SAN DIEGO (AP) — Conan O'Brien has agreed to settle a lawsuit with a writer who says the talk-show host stole jokes from his Twitter feed and blog for O'Brien's monologue on "Conan."Attorneys for O'Brien and the writer, Robert Kaseberg, filed documents in San Diego federal court Thursday announcing the agreement. San Diegans who recently saw Hamilton at the Civic Theater downtown, or had any business at City Hall may have parked in the massive garage that's just steps from both buildings.The city owns that 1,140-space parking garage, called the Evan Jones Parkade - for the founder of Ace Parking.Many city workers also use it daily, since they get an employee discount. But the garage has also become a source of frustration among them - and in some cases, much worse. Numerous city employees told 10News that the elevators often breakdown, especially when it rains. That forces some of them to walk up 10 flights of stairs after a day's work - instead of waiting longer for the elevators that are working.But a notice posted on the city's website paints a much darker picture. It says the city has responded to more than 200 calls for service for the elevators in the last year, and that breakdowns have increased 20 percent in the last six months. "The elevators have now become unsafe," the notice says. "There is the increased possibility of persons being trapped in a broken-down elevator, needing immediate medical attention and not being able to get it."Additionally, the permit posted in one elevator is two years expired."I'm going to zip up there and hopefully everything wil work out fine," said Andy Jones, of Scripps Ranch, who parked on the 10th floor in a visit to City Hall. "That's a lot of stairs to climb."City spokeswoman Nicole Darling said the elevators are safe and routinely inspected. She said the notice is actually an environmental document, and was strongly worded to speed up approval for repairs.The city plans to replace the controls for all four of the building's elevators, for .8 to .2 million, but doesn't have a start date. A spokeswoman for Department of Industrial Relations says the elevator permits actually expired in September, but the city was late on requesting its permit renewal. Sam Nunberg's interview tour is over for now.Nunberg was booked to appear on CNN's "New Day" on Tuesday morning, but he did not show up for the interview.When an unknown person answered the phone at his home Tuesday morning, the person said Nunberg is done doing interviews.According to two sources with knowledge of the matter, ABC also pursued Nunberg for Tuesday's "Good Morning America." But the producers feared that he would bail, and sure enough, he stopped responding to messages on Tuesday morning. "He went dark," one of the sources said. Nunberg's change in media strategy appears related to the change of heart that unfolded before a national audience during his media tour on Monday.The former Donald Trump campaign aide gave more than a dozen interviews on Monday in an extraordinary act of defiance of special counsel Robert Mueller.Related: Who is Sam Nunberg?He started out by flaunting Mueller's subpoena and saying "let him arrest me." At one point, he even handed the subpoena paper to MSNBC anchor Ari Melber. He seemed to revel in the show he was starring in."Jake, I'm definitely the first person to ever do this, right?" he asked CNN's Jake Tapper.Interviewer after interviewer emphasized that Nunberg could be facing serious legal jeopardy. They asked if he wanted to reconsider his position; asked if he'd consulted his lawyer; and asked about his family.Nunberg asked questions too -- almost as if he was seeking legal advice. In the 7 p.m. hour on Monday, he asked CNN's Erin Burnett, "Do you think Robert Mueller is going to send me to prison, Erin, for this?" She answered, "I don't know, but he certainly would be within his rights."Some of Nunberg's associates said they were worried about his state of mind. Burnett said at the end of the interview that she smelled alcohol on his breath. But he denied that he had been drinking.Paparazzi-style photographers were waiting for Nunberg outside CNN's New York bureau. He spoke with one of the camera crews and then continued talking with reporters by phone. But his tone changed. By the end of the day, Nunberg signaled that he will continue cooperating with Mueller, after all.The special counsel office had no comment.Nunberg's last interview of the day appeared to be with Olivia Nuzzi of New York magazine. He told her around midnight that "I'm gonna cooperate!"Regarding his TV tour, he said to Nuzzi, "Did I sound drunk? I think that I was just more of myself in these interviews than I've ever been. SAN DIEGO — San Diego is playing a pivotal role as a testing ground for the future border wall while the region prepares for President Trump’s visit Tuesday.WHY SAN DIEGO?The region, specifically Otay Mesa, was selected as a location for the eight prototypes because of site accessibility to construct and the ability to evaluate the wall as part of a larger, existing border infrastructure system, according to U.S. Customs and Border Protection spokesman Ralph DeSio.San Diego County’s value as a construction site was detailed in a presentation made by the Department of Homeland Security and obtained by NPR.CBP officers can compare the performance of the prototypes to underperforming existing materials in the same location, according to the document. The prototypes can also be evaluated for the impact on operations in an existing enforcement zone.The land where the prototypes are constructed is federally owned, making the project more affordable.As far as the CBP is concerned, the proof of the border wall’s success is in the pudding. A video made by the agency showed an 87 percent reduction in arrests at the border after the creation of a physical barrier.FINANCIAL IMPACT OF THE BORDER WALLSan Diego had funds earmarked for border wall construction ahead of the prototype construction. The CBP allocated 9,000 to replace the primary fence and replace the secondary fence with a wall in the 2017 fiscal year.Despite the federal green light, the San Diego City Council formally opposed the project.The group voted to support Councilmember Georgette Gómez’s proposal to oppose the Border Wall Funding Act of 2017.In her resolution, Gómez cited a San Diego Association of Governments and Caltrans study on the economic impacts of border delays on the cross-border economy. The study found the effects of border crossing delays cost .2 billion in foregone gross output and more than 62,000 jobs in both the U.S. and Mexico economies in 2007."As a city that is invested in the binational economic development of our region, it is important to oppose the building of a wall and focus our resources in enhancing our border infrastructure to ease access of goods and people," Gómez wrote.“The border wall is a huge mistake for our region economically and environmentally. I am happy the City Council voted to pass my resolution. Our tax dollars should be spent uplifting the quality of life for all San Diegans, and tackling our issues on road infrastructure, housing, and homelessness,” she said.For the immediate neighbors of the border wall prototypes, the initial impact has been positive.Otay Pizza manager Wade Aljabi said he’s had an increase in business from CBP officers and construction workers.That might change tomorrow as President Trump’s visit leads to road closures just east of his location in a strip mall at SR-905 and Siempre Viva Rd.“We’ll be open 7 to 7,” Aljabi said. 2925
