SAN DIEGO (KGTV) -- Awaken Church continues to hold indoors services, despite orders from San Diego County to close all indoor religious services due to COVID-19 restrictions.According to the San Diego County website, three of the Awaken Church locations have received cease and desist orders. The location at 7620 Balboa Ave. received a cease and desist order July 17, 2020; the Carlsbad location received one Nov. 16, 2020; and the Chula Vista location received one Nov. 19, 2020.RELATED: Churches pushing back against purple tier restrictionsIn addition, San Diego County put out a notice that anyone who went to the location at 7620 Balboa Ave. between Nov. 15 and Nov. 22 needs to quarantine for two weeks because of a community outbreak. The county said a community outbreak had occurred there, which is when there are three or more reported cases from different homes in the span of two weeks.An attendee at the San Marcus location said he feels comfortable attending in person and indoors.“I think it’s really about having individual choice and trusting people to have the intelligence to do the right thing, and this church has a wonderful uplifting message that I think is so positive and hopeful for people in a time where we find ourselves somewhat down,” said Brian.Brian said that the San Marcos facility is spacious so people are able to spread out, adding that the right to worship freely is in the constitution.RELATED: County asks Kearny Mesa church attendees to quarantine after COVID-19 outbreak“Try to preserve as much of our freedoms and liberties as we can. SAN DIEGO (KGTV) - As winter approaches, doctors are worried about more than the novel coronavirus."When winter comes we all tend to go indoors, and [viruses are] more likely to spread between us in school, in workplaces it's just going to happen," Dr. Davey Smith, Chief of Infectious Diseases at UC San Diego, said.If you develop a cough, fever, chills and you're achy, Dr. Smith said it could be a variety of viruses."We are going to have multiple viruses running around in the community at the same time. Double triple, it's not just the flu it's RSV that kids oftentimes get, adenoviruses and other seasonal viruses and they all look the same," he said.Dr. Smith is urging San Diegans to get a flu shot, especially this year, concerned about the hospital being overrun, "it's not just the PPE, it's the hospital beds, the doctors and the nurses, and everybody who has to take care of them."Cajon Valley Union School District has had students on campus since July. SAN DIEGO (KGTV) — As counties across the state are able to reopen, some are seeing COVID-19 case numbers bounce back up.There's concern from business owners that the state's current approach to restrictions could put them in a constant state opening and closing. Forty miles east of San Diego is the small community of Descanso."I was born and raised in Descanso," said Melanie Schlumpberger.Staying true to her roots, Descanso is where Schlumpberger opened her small business, Americutz Salon."It was going great," Schlumpberger said. "I was super busy getting new clients all the time."Then came COVID-19 and the stay at home order."It was very hard not knowing how long we were going to be closed down for," she said.Schlumpberger said savings got her through until she could reopen, but that ended up being short-lived. Cases in San Diego County spiked, and a few weeks later, her doors closed again.She said after being closed for another six weeks, she could reopen under the new state's guidelines."It was really exciting when we got to open back up," said Schlumpberger.Then college started, some county metrics spiked, and business could once again be impacted."I don't want to close down again cause it's so hard," she said. "I don't want to lose all the stuff that I've worked for."Schlumpberger said her operation is safe, and there have been very few cases of COVID-19 in Descanso and the surrounding areas.According to the County of San Diego's COVID-19 dashboard cases by residence, San Diego has more than 19,000 confirmed cases. The county's data show Descanso has 12."If the county numbers go up, unfortunately, the businesses countywide have to adjust," said San Diego County Supervisor Jim Desmond.He says you can look at any county across the state and find a similar issue. SAN DIEGO (KGTV) - Dangerous rescues are on the rise on the cliffs along San Diego's coastline.Broken bones, medical emergencies, even death: these are just some of the calls to San Diego Lifeguards, tasked with performing these rescues. According to a recent Team10 investigation, those calls to lifeguards have doubled in the past four years."We're out here assisting people on a weekly basis," lifeguard Lt. Rick Romero said. "It's pretty dangerous; people can fall, people have fallen, people have died, people have suffered traumatic injuries."Romero said lifeguards average 70 to 100 rescues a year at Sunset Cliffs and Black's Beach. The less-serious calls have been anything from people getting stuck, to medical emergencies, to hikers simply getting lost. The more serious calls involved traumatic injuries and death.RELATED: Cliff, air rescues on the rise in San Diego CountyAccording to data 10News requested from the San Diego Fire-Rescue Department and San Diego Lifeguards, there have been 74 cliff rescue calls from June 2017 to the beginning of October 2018. Of those calls, nine serious injuries and one death have occurred this year at Sunset Cliffs. Black's Beach had 11 serious injury calls.Romero said the uptick could be explained as the secret spots no longer being secret."We've seen population growth, tourism growth, social media growth...all affect just more people coming down," Romero said.Lifeguards are on duty 24/7 to help in these situations. Cliff rescues have become so common, rope skills are now as basic for them as work in the water.Carrying 40 to 50 pounds of gear each, typically seven lifeguards and three trucks respond to most cliff rescues. Romero said while each rescue is different, most take 45 minutes to an hour to complete.Resources are pulled from other areas along the beach. If rescue crews need to use a helicopter, the cost is more than ,000 an hour to operate.The rescues are paid for by taxpayers, provided by the city, no matter if the patient is a victim of an accident or reckless."We just ask people to bring their cell phones, pay attention to where they're going, have sturdy footwear," Romero said. 2193
SAN DIEGO (KGTV) - Another San Diego driver has come forward, after she got hit with a late fee despite paying her parking ticket early.In early November 2019, Pamela Moes parked on Thomas Avenue in Pacific Beach and went for a walk on the beach. She was parked in a street sweeping zone."A truck blocked the 'No Parking' sign when I parked, but it's no excuse. I knew the rules," said Moes.Moes likes have things taken care of quickly, so she went home and mailed out a check for .50 that afternoon.RELATED: North Park driver hit with late fees after paying parking fine earlyA few weeks later, she got a notice from the city: they hadn't received her payment and she would soon be delinquent. She stopped payment on her first check, drove to the Parking Administration office downtown, and paid for the fine in person."I thought everything was taken care of. Now I really don't have to worry about anything," said Moes.She was wrong. In late December 2019, she got another notice from the city. The ticket was paid, but she had been hit with a late fee of . "I was angry and frustrated because I paid for it in person!" said Moes.Turns out when the processing center in Inglewood couldn't deposit the check she stopped payment on, a late fee was assessed, even though she was already paid in full."How is this happening? They have to be talking to one another. There has to be some communication," said Moes.Moes is hardly alone. Last week 10News reported on a North Park driver named Stacy, who paid her fine early — a week after Moes paid hers — and also got hit with the same late fee. The city at that time blamed delays on processing with new equipment and "connectivity issues" at the Inglewood facility.Moes has since made a final payment for the late fee so she could be done with it.10News reached out to a city spokesperson about Moes' case, along with a list of questions about the overall issues and the number of people impacted. A spokesperson says they've begun looking into it and will release a response.The city released the following statements in the previous story: "Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments.Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date.
