SAN FRANCISCO, Calif. – Airbnb announced Thursday that it’s banning all parties and events at the listings on its website to comply with limits on gatherings during the coronavirus pandemic.The San Francisco-based company says the party ban applies to all future bookings on Airbnb and it will remain in effect indefinitely until further notice.Additionally, Airbnb says the occupancy at its listings will be capped at 16 people. Though, the company says it’s considering a potential exception process for specialty and traditional hospitality venues, like boutique hotels.“We also understand that 16 is not a magic number, and issues can occur with groups of any size,” wrote the company. “To be clear, we are not sanctioning smaller gatherings with this policy and all community members are expected to comply with local health restrictions on gatherings. We are capping guests at 16 in these large properties as one step amongst several, all designed to mitigate any efforts to misuse an Airbnb for a party.”Airbnb says guests will be informed about its party rules and told that they may be “legally pursued” by the company if they violate the policy.Unauthorized parties have actually always been prohibited at Airbnb listings and the company says 73% of its listings already ban them in their house rules.Over the last year or two, Airbnb has begun imposing stricter limits, starting with a global ban on “party houses,” or listings that create persistent neighborhood nuisance. And when the COVID-19 pandemic hit, a new policy was introduced that required all users to adhere to local coronavirus mandates.“However, in many large jurisdictions, public health mandates on gatherings have changed – and in some places swung back and forth in response to the changing rates of COVID cases – as have regulations on bars, clubs and pubs,” wrote Airbnb. “Some have chosen to take bar and club behavior to homes, sometimes rented through our platform. We think such conduct is incredibly irresponsible – we do not want that type of business, and anyone engaged in or allowing that behavior does not belong on our platform.”Based on these developments, the company says instituting a global ban on parties and events is in the best interest of public health. 2265

(KGTV) — After a series of delays, a project to revamp a stretch of Otay Mesa Road near San Ysidro High School is nearing completion.The city says it expects to reopen the half-mile portion of the road, from Hawken Drive to Saltaire Place, by the second week of May. The stretch of road has been closed since 2016, cutting off access to San Ysidro High School and the 905 freeway for residents of the Remington Hills neighborhood."You either hit all the stoplights going all the way out over to Picador (Blvd), or you have to go all the way around through San Ysidro, 805 to the 905," said Benjamin Bribiesca, who says the detour adds upwards of 15 to 20 minutes to his daily commute to his job in Eastlake.The city says some of the final work to be done includes grading, repaving, adding anti-graffiti materials, re-vegetation and some sidewalk improvements. (KGTV) -- Homeland Security Secretary Kirstjen Nielsen announced Thursday any caravan migrants who seek asylum in the United States must wait indefinitely in Mexico until their immigration proceedings at the U.S. Port of Entry are complete.In her speech, Nielsen announced the end of the American immigration policy nicknamed "Catch and Release." Catch is the migrants' initial meeting at the US Port of Entry. Release is the process in which asylum seekers are released into the U.S. with an ankle monitor until a later court hearing.The criticism has been that migrants ignore the court date and never finish their legal proceedings.Instead, in an emergency proclamation, Nielsen announced the start of what some are now calling the "Catch and Return" policy."Once implemented individuals arriving in or entering the United States from Mexico illegally or without proper documentation may be returned to Mexico for the duration of their immigration proceedings," Secretary Nielsen said. "They will not be able to disappear into the United States."While the Central American migrants wait indefinitely, Nielsen said that Mexico has agreed to provide humanitarian visas and work support.University of San Diego Immigration law professor Ev Meade said this new policy is not realistic. "Who's going to pay for the services that people need in Tijuana?" Meade said. "The US isn’t going to pay, Mexico just slashed its refugee budget for the upcoming year, and Tijuana really can’t afford to continue to pay for the services it's paying, and the state of Baja California is basically bankrupt." Meade said the Trump Administration's "out-of-sight, out-of-mind" mentality toward immigration, is irresponsible. "Just declaring as a blanket policy where Mexico is going to take responsibility for all of this, this seems like a colossal mistake," Meade said. He said many "Caravaners" do not want to stay in Tijuana, especially after a recent uptick in violence. Last weekend, two asylum-seeking Honduran teens were kidnapped, robbed and killed in Tijuana. Like many of the President’s other immigration policies, Meade believes this policy will most likely be shut down by a federal judge unless tweaks are made."If they make it more of a voluntary program where people can opt to do this, and it's incentivized and allows people to work in order to get themselves back together in Tijuana while they're waiting to get their case heard, and they've in fact decided to do that, then it could work for some members of the Caravan," Meade said. Homeland Security officials said this new policy excludes asylum seekers from Mexico. While the policy is effective immediately, the changes will be rolled out gradually across the border. 2753

SAN YSIDRO, Calif. (KGTV) -- A new apartment complex in San Ysidro promises to offer more than 100 affordable apartments to residents. The building, called Paseo La Paz, was made possible in part due to a .3 million grant from the City of San Diego and will offer 137 affordable units. The complex targets families with incomes from 50 to 60 percent of San Diego’s median income – approximately ,000 per year for a family of four. Rents will range from 0 per month for a one-bedroom apartment to ,200 for a three-bedroom unit. Rents will remain affordable for the next 55 years as part of the agreement that secured the grant. In addition to the multi-million dollar grant, an additional million in funding was provided by the city’s Affordable Housing Fund. “With the City’s assistance, this apartment complex can help ease the burdens for those looking for a place to call home," Bibler continued.
