,200 people after determining that they are not currently being investigated.The department improperly gave federal, state and county agencies what were supposed to be internal notes, such as whether drivers' Social Security numbers had been checked to see if they were valid or falsified or if the individual was ineligible for a Social Security number.It sent information on more than 3,000 of the individuals to district attorneys in just two of California's 58 counties, San Diego and Santa Clara.Information on fewer than 200 people went to the federal Department of Homeland Security, including six records for immigrants who were in the country illegally but applied for or received special immigrant licenses.Officials said it was unclear if they were used to investigate the drivers' immigration status or for some other purpose.The remainder went to the Internal Revenue Service, inspector generals for the Social Security Administration and U.S. Small Business Administration, and the California Department of Health Care Services.The information could have been used in criminal, tax or child support investigations, including for witnesses in those inquiries, officials said.It's the latest in series of missteps by the DMV, which last year came under fire for long wait times and for potentially botching about 23,000 voter registrations under the state's "motor voter" law, which lets residents automatically register to vote through the DMV.Department spokeswoman Anita Gore said the DMV stopped making the improper disclosures in August after officials decided that they shouldn't have been giving other agencies the internal notes.She said it took the DMV three months to send the letters because it had to ask each of the seven agencies why they wanted the information, review four available years of records, make sure the 3,200 drivers were not being investigated to avoid tipping them off, and then draft individual letters to each driver. 2278
