SAN DIEGO (KGTV) — Two people working on scaffolding on the side of a downtown high-rise were rescued Tuesday after their equipment became stuck.The two workers were stuck 42 stories in the air after their equipment failed just before 10 a.m., leaving their mobile scaffolding stuck, according to San Diego Fire-Rescue.Fire crews climbed to the top floor 46 stories up and were lowered down to the trapped pair. Glass on the 43rd floor of the building was then removed and the workers were hoisted into the building. View this post on Instagram SD Fire-Rescue crews are on scene at a building under construction at 14th and Island. SDFD dispatchers received the request for assistance at about 9:50 Tuesday morning. Two construction workers were on a window washing lift when the lift stopped functioning and the workers were not able to move the lift. USAR 2, engines 2 and 4 and trucks 1 and 11 along with medic 10 responded. The technical rescue team went to the roof and set up the rope system. They lowered down to the construction crew outside the 42nd floor and were able to remove a window on the 43rd floor. The 43rd floor window served as the extraction point. The first construction worker was rescued at 10:52 and the second at 11:01 a.m. The firefighters are now in the process of retrieving their rescue equipment. No injuries. SAN DIEGO (KGTV) -- Two local strip clubs ordered to close down amid a surge of COVID-19 cases and deaths across California are allowed to remain open, a judge ruled Wednesday. The court order also appears to offer protection to restaurants prompting the county to suspend enforcement of the state's COVID-19 public safety policy on barring indoor-outdoor dining.In the nine-page ruling, San Diego County Superior Court Judge Joel R. Wohlfeil issued a preliminary injunction prohibiting the cease-and-desist order from being enforced on strip clubs and "San Diego County businesses with restaurant service" from operating.The order, effective immediately, still requires businesses to adhere to COVID safety protocols.Eateries had been ordered to close indoor operations in November when the county fell into the state's purple tier restrictions, then were restricted to takeout and delivery service only earlier this month. RELATED: New COVID-19 stay-at-home order takes effect in San Diego CountySan Diego County spokesman Michael Workman told ABC 10News that both state and county authorities are examining Wednesday's ruling and will seek clarity from the court. Until then, the county will cease pursuing the shutdown of restaurants and strip clubs."Until we have clarity, we have suspended enforcement activities against restaurants and live entertainment establishments," Workman wrote in a statement. "With record numbers of new infections, deaths, and ICUs at capacity, we want to remind everyone to do your part. Please don’t gather, socially distance, wear a face covering, and wash your hands."Wohlfeil cited the lack of evidence from the County that proves the two live adult entertainment venues would increase the risk of exposure to patrons or that the establishments have impacted ICU bed capacity throughout Southern California, “much less in San Diego County.”“Accordingly, the Court finds that Plaintiffs have been devoid of COVID, have done nothing to contribute to the spread of COVID, and have honored their representations to Dr. Joel Day and the County,” said Wohlfeil, according to court records.Wohlfeil also said that the harm of denying the injunction would be greater to the strip clubs more than the harm to the County.Wednesday’s ruling is effective pending the trial in the case brought by Midway Ventures and F-12, the owners of Pacers Showgirls and Cheetahs Gentleman's Club against the County of San Diego and state in October over COVID-19 restrictions that forced them to close. A preliminary injunction was granted to the strip clubs on Nov. 6 protecting them from any enforcement, though the businesses must comply with rules surrounding a 10 p.m. curfew and close early.RELATED: Young San Diego COVID-19 long-haulers still sick months after testing positiveWohlfeil's order comes after California Governor Gavin Newsom and the state’s Attorney General officials served a cease-and-desist letter over the weekend to the two San Diego strip clubs operating amid the state's stay-at-home order.The letter to the attorneys representing Pacers Showgirls and Cheetahs Gentleman's Club said the state was informed the locations had been operating indoors despite restrictions forcing restaurants to offer only take-out and delivery services under the order."We are informed and believe that MIDWAY AND F-12 are continuing to conduct indoor operations notwithstanding the Regional Stay at Home Order currently in effect in the County of San Diego. Such indoor operations violate the terms of the Regional Stay at Home Order, which permits restaurants, such as those run by MIDWAY AND F-12, to operate for take-out and delivery services only," the letter said.Last week, Supervisor Nathan Fletcher said that the majority of the board doesn't view strip clubs as essential and "felt that was consistent with common sense.""I’m guessing most folks aren’t going there with all the members of their household, so you have multiple households interacting together in a high-risk setting and so we ordered them closed," Fletcher said. 4068

  

SAN DIEGO (KGTV) — With COVID-19 cases spiking in parts of the country, some of the largest testing providers are struggling to keep up with the demand, complicating efforts to isolate infected individuals and trace their contacts.Quest Diagnostics announced Monday its turnaround time for most test results had expanded to four to six days, back to where it was in the beginning of April. Quest said its turnaround time for priority tests -- those for hospitalized patients and symptomatic healthcare workers -- remained at one day.San Diego County operates 33 free testing sites for COVID-19, but ABC 10News found turnaround times can vary.Have you waited more than 7 days for COVID-19 test results? Email our reporter.Team10’s Adam Racusin got his negative test results from the site in Lakeside back in three days.The county’s goal is to report all test results within three days, although the current average is between three and five days for non-priority tests, according to County Health and Human Services Agency Director Nick Macchione.The county typically reports priority tests within 24 to 48 hours for vulnerable populations like individuals at skilled nursing facilities and first responders, he said.I visited the testing site in the SDCCU Stadium parking lot and got my negative test results back in seven days, after I placed a call to the County Nurse Line inquiring about them.“It’s about resources,” said County Public Health Officer Dr. Wilma Wooten.Wooten suggested that the recent spike in demand could be playing a role in increased wait times for results.The county uses its own lab to test samples, but when the lab gets backed up it sends samples to private labs that have been inundated with demand.In addition to Quest, Lab Corp and CVS Minute Clinic have reported long waits linked to high demand in recent days.In hard-hit Arizona, ABC News reported that some people are waiting up to 10 days for results."When we tell them, go home, self-isolate, quarantine yourself until we get back to you and that period of time is a week to 10 days, people start to kind of diverge from those suggestions within a few days,” said Dr. Tyler Smith, a professor and epidemiologist at National University.He said not only can testing delays lead to more infections if people waiting for results venture out in public, the added time makes contact tracing more difficult.There are already signs of strain on the county’s ability to do contact tracing: as of Monday, the county was able to launch just 57 percent of its case investigations within 24 hours, setting off one of its warning triggers.The county says it is taking steps to speed up testing in its lab, including adding staff and securing new testing equipment that has yet to arrive. The county has also added shifts at the lab, going with up to three shifts a day to process specimens.As the number of cases grows in San Diego County, there could be future delays in turnaround time at the county lab, “but likely not beyond where it is today,” said spokesman Tim McClain.“Everyone should be practicing social distancing, good handwashing and wearing of a face covering,” he said via email. “Individuals who felt symptomatic or otherwise had a strong belief they had the virus should isolate themselves and follow other public health precautions until the results come back.” 3362
