Rob Thomas, a Marine veteran and avid surfer, had been kept in custody after Mexican authorities determined he was at fault for a traffic collision that sent four people to the hospital, according to friends and local news outlet Rosarito en la Noticia.Under Mexican law, drivers found at fault in a collision can be detained until they prove they can cover the estimated costs of the crash. Thomas did not have valid car insurance in Mexico, so authorities demanded a cash bond, said longtime friend Mikey “Beats” Beltran. The amount of the bond was negotiated by an attorney representing Thomas, but it could be ,000 to ,000, friends said. “This is without a doubt a traveler’s worst nightmare, ending up in a foreign jail surrounded by people that don’t speak your language,” he said. “They don’t feed the people in detention, and so friends of ours that are down there, they’ve had to feed him daily.”Thomas was in Rosarito on a surf trip. "I need him to be safe. He’s my baby."Friends scrambled to come up with the money to get Thomas out of custody and launched a GoFundMe campaign.“The passenger van, they’re saying that thing is worth ,000. SAN DIEGO (KGTV) - A sailboat caught fire Sunday around 2:45 p.m. at Shelter Cove Marina, witnesses say a lithium battery in the navigation panel started the blaze."Saw the smoke, thought it was a barbecue then the kids started screaming on the dock and saw the black smoke and knew it was time to react," Boater and Witness Charlie Colson said. He said he grabbed a hose and was helping the father who was on the boat when the fire started. Getting a boat fire put out quickly is crucial, Witness and Boater Murad Abel said. "There's a lot of electrical equipment, you have batteries, you have fuel, propane, it's all probably within 10 feet of each other," he said.Colson said they had it under control by the time firefighters made it to the scene. "The nine minutes probably seemed like 27 to me, because I was putting the fire out, and I wanted some help, I wanted a professional there," He said chuckling.He said the family had just moved onto the boat last week. Both confirmed the family has a special needs son, adored by the community. SAN DIEGO (KGTV) -- A report from SANDAG Thursday showed that unemployment in San Diego County fell for the sixth straight week.San Diego County now has a 14.8% unemployment rate for the week ending June 20 -- that's down 1.5% from the previous week, and significantly lower than the peak of 25% on May 9."We're not out of the woods at all," warned SANDAG Chief Economist Ray Major. "This is still 50% higher than the highest unemployment we had during the great recession."Major said a 14.8% unemployment rate means 200,000 San Diegans are still out of work. According to the report, ZIP codes in Logan Heights, City Heights, Encanto, the College area, and San Ysidro are the hardest hit.Major told ABC 10News the looming threat of renewed restrictions on businesses may lead to another rise in unemployment."Many of these businesses have been waiting to open up again," said Major. "They haven't made any revenue for the last couple of months, they were open for about 19 days and now you're telling them they have to shut down again. Some of them are not going to be able to make it."Phil Blair, Chief Executive of Manpower Staffing, which helps companies find temporary employees, said he doesn't think unemployment will fall below 10% until the tourism industry recovers."We've got to open up airports, we've got to open up our convention center," Blair said. SAN DIEGO (KGTV) — A preliminary 5.8-magnitude earthquake struck in Inyo County, just north of Ridgecrest, on Wednesday.The quake occurred at about 10:40 a.m. in the Lone Pine area, about 60 miles north of Ridgecrest, according to the USGS. There have not been any immediate reports of injury or damage.The initial 5.8 earthquake was followed by several smaller shake-ups, ranging from magnitude 2.5 to 4.6.USGS's "Did You Feel It?" map reported the quake was felt as far away as Fresno to the north, Los Angeles to the south, and Las Vegas, Nev., to the east. SAN DIEGO (KGTV) - A handful of minor city code violations have forced the Hillcrest Farmers Market to make changes to their layout, resulting in a handful of vendors losing their spot.Market officials tell 10News they didn't get any officials citations or warnings, but they heard from police and the fire marshal in the past few weeks about the problems, and have worked with the city to address all of them.One, in particular, has led to the most disruption. Fire officials told the market they needed to keep a 20-foot buffer between the booths and the median on Normal Street, to allow enough room for a fire truck to drive through. To accommodate that, the market had to remove about 30 of its 200 vendor spots. Some of the booths were put in the north parking lot of the DMV, but 13 vendors still haven't returned to the market.Also, market officials say they had gotten complaints from local churches and business about parking and people crossing the street without using crosswalks near the vendor parking lot. To change that, they've hired a parking attendant to oversee the lot. The attendant also directs non-vendors to the free parking areas at nearby schools."All these changes have made things better," says Market Manager Mark Larson. He says it's been an adjustment, but the feedback has been great from both customers and vendors."Sales are up," Larson says while pointing out that the extra walking room has made it easier for families and people with strollers to navigate the market.The market also plans to expand onto Harvey Milk Street to make room for the vendors who lost their spot. They're also looking into adding a concert stage for live music. To do that, they need to re-submit their permit to the city. That could take a few months, but they're hopeful it will make the market better in the long run. 1852
