SAN DIEGO (KGTV) - Locally and nationally, the calls are growing louder for some immigrant detainees to be released. In 2018, Kazakhstan native Satbay Kydyrali, 31, made his way to a local border crossing "He crossed border, turned himself in and asked for asylum," said Almas Irgebayev, Kydyrali's brother.Irgebayev says the asylum claim was denied and is now under appeal, a decision that could be years away. Meanwhile his brother continues to being held at Otay Mesa Detention Center. "Last three days, I was just crying when I think about him," said Irgebayev.Irgebayev says his brother is coughing, and in a cell with 7 other men. They are less than two feet apart, and most of the other men are also coughing. His brother told him none of the staff is wearing masks, and the detainees clean their own cell twice a day. The two brothers talk on the phone every day."He says that he wants to get out. I was crying on the phone. I heard him crying as well," said Irgebayev.Irgebayev is fearful because his brother is at-risk. He contracted tuberculosis as a child and has developed chronic breathing issues."I'm in a panic. I am feeling very bad, because I'm helpless," said Irgebayev. Similar sentiments were on display at a socially distant, vehicle protest near the federal courthouse downtown. Immigrant advocates were asking for at-risk detainees to be released. On the same day, members of the Congressional Hispanic Caucus called on Homeland Security officials to release low-priority detainees.In a statement, a DHS spokesperson says they're following CDC guidelines for disease monitoring and management protocols.' Irgabayev believes that statement doesn't reflect reality."I'm just afraid he is going to die in there," said Irgebayev.Irgabayev says his brother is in day three of a hunger strike protesting the conditions. The number of detainees on the hunger strike has shrunk from 90 to eight since the first day.An employee at the Otay Mesa Detention Center has tested positive, the first employee so far, according to prison company CivicCore. SAN DIEGO (KGTV) - Law enforcement agencies across San Diego Country will have extra officers stationed near busy railroad intersections this week as part of "Operation Clear Track. "The week-long enforcement ties into National Rail Safety Week, from Sept. 22-28.In Carlsbad, officers will be near Carlsbad Village Drive and Grand Avenue during the lunch hour, reminding people to only cross when there are no trains nearby."The goal is to raise railroad safety awareness through education and the enforcement of state railroad grade crossing and trespassing laws," the Carlsbad Police Department said in a statement.Amtrak officers will also keep an eye on well-known trouble spots along the coast, like a stretch in Del Mar where surfers and hikers frequently cross over tracks to get to the beach."It's not safe to cross here," said surfer Cooper Baker, who admitted he does it regularly. "But, if people have their wits about them and make good choices about where they're stepping, it's totally safe. So I just try to make sure I know a train is not going to be here and that my footing is sure. I think it's fine."A recent study found San Diego is the 9th deadliest county for accidental train casualties in the U.S. from 2013-2017. In that time, 44 people were killed while trying to cross tracks. Los Angeles County topped the list, with 110 deaths in that time."It's definitely good to give people a reminder that trains are coming through," said surfer Shayne Jensen. "You gotta be safe."In the last year, the North County Transit District has taken steps to make trains safer. In 2018, they equipped all of their trains with Positive Train Control, a new technology that automatically slows trains down if any danger is detected.Meanwhile, there have been calls in Del Mar for more railroad crossings to be built. Residents are asking for more options, so they're not tempted to cross illegally. SAN DIEGO (KGTV) - Kevin Luo of Pacific Trails Middle School has been crowned the winner of the 2018 countywide spelling bee. The event began at 9 a.m. at the McMillin Companies Event Center at Liberty Station and lasted for nearly four hours. Last year’s local winner was Pacific Trails Middle School student Yash Hande. Yash advanced to the 90th annual Scripps National Spelling Bee. SAN DIEGO (KGTV) -- Just days before masses of people are expected to descend on Del Mar for the San Diego County Fair, a busy road has reopened following a bluff collapse. City crews completed a retaining wall and reopened Jimmy Durante Boulevard Wednesday afternoon. The road wasn't originally expected to reopen until June 4, several days after the fair opens on May 31.
