SAN DIEGO (KGTV) -- Councilman David Alvarez says he's tired of driving by vacant storefronts in urban communities like East Village and Barrio Logan. He believes city rules requiring some high-rises to put retail space on ground floors are too rigid. Alvarez has put forth a proposal that would allow for more flexibility and creativity, giving buildings the option to put housing and live-work spaces on ground floors. "We need to think outside the box when it comes to housing. We have placed so many rules on the books it makes it hard to do things differently," said Alvarez. If passed by the council, Alvarez says the permits to convert spaces would be temporary. After a period of time, potentially 10 years, the owner would reevaluate whether a retail store could then succeed. SAN DIEGO (KGTV) -- Covid Clinic’s debut in San Diego County was a little rocky in April when it was shut down by Dr. Wilma Wooten, the county’s public health officer.Fast forward to today, the operation seems to be running smoothly in both La Mesa and Downtown San Diego.“Since we were one of the first to open in San Diego County, there were some things that were brought to our attention that the county wanted,” said Covid Clinic CEO, Matt Collins. “So once we met each of the items that they were requesting, we’ve been able to continue testing without any issues.”Wooten sent a letter to Covid Clinic stating that the first site at MiraCosta College in Cardiff needed to shut down because the proper credentials to operate were not provided to the county. Test results also were not immediately reported to the county.Collins said the clinic now reports results to the county every day.He said, on average, about 100 to 150 people are tested at the downtown location, while about 350 to 400 are tested in La Mesa.While many testing sites are now limiting COVID-19 tests to those who have symptoms or fall in the high-risk category, Collins said anyone could schedule an appointment online to be tested at Covid Clinic.Across the country, people have also reported significant delays in test results. Covid Clinic offers three different tests, and Collins said they guarantee quick results.“We understand how important it is to get a result quickly,” said Collins.The antibody and antigen tests come with rapid results in just 60 minutes for 0.The nasal swabs require lab testing, but results can still be provided within the same day, the next day, or two days, however, it is a bit pricier.“The price varies from 375 dollars for a guaranteed two-day turnaround to 425 dollars for same-day turnaround. SAN DIEGO (KGTV) – Coronavirus hospitalizations in San Diego County have doubled in the past two weeks. As cases continue to soar through the country many hospitals are being pushed to their limits.Nurses at Paradise Valley Hospital have seen some of the worst cases of COVID-19. In a new series of PSA videos, frontline workers like Rochielle Jocson are urging everyone to keep fighting.Jocson spends the night shift in the Emergency Room and Intensive Care Unit treating patients who are struggling to survive.“I get scared honestly,” said Jocson. “I don’t want to bring it home to my family.”For the past eight months, she’s suppressed exhaustion and conquered fear.“Sometimes it’s just not within your hands and you cry it out,” said Jocson. “Let it all out, take a deep breath and do it another day.”But the situation is only getting worse.In a press conference Thursday, Supervisor Nathan Fletcher says the number of COVID-related hospitalizations have doubled in the county over the last two weeks. County hospital beds are now inching towards 80% capacity.Jocson says they’re fully staffed and have enough supplies at Paradise Valley for now, but she knows the virus is unpredictable.“Resources are limited. We don’t know when the supplies are going to last,” said Jocson.She lives through the wrath of COVID every day and knows some people still aren’t listening to the warnings.“It’s heartbreaking to just see people not follow safety precautions,” said Jocson. “It’s like a punch in the gut so-to-speak to us healthcare workers.”She’s hoping to change that with a simple message.“You may be okay but the next person that you’re giving it to, will they be okay?” said Jocson.While the road ahead will still be long, there’s nowhere else she would rather be.“That’s why we keep going when at times we want to give up,” said Jocson. “Because you have that one patient that makes it worth it.”Paradise Valley Hospital tells ABC 10News their ICU is still under capacity. In a message titled “COVID-19 Update,” state officials say immunization requirements “remain in place for now. Any updates will be posted here.”But history and medical science suggest it will take time before states make a COVID vaccine mandatory for children, according to Dr. Rahul Gupta, the chief medical and health officer at March of Dimes.SEE ALSO: States have authority to fine or jail people who refuse coronavirus vaccine, attorney saysMarch of Dimes is the non-profit organization that funded the search for a polio vaccine in the 1950s.“We’re seeing a repeat of history in so many ways,” Dr. Gupta said.Fear of the deadly polio virus prompted quarantines, social distancing and a run on breathing machines. In those days, doctors used iron lungs.With funding from March of Dimes, Dr. Jonas Salk launched a massive clinical trial on 1.8 million kids using his experimental vaccine in 1954. SAN DIEGO (KGTV) -- Deadly crashes rose in San Diego in 2018, according to a new report by the National Highway Traffic Safety Administration. According to the report, there were 240 deadly crashes in San Diego County in 2018.In 2017, 223 deadly crashes were reported countywide, the agency said. According to the data, January and July were the deadliest months in 2018, each with 28 fatal crashes. The report didn’t specify why exactly certain months had more deadly crashes than others.
