BEIJING, Sept. 21 (Xinhua) -- Chinese Vice Premier Li Keqiang said Tuesday that China would coordinate its national family planning policy, stabilizing an appropriately low birth rate and improving the quality of its population."The fact remains that China has a large population. The issue of population is always a major issue for China's social and economic development," said Li at a seminar marking the 30th anniversary of the Family Planning Association of China in Beijing. The government must solve the issue in a way that takes into consideration the whole picture of China's long-term social and economic development, he said.Chinese government statistics show China's population stood at 1.32 billion at the end of 2008, which was about 2.5 times the number in 1949 when the People's Republic of China was founded. The Chinese government adopted a family planning policy in the late 1970s which basically permits most urban households to have only one child. The policy had helped China's total population increase less than 40 percent between 1978 and 2008, whereas it nearly doubled between 1949 and 1978.Li said the government would make efforts to improve the quality of the population, optimize the population structure and spur the rational distribution of the people, so as to turn the pressure of the population into an advantage of human resources. He also said the government would launch measures to narrow the widening ratio of men to women and address problems arising with an aging population. The population aged at or above 60-years-old will top 200 million by the end of 2015, government reports showed.

BEIJING, Oct. 27 (Xinhua) -- China will stick to the strategy of expanding domestic demand, consumption in particular, and seek a new phase of economic growth boosted by consumption, investment and exports, according to an official document released Wednesday. The document, the Communist Party of China (CPC) Central Committee's Proposal for Formulating the 12th Five-Year Program for China's Economic and Social Development (2011-2015), was adopted at the Fifth Plenum of the 17th CPC Central Committee, which concluded nine days ago.Macro-economic controls would be boosted, according to the document.A key task in the 12th Five-Year Plan would be to consolidate and expand achievements in fighting the global economic downturn. China would seek a balance between stable and relatively fast economic growth, restructuring and inflation expectation management.Consistency and stability of the macro-economic policies would be maintained, while improving their flexibility, scientific properties and foresight to guard against potential risks and avoid drastic economic fluctuations.Short and long-term macro-economic controls would be combined, while policies were coordinated to ensure stable and relatively fast economic growth.A long-term mechanism would be built to boost consumption demand.Consumption would be highlighted in expanding domestic demand to release urban and rural consumption potential and allow China to ascend to the top-ranking markets in the world, said the document.
BEIJING, Oct. 19 (Xinhua) -- China will launch a new national campaign to crack down on violations of intellectual property rights (IPRs) and on the production and distribution of fake and shoddy products. The decision was made at a regular meeting of the State Council Tuesday, which was presided over by Chinese Premier Wen Jiabao. The campaign will last for half a year, beginning from the end of October. The campaign will target pirated publications, software products, DVDs, designs and other products with IPRs, as well as violations of registered trademarks and patents, both at the production and distribution levels. The campaign will also enhance China's scrutiny over the import and export of fake goods and mete out stern punishment to businesses involved in the import and export of such goods. The campaign will target Internet piracy and the sale of pirated and fake goods via the Internet.Additionally, the State Council directed all government agencies to purchase only authorized software and their upgraded versions. At the Tuesday meeting, a draft regulation on gas use in urban areas was also passed in a bid to secure gas supplies and eliminate safety risks.
