SAN DIEGO (KGTV) — Tuesday, San Diego County District Attorney Summer Stephan announced two initiatives designed to improve the way law enforcement interacts with people with mental health issues. Up to .5 million will fund the Crisis Intervention and De-escalation Training for police officers and a 911 Mental Health Checklist card. According to Stephan, law enforcement across San Diego County responded to more than 53,000 calls for service that involved a mental health issue last year. A 25-year study of officer-involved shootings in San Diego County shows 79 percent of the incidents included people who had drug and/or mental health issues. And, according to the San Diego Sheriff’s Department, about 30 percent of inmates in San Diego’s jails receive medication for a mental health disorder.Over the past year, 200 stakeholders and experts came up with 30 specific recommendations for how law enforcement and the justice system can better respond to people facing mental health challenges. Crisis and De-escalation Training and development of the 911 Checklist Card are two of the recommendations included in the report.The DA-funded Crisis Intervention and De-escalation Training will consist of a newly-created curriculum that builds upon, and enhances the current training peace officers receive. The training will include classroom discussions led by PERT (Psychiatric Emergency Response Team) experts, role playing "real life" situations, and use of a video simulator known as the MILO Range Theater. Officers will also be trained to recognize the signs of methamphetamine toxicity, a condition often encountered by police. The MILO system is being purchased by the DA’s office using federal asset forfeiture funding. The interactive simulator improves on similar training systems currently available in San Diego County. The training is also portable, so it can travel countywide in order to promote maximum participation by law enforcement while allowing departments to perform their ongoing duties. The DA says the goal of the two initiatives include reducing the need to use deadly force, improve officer safety and reduce the likelihood that the person in the crisis will get injured. 2215
SAN DIEGO (KGTV) - When the Chargers bolted north to the Los Angeles area, not only did they vacate what’s now known as SDCCU stadium, they also emptied out of their facility off Murphy Canyon Road.Formerly known as Chargers Park, the facility belongs to the City of San Diego. Team 10 discovered even though the site is vacant, the utility and maintenance bills continue to pile up.According to data analyzed by Team 10, the electric bill for August 2018 was ,949.78. The most recent water and wastewater bill from the end of June to the end of July 2018 shows a balance of more than ,000 and a year's worth of landscaping, maintenance, and fire safety repairs ran ,067.12.A city spokesperson said any vacant building still has operating and utility costs.“This is not a way to maximize taxpayer dollars,” said San Diego Councilmember David Alvarez, who saw the bills Team 10 received through a public information request.In 2017, Alvarez and Councilmember Lorie Zapf backed a plan that would have transformed the facility into a temporary homeless shelter. It didn’t happen.“We have a poor record and a history of not being able to use our real estate assets in a good way,” Alvarez said.Team 10 started looking into the operating costs after seeing a video posted to YouTube of people touring the facility.The guys from “The Somethin’ or Other Tour” took a peek around the building. SAN DIEGO (KGTV) - University of San Diego officials Wednesday named former men’s head basketball coach Lamont Smith as the college employee involved in the campus admissions bribery scandal known as “Operation Varsity Blues.” The initial indictment, released earlier in March, alleged real estate developer Robert Flaxman paid about 0,000 to get his son in the “side door” with the help of a USD coach. Federal documents claim an FBI witness and Smith worked to accept Flaxman’s son, an Industrial Systems Engineer Major, as an athletic recruit, although he did not play basketball. Smith, who was an assistant basketball coach at University of Texas at El Paso, resigned Wednesday, according to the school."Earlier this afternoon, we were notified by the University of San Diego administration that Lamont Smith has been implicated in the nationwide college admission bribery scandal. We have accepted Mr. Smith's resignation, effective immediately, as assistant basketball coach at UTEP. The UTEP administration and athletic department will have no further comment on this matter," the university said in a statement.Smith played for the Toreros in the late 90s and graduated from USD in 1998 with a degree in communications. He was hired to coach the men's basketball team in 2015.In 2018, San Francisco Police arrested Smith on suspicion of domestic violence at the team's hotel. The woman told police that she and Smith, who is married with two children, were involved. USD put Smith on administrative leave following his arrest. The University of San Diego said it had been subject to a confidentiality order by the U.S. Department of Justice which restricted the release of Smith’s name until Wednesday, when the order was modified. “The only USD employees, students, or applicants involved in the alleged wrongdoing are the three people identified by the government: Lamont Smith and two applicants, one is a current student and one declined admission,” USD Assistant Vice President of Media Communications Pamela Gray Payton said in a statement. Payton said any student who falsified or made misrepresentations on an application for admission could be grounds for disciplinary action, including expulsion. SAN DIEGO (KGTV) - The City of San Diego is home to hundreds of potential hoarding cases, according to complaints sent to the city’s Development Services department.A Team 10 investigation discovered problem homes in neighborhoods across San Diego.In some cases, the homeowners don't care. In others, things might have just gotten out of hand.