(KGTV) - Hundreds of teachers showed up Thursday night at the Escondido Union School board meeting, demanding better pay and benefits.The teachers are in the middle of a prolonged contract negotiation with the district.According to the superintendent, Luis Rankins-Ibarra, the district has offered a 3.37% retroactive raise for last year, when the teachers were working without a contract. Teachers have agreed to that, but are not satisfied with the 2.41% raise offered for the coming school year.“The surrounding districts have much better salary and benefits packages than ours,” said Romero Maratea, a middle school teacher and the president of the teacher’s union.The union is seeking a 2.7% cost of living adjustment (COLA) for next year. They are also asking for clarification on the district’s proposed 0.5% increase to their benefits, saying they do not know the underlying number it applies to.One of the teacher negotiators addressed the board on this topic.“Count the variables. (KGTV) - City planners in Encinitas are seeking public input about the creation of 10 new pedestrian train crossings.The city currently only has six legal crossings, though much of the train tracks are unobstructed and can be crossed illegally.“Safety is one of our utmost concerns,” said Diane Langager, principal planner with the city.She said she has been working on the crossing project for about two years. In addition to safety, she said the city wants to make the area more accessible by walking and biking.“We’re doing everything we can to increase multi-modal transportation in the city,” she said.They have identified different locations where crossings are possible but want input from residents to see what their priorities are. 766

(KGTV) — A Vietnam veteran who is struggling with memory issues says a "mistake" could cause him to be evicted from his Escondido apartment.Orrin Donohoe's studio apartment in the Adult Village complex isn't spacious, but it is home. For how long?"I'm scared of what's going to happen to me," said Donohoe.Donohoe, who served as a deckhand for three years on the USS Columbus CG-12 during the Vietnam War, was later diagnosed with PTSD. "Constantly stressed, afraid I'm going to forget something," said Donohoe.Problems with short-term memory steadily grew worse."Missing doctor's appointments, missed bills, forgetting to get gas, forgetting to check the mail. Goes on and on," said Donohoe.The memory issues that cost him so many jobs could now cost him his home. Donohoe depends on Section 8 housing vouchers to pay most of his rent. A few days ago, Donohoe got a letter from his landlord: A three-day notice to pay his overdue rent.Donohoe believes he forgot to fill out the paperwork for the annual renewal for his housing voucher."Scared and depressed," said Donohoe.He owes more than 0 for this month's rent."I don't have it. I have a 0 in the bank and I haven't paid my electric yet," said Donohoe. Donohoe thinks he could be evicted at any moment. He says the County Housing Authority told him he could reapply for a voucher in six months. Until then, he'll likely have to live on the streets."No sense of security ... ENCINITAS, Calif. (KGTV) - The oldest tree at North County’s San Diego Botanic Garden is finding new life as a work of art.The Eucalyptus cladocalyx was planted 100 years ago at the Encinitas garden. It had to be euthanized last year because it was leaning and posing a threat to visitors, officials said.Artist Erwin Young “Mitch” Mitchell IV took the 30-foot stump and transformed it into a replica of a baobab tree. He expects to be finished this week."The Garden is a wonderful place, not only to visit, but to create such a great endeavor there is fantastic - I appreciate the opportunity," said Mitchell. "It is the first time I have ever changed a tree into another tree. (KGTV) - Neighbors are calling for action from the City of Encinitas after a pair of crashes along a stretch of Manchester Avenue."It's too fast," says Judy Blanchard, who lives on Manchester. "They need to do some traffic calming."Friday, a car lost control coming around a curve near the 4200 block of Manchester Avenue and crashed into a light pole. Two days before that, a pair of cars collided near the same spot.People who live nearby say speed on the road is a constant problem."People gun it. They really do," says Blanchard. "All these wannabe fast drivers, it's exciting for them to come through the curve."Blanchard had a car crash through her front yard a few years ago. It almost knocked down her prized palm tree, Bubba.City officials tell 10News they studied the road in 2017. They sent this statement from the City Manager's Office:“Based on the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CA-MUTCD), an Engineering and Traffic Study (Speed Survey) was conducted in 2017 which showed the 85th percentile speed (the speed at or below which 85 percent of all vehicles are observed to travel under) on this roadway was 47 mph. As a result, the speed limit was set by the City at 40 mph which is the lowest speed limit legally allowed based on the results of the Speed Survey. The Sheriff’s Office has been notified to increase enforcement efforts along the corridor.” Neighbors say that may not be enough. They say the street needs more warning signs and the city should reduce lanes from two to one near Rancho Santa Fe Road.
