Wednesday marks the second of four presidential debates, and the only one featuring the vice presidential candidates. The debate is scheduled to begin at 9 p.m. ET, and will last 90 minutes. Here is what you need to know about Wednesday’s showdown. The candidatesRepublican Vice Presidential nominee Mike Pence and Democratic Party candidate Kamala Harris were the only two candidates invited to Wednesday’s debate based on polling. In order to be invited, a candidate’s ticket must poll at 15 percent or above in a series of national polls.Pence has been serving as President Donald Trump’s vice president since 2017. Before 2017, Pence was the governor of Indiana for four years. Before that, he served in the US House of Representatives for 12 years.Sen. Kamala Harris is in her first term as a US senator from California. Previously, she was a six-year attorney general of California, and a seven-year district attorney in San Francisco. Harris was an opponent of Joe Biden during the presidential primaries, but dropped out before the Iowa Caucuses and later endorsed Biden. The moderatorSusan Page, current Washington Bureau Chief for the USA Today, will serve as moderator. Page is the first primarily print journalist to moderate a presidential or vice presidential debate since 1976. Page is a frequent guest on the Sunday morning talk shows and was a White House Correspondents Association president. The formatThe vice presidential will feature a format similar to last week’s presidential debate. Instead of six, 15-minute segments, Page will break the debate into nine, 10-minute segments. Page will ask a candidate a question that they have two minutes to answer, and the other candidate will then have two minutes to respond. The balance of the time will be used for a deeper discussion on the topic. Why have a vice presidential debate?Vice presidential debates have generally served as an opportunity for candidates to show they are prepared to become president. Nine vice presidents have ascended to the presidency due to death or resignation. With the possibility that one of the two candidates could become president in the next four years, the debate could serve as a presidential litmus test. The biggest questionAre you ready to be commander-in-chief? Now that Trump has turned 74, and Biden is about to turn 78 next month, this year’s campaign has been between the two oldest nominees on record.Should there be a debate? This question has been pondered in recent days as the White House has had a cluster of coronavirus cases. President Donald Trump, first lady Melania Trump, aides, assistants, White House-based journalists, and three US senators have all been among those who have tested positive for the coronavirus in the last week. Not among those testing positive is Pence, who has been tested every day since Trump’s diagnosis. But CDC guidelines call for those with close contact with coronavirus patients to quarantine for 14 days regardless of negative tests as the incubation period for the coronavirus can take that long. The Commission on Presidential Debates announced Monday that a Plexiglas partition will divide the candidates, and that Harris and Pence will sit more than 12 feet apart on the debate stage. Most important VP debate in history?John Hudak, Deputy Director at Brookings’ Center for Effective Public Management, declared Wednesday’s debate as the “most important vice presidential debate in American history.” And given the age of the candidates and recent discussions over the 25thamendment due to Trump’s stay in Walter Reed Medical Center, Hudak argues that this election’s vice presidential debate takes on new meaning.“In a normal election year, vice presidential candidates often serve as presidential nominees’ attack dogs, and surely, there will be plenty of attacks and criticisms during the debate,” Hudak wrote. “However, this is hardly a normal year. While vice presidential candidates almost always wish to project a presidential aura and command at the debate, that approach is paramount Wednesday night. It will be important for both candidates to steer away from outright political warfare and focus on the solemn reality of a country with an ill president and facing multiple other crises.”Pence leads the coronavirus responsePence was tasked in February with leading the White House’s response to the coronavirus, heading the White House coronavirus task force. In the seven months since the coronavirus began spreading in earnest in the United States, more than 210,000 Americans have died from the virus. There has also been extensive economic fallout stemming from the coronavirus. So a question likely to be asked of Pence is on his performance as the leader of the coronavirus task force.Harris on criminal justiceHarris finds herself in a challenging position as both a former prosecutor and a reformer. Her record as a prosecutor became more of an issue at times during her run for the Democratic nomination for president. For Biden and Harris, the two have disappointed some in the liberal wing of the party for not echoing calls to defund police departments. Biden said during last week’s that he wants to increase funding for police departments. With race and police relations a significant issue this year, expect questions to be raised over Harris’ record as a prosecutor. What’s next?A presidential debate is scheduled for October 15, but there are questions on whether Trump will be medically cleared to participate. Assuming the debate moves forward as scheduled, it will be the second of three debates between Biden and Trump. 5606