“I’ve been working on it, but I’m not working on it fast enough,” one homeowner told 10News.In 2018, San Diego saw its share of house fires in which junk overran the houses or surrounding yards."If you have a house that has that significant fuel load or is just packed in, well now for the firefighters going in it's like they are crawling through a tunnel,” Deputy Fire Chief Steven Lozano told 10News.Lozano said those types of situations can be dangerous for crews and surrounding homes.“Just think about what’s under your kitchen cabinet,” he said. “Well now, think about that in a confined space in a home where you don’t know what’s around the corner that you’re getting exposed to.”Those type of fires seemed to be happening so often that it caught our attention.Crews on the ground and neighbors kept saying the word "hoarding."Using the City of San Diego’s code enforcement records, Team 10 analyzed all complaints with the word “hoard” dating back to 2015.We found hundreds of complaints that appeared to describe a potential problem, identifying packed houses, front and back yards filled with household items, trash bags, and furniture.10News is using the word "potential" because some cluttered properties are just problems, while in others, the people living there may suffer from hoarding disorder. “Hoarding disorder is a chronic problem,” said Dr. Sanjaya Saxena, the director of the obsessive-compulsive disorders clinic at UC San Diego Health.Hoarding disorder is present in about three to four percent of the population and can start when someone is around 13 years old, he said. The disorder also runs in families. It doesn't seem to be something that’s learned, but it can be brought on by environmental factors, Saxena explained."The first symptoms are urges to save, a strong perceived need to hang on to items that most people would have thrown out, difficulty discarding, emotional distress with discarding, the excessive acquisition,” Saxena said.He said the clutter seen in severe cases of hoarding doesn't typically happen until later in life. Most of the time, those involved need help, which can come through therapy, medication or both. "So the person can actually learn that it's OK; they can discard a lot of that stuff and it's OK," Saxena said.The extreme end of the disorder can pose risks-- not just to the person suffering the disorder, but to neighbors, too."What we're worried about are the neighbors, their health and their safety, the person who's living here, whether the home has become a nuisance,” said San Diego City Attorney Mara Elliott.When problem properties, no matter what the reason, start to affect a San Diegan’s life, the City Attorney's office can and does step in.According to the City Attorney’s website, the Nuisance Abatement Unit “receives cases from a variety of City disciplines that enforce San Diego's housing, zoning, building, litter, sign, fire and health, and safety ordinances. The types of violations prosecuted include public nuisances, substandard housing, abandoned and structurally unsafe buildings, illegal dumping or storage, illegal businesses, fire hazards, destruction of environmentally sensitive land, un-permitted uses in residential zones, and water theft. These cases are filed either criminally as misdemeanors, or civilly, seeking injunctive relief.”If the case goes to court, a judge can put an independent receiver in place to manage the property."With that court order I take control of a property and am ordered by the court to remedy all violations at the property and get the property back into compliance, so it's safe for the neighborhood,” said receiver Red Griswold of Griswold Law.A receiver like Griswold works with the property owner to make changes. The owner still has the title, but the receiver is in charge. It's the city's last-resort option to protect the neighborhood and the person in the home, but getting to that point can take years and dozens of complaints.“We’re working with a receiver who is independent, reporting to the court,” Elliot said. “The court is monitoring the situation to make sure that we’re doing what we’re supposed to be doing which is helping this homeowner get back on track, get their property back up to code, restore the quality of life to the community.”The City Attorney’s office said that in hoarding cases, it works with other agencies to address health, safety and nuisance issues while ensuring that the hoarder gets appropriate help from social service agencies and mental health professionals.If you know someone who may be suffering from hoarding disorder, Saxena recommends getting them help.
