SAN DIEGO (KGTV) - A billion trolley extension in San Diego just hit a roadblock that could delay the project and drive the price tag even higher.Team 10 discovered the building permit for the Nobel Drive – La Jolla Village Square parking structure was not approved. The project development is being led by the San Diego Association of Governments (SANDAG).According to a letter sent from the City of San Diego to SANDAG, "The City determined in October 2019 that a building permit cannot be issued because the plans do not comply with the California Building and Mechanical Codes."The letter stated that the design of the parking structure includes a natural ventilation system, and the Building and Mechanical Codes require a distance separation of 10 feet where no other structures can be built that would block that ventilation. It goes on to state that the Building Code requires a minimum fire separation distance to an assumed property line between buildings or a property line.According to the letter, "The City understands it is SANDAG's position that the language in the easement being acquired for the parking structure prohibiting the property owner from causing a hazardous condition to the structure or the easement is sufficient to provide the necessary fire separation. However, the City disagrees that this language expressly prohibits the property owner from building on its property within the ten-foot separation required for the parking structure to comply with the Building Code. The parking structure easement only covers the footprint of the structure, and no other building restricted easement was obtained over the ten-foot separation area. The easement language specifically states that SANDAG has the responsibility for ensuring that the structure meets applicable building codes and safety standards."In a statement to 10News, the City of San Diego Chief Building Official wrote, "The City of San Diego has continuously worked with SANDAG and provided it with several options to incorporate the required fire-separation distance into its proposed Nobel Drive Parking Garage project and achieve compliance with the Building Code. Once the project design meets the building code requirements, a building permit will be issued."On Wednesday, SANDAG's Chief of Capital Programs Jim Linthicum told 10News the disagreement has nothing to do with the ultimate engineering of the project."It has nothing to do with any of the technical, the engineering, the mechanical work inside this parking structure they've all approved that," Linthicum said. "It has to do with a long issue of a setback, and so what we've requested is let us keep on talking and figure this out, but concurrently, let's keep the construction going so that Mid-Coast [Trolley] stays on schedule and on budget."Linthicum said the City requested a setback from the parking structure. He said the two agencies disagree on what exactly the code says."While we're working through this disagreement, we've asked for kind of a conditional or temporary permit to let work continue."Here's why the parking structure is so important. Beyond the parking spots, it will house some of the signaling and communication hardware that's needed to operate the trolley.Team 10 investigator Adam Racusin asked Linthicum if this could de-rail the project."Absolutely not," Linthicum said. "What this could do is this could delay the opening, and whenever you delay the opening, whenever you delay any mega project like this, it increases cost, and I think most people would understand that. We don't want to delay the opening, and we don't want to have increased cost. We have been working great with all the partners on this project. You know, with the City of San Diego, UCSD, and Caltrans, we've been working great. This, in my view, is just a small hiccup where they don't feel comfortable issuing a temporary or conditional permit."Linthicum said while they continue talking to the City of San Diego, they want the work to keep progressing."SANDAG has the authority under our MOU, our memorandum of understand with the city, to take this on ourselves," Linthicum said. "So we're going to be going to our board of directors later this month asking for that permission to do so."Linthicum said he's confident the parking structure will be open on time in October, keeping the project on budget and on track.A spokesperson for SANDAG also sent 10News a statement that says in part, "Throughout the Mid-Coast Trolley project, SANDAG has worked diligently to ensure that all design and construction work complies with California Building Codes and other applicable regulations. SANDAG continues to work through the technical issues raised by City of San Diego with regard to the Nobel Drive Trolley Station parking structure and is optimistic that the requisite building permit will be issued to allow the timely completion of the structure. The Mid-Coast Trolley project will add 11 miles to the UC San Diego Blue Line Trolley, extending service from the Santa Fe Depot in Downtown San Diego north along the I-5 corridor to the University community. SAN DIEGO (CNS) - Violent crime in San Diego County rose in the first half of the year for the fifth consecutive year, according to a report released Tuesday by the San Diego Association of Governments. The report by SANDAG's Criminal Justice Research Division found that the mid-year number of violent crimes in the county was 5,545, up from 5,510 last year; 5,421 in 2017; 5,361 in 2016; and 5,330 in 2015. The five-year increase amounts to a 4% bump in violent crime. Reports of property crime went the opposite direction, falling from 30,447 in 2015 to 27,236 in 2019, an 11% decrease. The mid-year numbers of violent and property crimes in 2019 are vastly different from 2009, when the city received 6,256 violent crime reports and 35,204 property crime reports. Violent crime reports dropped 11.4% in that span, mainly because robbery reports fell from 1,931 to 1,411, according to the SANDAG report. Despite the overall drop in robbery reports, this year's number increased 5% compared to the same six-month period last year. Arson reports saw the largest drop from last year to this year -- falling 28% from 190 to 136 -- while homicides dropped from 40 to 38. Reported property crimes fell 22.6% from 2009 to 2019 and residential burglaries saw the biggest decrease in that time, dropping 53.9% from 4,460 to 2,054. Larceny over 0 was the only category to increase from 2009 to 2019, rising from 7,578 to 8,527. Reports of rape fell to 539 after reaching 604 at the midway point of 2018. However, numbers since 2015 may be somewhat deceiving, as California law enforcement broadened the definition of rape in 2015 to include ``male victims, sodomy, penetration with any body part or object, and no longer requires force,'' according to SANDAG Division Director of Criminal Justice Dr. Cynthia Burke. As a result, some crimes that would have been classified as aggravated assaults are now considered rapes and some crimes that would not have been considered violent crimes are now captured in these statistics, Burke said. Violent crimes include homicide, rape, robbery and aggravated assault. Property crimes include burglary, larceny and motor vehicle theft. According to the report, San Diego law enforcement has received an average of 31 reports of violent crime and 150 reports of property crime per day during 2019's first half. 2353

Police said the Camry and a car driven by a 32-year-old woman collided in the intersection of Balboa Ave.Wreckage was strewn across the Auto Zone parking lot at 6085 Balboa Ave.The 91-year-old woman, who has not been identified, died at the scene. The younger woman suffered minor scrapes and bruises, police said.The cause of the collision is unknown. SAN DIEGO (KGTV) — A beach on Naval Base Point Loma went from unsafe and unappealing to a sandy destination that also houses a new oceanic ecosystem.In the 1980s, Smuggler’s Cove was hit with erosion and until recently, was rocky and uneven.“This beach had virtually eroded away,” said Captain Ken Franklin, Commanding Officer of Naval Base Point Loma.In the past three years, a revitalization project has been in the works, with different additions to the beach coming from unique places. The Navy’s environmental team had the idea to use rubble and cement from a fuel pier that had been demolished to build an underwater reef. They planted eelgrass along the reef, restoring the habitat.“That actually enhances the fish production, enhances the overall ecology of the system. So it actually enhances and helps some of the protected species, with the birds, gives them food to eat, and overall enhance the production of the area,” said Navy marine biologist Sean Suk.Since the work started, the eelgrass has seen an estimated 700-1,000% increase, and 15-18 fish species have been spotted swimming around the new ecosystem.In addition, the Navy brought in sand that the Coast Guard had leftover from their dredging they had finished. This created a sandy beach, compared to the rocky area that was there before.“It’s a win for everybody. It’s a win the fleet, it’s a win for the warfighter, the family and for the environment, so all and all nirvana from my perspective,” said Franklin.A spokesperson for the Navy said biologist Mitchell A Perdue was one of the major driving forces behind the project, but he passed away suddenly last year, so the completion of the upgrade is in honor of him. 1702