WESLEY CHAPEL, Fla. — A Pasco County photographer recruited her friends for a creative Halloween photoshoot involving pizza and pumpkins.Jennifer Sapountsis said the COVID-19 pandemic has been stressful for everyone."Trick-or-treating has changed a lot and people can't do as much stuff, so why not just try to bring smiles to people's faces and have fun with it," said Sapountsis. She asked her friends, Chris and Sarah Weed, to carve two pumpkins. The three then went to The Edison, a venue in Dade City. The couple was photographed wearing pumpkins on their head. They also ate some pizza."I feel like pizza and beer is an iconic thing for couples when they're chill. What do you want to do on a date night? Let's order some pizza, some beer, chill out," she said. The couple also dressed as ghosts and danced around. Sapountsis shared the photos on her Facebook page, Jennifer Alyssa Photography."I've gotten a lot of responses. I've seen other people try to do the same thing. I've seen a lot of people say that this is what I needed for my day....this was so funny, I want to do the same shoot next year," she said. She said she hopes the pictures make people laugh and smile. She also said her friend's husband was not crazy about the idea until he saw the finished product."He loves his wife, so he was okay doing it and going that extra step...there was so much laughter, so much fun. He was absolutely okay with it at the end. When he saw the pictures, both of them...they couldn't even believe it," said Sapountsis."My thought for this was just how can we make it fun and happy and show what date night could be if you took the extra step," she added. This story was first reported by Julie Salomone at WFTS in Tampa Bay, Florida. 1744

WASHINGTON, D.C. — Democrats have driven a temporary extension of a popular subsidy program for small businesses through the GOP-controlled Senate.Maryland Democrat Ben Cardin pushed for the extension of the Paycheck Protection Program hours before a deadline for applying for the program, which was created in March and has been modified twice. The measure is not a done deal though. It must also pass the house and be signed by President Donald Trump. If approved by Trump and the House, the new deadline for businesses to apply for PPP loans would be pushed back to Aug. 8.The proposed extension is an unexpected development that comes as spikes in coronavirus cases in many states are causing renewed shutdowns of bars and other businesses. The pressure swayed Republicans controlling the Senate, who have delayed consideration of a fifth coronavirus relief bill and are preparing to go home for a two-week recess.About 4.8 million businesses received a PPP loan, with a total of 9 billion lent out. But as of Tuesday, there was still more than 0 billion left in the pot.As to why that is, the Small Business and Entrepreneurship Council says there's a few reasons, like concerns over how much would actually be forgiven, constantly changing rules, and strict limits to how the money can be used.“Not all businesses are the same. So, you know you've got businesses with high overhead, maybe few on payroll,” said Karen Kerrigan, President and CEO of the SBE Council. “This program really didn't align with their needs.” 1534

WASHINGTON, D.C. -- The backbone of the American election system rides on the shoulders of an army of paid volunteers: poll workers, who take time out of their lives to spend Election Day helping others have their say at the ballot box.“Poll worker recruitment is an issue every election cycle,” said Jeanette Senecal with the League of Women Voters. It’s an issue even more so this year.In the 2016 election, there were nearly a million poll workers across the country, 917,694, working at more than 116,000 polling sites. Many of the poll workers tended to be older: 56% were over the age of 61.Now, though, concerns about COVID-19 mean many in this population, vulnerable to the virus, are choosing to sit out this time around.“Poll workers are kind of the make or break point,” Senecal said. “If they're the people who are interfacing with the voters, they're the people who are supporting those voters at the polling place on Election Day.”Officials estimate that across the U.S. about a quarter of a million poll workers may still be needed. It can take about 30 days to train them all, which means they need poll workers to sign up right now, in order to be ready by Election Day. Poll worker pay varies by county, but in some it can be as much as an hour.“This is a real opportunity for us to recruit a new generation of Americans, who can help ensure a safe and fair and as smooth as possible Election Day,” said Erika Soto Lamb, a vice-president at Comedy Central and MTV.The networks are part of a new, national non-profit coalition called Power the Polls, targeting younger people, who have never been poll workers before.“The work of Power the Polls is really in sounding the alarm bell, bringing people into the mix and then connecting them with their local boards of elections and secretaries of state, to make sure they are plugged in to work the polls in areas that need it the most,” Soto Lamb said.If there is a shortage of poll workers, experts fear some polling places may not be able to open at all and the ones that do could experience long lines.“This summer, we saw a voting rights legend pass away in Congressman John Lewis, whose life was built around voting rights and access – and this is one of those component parts,” Soto Lamb said.So far, Power the Polls has recruited 160,000 poll workers for Election Day. However, not everyone who signs up, will show up, so they are aiming to recruit as many as possible to ensure there are enough poll workers available.According to Power the Polls, the states with the most need for additional poll workers are: Arizona, Florida, Georgia, Maine, Michigan, Minnesota, Nevada, New Hampshire, North Carolina, Pennsylvania and Wisconsin.Learn more about becoming a poll worker here. 2760
