SAN DIEGO (KGTV) -- Tracking citizen complaints about law enforcement is a requirement of California law. However, some say there needs to be a significant improvement in that process."Police officers have tremendous authority," said former police officer and criminal justice professor Kevin LaChapelle. He broke down how the process works."[In] a formal complaint, there should be written documentation and the agency is accountable for reporting that to the Department of Justice," LaChapelle said. LaChapelle says the formal complaint process differs from an informal complaint, where someone may talk to an officer or supervisor but no documentation is required. Those interactions are not included in DOJ numbers. When it comes to two of the largest departments in the county, Team 10 found the number of complaints differ drastically. In 2018, the San Diego Sheriff's Department reported nine complaints. In 2017, there were six reported complaints.San Diego Police Department reported 74 complaints last year. SAN DIEGO (KGTV) -- Only in San Diego, an Easter egg hunt on the beach! Hundreds of kids were out in Mission Beach looking for eggs spread out in the sand. Belmont Park hosted the event for the 5th year in a row. Over 13,000 eggs were scattered in the sand, filled with candy, ride wristbands and food vouchers. The hunt was scheduled in age groups so the smaller children would also have a chance to find the prizes. A second Easter egg hunt happened inside of Belmont Park completely free to the public. The event is so popular that some traveled from out of state and even out of the country to have their kids look for the eggs in the sand. Some of the Easter eggs had golden tickets inside, with prizes worth up to .  763

SAN DIEGO (KGTV) -- While many of California's communities are starting to resemble ghost towns, some businesses are keeping busy, including here in San Diego.Ever since Governor Newsom issued a stay-at-home order this week, San Diego residents are restricting contact with the outside world. Some locals say they're concerned not having access to life's essentials, but others are discovering delivery apps and services to get them through self-isolation. Since the Stay-at-home Order, phones at the Eldahmy Wellness Pharmacy in La Jolla and Barrio Logan have not stopped ringing. It's because they have a pharmacist available 24/7, and they not offer free deliveries-- not just on prescriptions, but over-the-counter items as well. "We want to help people," Ahmed Eldahmy, Founder of Eldahmy Wellness Pharmacy, said. "It doesn't have to be a patient of ours. Anyone can call us, and we will deliver to you as long as you're in San Diego County. "Many San Diegans have started using delivery services like these for anything and everything. "We're really trying to stay in the house as much as possible," a Carmel Valley man told 10News.He has a wife and three young children. One of his daughters has Celiac Disease. She requires a special, gluten-free diet. He said he could not find anything on the shelves, so he searched online and found Instacart."I downloaded the app, and I placed the order, not knowing if it will be for filled or not, and that was Monday," he said. "They scheduled a delivery for Friday, and it worked out relatively well. We probably got 90% of the stuff we had ordered."For a small fee, a personal shopper went to Costco on his behalf. He said his experience couldn't have been better. "As he gets to something that is not available, he was messaging me saying 'Hey, would you like this as an alternative?'" he said. "Yea, I would've hugged the guy if I could!"He also online-ordered other goods from retailers shops ad wineries. Many he said are now offering discounts. "We had set up Daily Harvest for a weekly delivery so we have some things for my daughter, and I'm trying to support local businesses too, knowing that they are going to get hit hard," he said. SAN DIEGO (KGTV) - With less than a month until the midterm elections, the campaign to win California’s 50th district congressional seat is fierce.Team 10 Investigative Reporter Jennifer Kastner has been fact-checking the campaign ads released by republican incumbent Duncan Hunter and democratic challenger Ammar Campa-Najjar.Kastner had a sit-down interview with Campa-Najjar Tuesday before his new campaign ad was officially released.Team 10 asked Campa-Najjar if his new ad planned to defend the accusations brought against him from Representative Hunter in Hunter’s most recent campaign ad that was released almost two weeks ago.“The good news is that all of you [media] are doing the defending because [his ad’s] not factual,” Campa-Najjar told Team 10. Campa-Najjar has also called Hunter’s ad un-American and racist.Hunter’s ad claims, “Ammar Campa-Najjar is working to infiltrate Congress." The explosive video garnered a firestorm of attention, centering much around the Latino Arab-American’s family ties to terrorism.It is a fact that Campa-Najjar’s grandfather was involved in the Munich Olympic Massacre, but Campa-Najjar renounced his grandfather, who died years before he was born.Hunter’s ad also implies that Campa-Najjar is a security risk, however Campa-Najjar passed multiple security clearances as a former official in the Obama Administration.“We've raised money off of [Hunter’s] ad,” Campa-Najjar told Team 10.
