SAN DIEGO (CNS) - More than 28,000 defaulted bills were sent out to San Diego County taxpayers this week, but the county's treasurer announced Tuesday that his office is offering penalty relief."We know many of the late bills are due to COVID-19, and we want our taxpayers to know there could be relief," Treasurer-Tax Collector Dan McAllister said. "They may qualify to have their penalties waived if they file for a COVID-19 cancellation request. Our customers must provide documentation as evidence to show how the pandemic impacted their ability to pay their second installment by April 10."The 28,623 defaulted bills McAllister's office sent out went to property taxpayers who failed to pay all their 2019-20 property taxes."We're sending 6,195 more defaulted bills than we sent last year," he said. "We expected to see an increase in tax defaults due to COVID-19's impact on the San Diego economy and workforce."The defaulted bills total over 7 million; last year, million in defaulted taxes was due.The deadline to pay the 2019-20 annual tax bill was June 30. Beginning July 1, late bills will incur a 1.5% penalty each month -- 18% each year -- until they are paid. That is on top of the 10% penalty added for each late installment.Taxpayers who have submitted a COVID-19 penalty cancellation request and have not heard back from the Treasurer-Tax Collector yet will receive a response in the mail. SAN DIEGO (CNS) - A vehicle struck and killed a pedestrian Friday on Interstate 5 at the southern end of Balboa Park.The traffic fatality occurred shortly before 9 a.m. on the northbound side of the freeway, near state Route 163 in downtown San Diego, according to the California Highway Patrol.It was unclear why the pedestrian, who died at the scene, was on the interstate, CHP public-affairs Officer Salvador Castro said.The fatality left three northbound lanes blocked in the area and tangled traffic for miles through late morning. 544

SAN DIEGO (CNS) - Among the thousands of UC San Diego students moving into campus housing for the fall quarter, 10 have tested positive for COVID-19 and been moved into temporary isolation lodging, campus officials reported Wednesday.In the same two-week round of coronavirus testing, more than 5,700 students came up negative, according to the La Jolla-area university.The resulting infection rate of 0.17%, was "less than anticipated" and below San Diego's overall rate, UCSD officials advised.During the process, UC San Diego's lab averaged 1,500 coronavirus tests daily for two weeks. Most test results were returned the next day, with an average turnaround of 15 hours, according to the university, which used a staggered move-in process to allow for physical distancing along with mandatory testing.San Diego State University has reported 1,081 COVID-19 cases since Aug. 24, the first day of instruction for its fall semester. SAN DIEGO (CNS) - A young man who groped and sexually assaulted four female students as they walked to their off-campus housing near San Diego State University last summer was sentenced today to a two-year prison term.Judge Polly Shamoon also ordered Minda Shewangizaw, 20, to stay away from the four victims and San Diego State for 10 years.Shewangizaw pleaded guilty in April to felony and misdemeanor charges of false imprisonment and sexual battery. The defendant still faces charges that he tried to rape a woman in May 2017 at UC Riverside, where he was a student.Deputy District Attorney Judy Taschner said the victims in the SDSU case ranged from 17 to 19 years old. "He (Shewangizaw) attacked two separate groups of girls that were walking in pairs," the prosecutor said outside court."And even though they were walking with a friend, it didn't deter him from literally walking up to them and sexually assaulting them and grabbing them against their will."T.H. testified during a preliminary hearing in January that she and her roommate, T.L., were walking near Montezuma Road and 55th Street, back to their apartment just after midnight last Aug. 29 when the defendant came up from behind and forcefully "grabbed my butt."T.L. testified that she noticed someone walking behind them before he began chasing them. "I said, You need to leave," T.L. testified. "He grabbed my hand and pulled me toward him. He pulled my shirt down and grabbed my breast."T.L. said she kicked the defendant and was able to break free. She and her roommate notified a security guard, who called campus police.The witness said Shewangizaw was wearing an "extremely distinctive" blue Hawaiian shirt and she and her roommate were able to identify him a short time later, after his arrest following another attack.Jane Doe 2 testified that she and Jane Doe 1 were on a pedestrian bridge near the Aztec Student Union, headed back to their dorm about 1 a.m., when she heard footsteps and was smacked on her "behind" by the defendant."I was livid. I said, What are you doing? Don't do that! He laughed it off." The witness said she kept walking and tried to ignore the defendant, but he followed and made a remark about her breasts before pulling her shirt down and putting his hands on her chest.Jane Doe 2 said Shewangizaw went to Jane Doe 1 and said, "How about you? What do you have?" Jane Doe 1 testified that Shewangizaw asked them if they were freshman and told them he was a junior at SDSU. The witness said she froze when the defendant grabbed her friend's breasts."I got really freaked out." She said Shewangizaw grabbed her breasts and buttocks and trapped her against a rail before laughing and walking away. Shewangizaw was arrested and bailed out of custody, but was re- arrested in connection with the alleged attempted rape at UC Riverside. 2844

SAN DIEGO (CNS) - A woman was killed when she walked into the path of two marked police cruisers in the Hillcrest community of San Diego, police said Sunday.The vehicles were going westbound in the 100 block of West Washington Street when the woman, standing on the north curb line of the street -- and not in the crosswalk -- walked into the cruisers' path a little after 11 p.m.Saturday, the San Diego Police Department reported.She was struck by both cars and rushed to UC San Diego Medical Center, where she was pronounced dead. 540
