SAN FRANCISCO (AP) — A federal judge in San Francisco is mulling the competency to stand trial of a Mexican man who shot and killed 32-year-old Kate Steinle. The 2015 shooting figured prominently in President Donald Trump’s run for the White House four years ago. The case against Jose Ines Garcia Zarate on federal gun charges has been pending since a judge raised “serious concerns” about Garcia Zarate's mental capacities back in January. Two doctors have diagnosed Garcia Zarate with schizophrenia and found him unfit to stand trial. The San Francisco Examiner reports that Garcia Zarate told the court Friday through a Spanish interpreter that he wanted to be sentenced to prison or deported back to Mexico. 720

San Diego State University on Thursday detailed a 0 million plan to avoid the massive flooding that has engulfed the Mission Valley Stadium site, which it plans to turn into a West Campus. The current stadium sits on a 166-acre site that is largely sloped, causing runoff from the nearby San Diego River and Murphy Canyon Creek to pool. In 2010, the flooding got so bad that it went onto the field and threatened the Holiday Bowl football game. Voters in November approved the SDSU West measure, paving the way for the university to turn the site into a Mission Valley campus with a smaller football stadium and a river park. The project is currently going through the environmental process. "It started out as a technical problem and it became kind of a foundation of our design and our vision," said Laura Shinn, SDSU's director of planning. SDSU presented its plan to mitigate the flooding to the city's environmental committee Thursday. The idea is to turn most of the sloping site into an elevated, flat area for the campus and stadium. Then, it would build parts of the river park on a slope along the edge, giving the water a place to go. 1156

SAN DIEGO, Calif. — For months, health professionals have urged the public to help stop the spread of COVID-19, while promoting face coverings, social distancing, and hand washing.“We’ve known for a long time that this virus is an enveloped virus and has an outer lipid layer, and we know that it’s sensitive to agents that can disrupt this fatty outer shell. That’s why we ask patients and people to wash their hands with soap," said Dr. Kami Hoss, founder and CEO of The Super Dentists in San Diego. Throughout the pandemic, Dr. Hoss has also asked patients to swish some mouthwash before they sit down for care.“That’s just one more layer of protection we’ve added," said Dr. Hoss. Now, researchers at Cardiff University in the United Kingdom are learning some mouthwashes can kill COVID-19 within 30 seconds, at least in a lab setting. The study found mouthwashes containing .07 percent of cetylpyridinium chloride showed promising signs of combating the virus, as well as those with ethyl lauroyl arginate. But while these mouthwashes killed the virus in the lab, the virus is continuously replicating in humans.
