SAN DIEGO (KGTV) - A new report released by the California Department of Forestry and Fire Protection states wildfire acreage burned in 2019 is down 96% compared to 2018.Stating from January to August in 2018, 621,784 acres burned. In 2019, only 24,579 acres scorched during the same time period.On top of this, the U.S. Drought Monitor released a report Thursday showing most of California is out of the drought. San Diego is the only county fully highlighted in yellow, indicating it is 'Abnormally Dry'.A very stark contrast to 2018, where most of the map is covered in dark shades of drought. In August of 2018 San Diego was labeled in 'Severe Drought'.While the winter rain cured California's drought, it brought a new problem to firefighters. Tall weeds, and new growth act as kindling, launching fires, according to Cal Fire Captain Thomas Shoots.So we're not out of the woods.Historically San Diego has had some of it's biggest fires in the Fall and Winter, whipped up by Santa Ana winds. "Our fuels are going to continue to dry out an we're not going to be getting rain for quite a while longer so even though we've had the marine layer sticking in and that's really helped us, in the long run those heavy rains that we need, we're probably not going to see for several months," he said. "Late October is usually when we see the Santa Ana winds. We are expecting our normal winds this year. We still have an above average fire potential for San Diego for October and November."Shoots said neighbors must stay vigilant, and create defensible space around their home."I think it's important for everyone to remember most fires are human caused," he said. 1670

SAN DIEGO (KGTV) -- A march involving attorneys and staff from the Federal Defenders of San Diego, Inc. is set to take place in downtown San Diego Monday afternoon.The Black Lives Matter To Public Defenders march will begin outside of the Federal Defenders of San Diego Inc. office on Broadway at 12:15 p.m. Participants will walk to the courtyard of the federal courthouse, across the street from the San Diego Hall of Justice on 330 Broadway.Once at the courtyard, longtime San Diego County public defender Geneviéve Jones-Wright will deliver remarks and “address the role public defenders play in our criminal justice system and the statewide call from California public defenders to end police violence,” according to a news release.The San Diego march is one of several involving public defenders and attorneys happening Monday across California.Other counties having their own Black Lives Matter To Public Defenders marches include Los Angeles County, Orange County, Santa Clara County, Contra Costa County, San Francisco County, and Alameda County. 1063

SAN DIEGO (KGTV) - A San Diego company created technology for NASA's 2020 Mars rover, launching in July.The Perseverance is set to launch July 20, at 9:15 a.m. EST.NASA's been working on this project for more than a decade, drawing from past missions with hopes of finding evidence of past life on the red planet."It's a really exciting mission!" Mike Carpenter, VP of Engineering at KULR Technology said."We don't know for sure what they're going to find, but if they find any hard evidence of life that would be wonderful." Carpenter is thrilled to be a part of this mission, bringing a piece of San Diego to Mars.Carpenter said the company is known for it's technology that keeps batteries from exploding.For the rover, they created heat sinks that control the temperature around sensitive instruments. Specifically the heat sinks on Perseverance protect SHERLOC, a detector on the arm of the rover that looks for signs of past life.KULR sent similar tech to Mercury, but this is their first trip to Mars."It is the largest most sophisticated rover NASA has sent there," Carpenter said.According to NASA, Perseverance will be landing in the Jezero Crater, the site of an ancient river delta.The mission has four Science Goals:1. Determine whether life ever arose on Mars.2. Characterize the climate on Mars. (Seeking to find if an ancient climate could have supported life.)3. Characterize the geology of Mars.4. SAN DIEGO (KGTV) -- A new monolith was supposed to be unveiled at a Scripps Ranch shopping center on Wednesday, but it was found destroyed hours before the introduction ceremony.Several weeks ago, a mysterious monolith appeared at the Scripps Ranch Marketplace, attracting crowds and raising questions like where it came from and who put it there.However, several days later, the monolith was removed by a group of teenagers.The theft of the monolith was disappointing for many, including Nutmeg Bakery & Café co-owner Drew Hoffus. He told ABC 10News that his business not only had a first-class view of the monolith, but it helped bring in customers.“This year has been a challenge for everyone … The landmarks helped us out a lot. For someone to tear it town, before it’s unveiled, it’s a little frustrating, almost sickening …,” said Hoffus.Police are looking into surveillance footage as part their investigation.Anyone with information on this incident is asked to come forward. 1700

  

SAN DIEGO (KGTV) -- A new law in New Jersey could have an impact on San Diegans who claim they were sexually abused in the Boy Scouts.Attorneys with the law firm PCVA say they plan to bring new cases under New Jersey's new statute of limitations and window when the new law goes into effect on December 1, 2019.They say the new law will allow survivors in California and other states to file suit against the Boy Scouts for any abuse that occurred during the 30 years that that organization was based in New Jersey."We intend to hold the Boy Scouts accountable under this new Jersey law because the organization knew for decades while its headquarters was based in New Jersey, that thousands of scout leaders had used their position to groom and sexually abuse children," said attorney Michael Pfau. 10News asked San Diego attorney Andrew Van Arsdale how the new law makes it possible for alleged survivors outside of New Jersey to file a legal claim in that state."Their theory is New Jersey was home to this corporate entity for a period of 25 years so during that period of 25 years no matter where that abuse occurred in the country the corporate entity existed in New Jersey, we can sue that corporate entity in new jersey," he said.Van Arsdale is one of the lawyers involved in the group "Abused in Scouting." The group came together after hearing the Boy Scouts were potentially filing for bankruptcy. They began a campaign telling victims that they no longer have to be in hiding."By going to the states or areas where these defendants are incorporated that's a way to get at them," Van Arsdale said. "If these guys out of Seattle are correct and New Jersey was the home of the organization for a period of time they should be able to get them. The same way we're using Washington D.C. to file 1,100 of our lawsuits."Lawmakers in California are attempting to pass a similar version of New Jersey's new law. Assembly Bill 218 was introduced earlier this year by San Diego Assemblymember Lorena Gonzalez.According to the online text, "This bill would expand the definition of childhood sexual abuse, which would instead be referred to as childhood sexual assault. This bill would increase the time limit for commencing an action for recovery of damages suffered as a result of childhood sexual assault to 22 years from the date the plaintiff attains the age of majority or within 5 years of the date the plaintiff discovers or reasonably should have discovered that the psychological injury or illness occurring after the age of majority was caused by sexual assault, whichever is later. This bill would also provide for the recovery of up to treble damages against certain defendants in these actions, and would revive time-lapsed claims in certain circumstances."On Tuesday Gonzalez sent a series of tweets regarding the bill writing, "A moment on our #AB218 easing the statue of limitations for survivors of childhood sexual abuse: I know that school districts are worried that they may be sued. And that will cost public education in the state. I can't say that won't happen. If they covered up the abuse they will be held liable. And they should be. That's the only way we will stop the pattern of abuse that institutions have been covering up for decades. Inaction by sports clubs, schools, churches, Boy Scouts, boys & girls clubs have allowed perpetrators to continue to create new victims. This has to stop. It's time we take child sexual abuse seriously. The threat of pay outs may finally cause these institutions to change."Late Tuesday afternoon 10News wrote the Boy Scouts of America asking for a comment.
