A Chicago house party devolved into chaos when a dispute led to the shootings of 13 people -- possibly at random, police said.The 13 victims range from 16 to about 48 years old, said Fred Waller, chief of the Chicago Police Bureau of Patrol.Four of the victims -- including the 16-year-old -- are hospitalized in critical condition. The other victims are in stable condition, Waller said.The melee broke out around 12:35 a.m. Sunday in the 5700 block of South May Street."This incident stemmed from a dispute within that party," Waller said. "This party was given in the memory of a subject that was slain in April. We're still developing details as far as that goes."Police said shots were fired in three different locations."Shots were fired within the residence, which caused everyone to start to leave," Waller said.As partygoers fled the home, police believe one of them opened fire outside, police said."Then a vehicle was driving down the street. WASHINGTON, D.C. -- Streets are far emptier than normal in cities and towns across America. It’s the most visual example of how the coronavirus is impacting daily life. At the root of that: orders to stay home. “The authority lies with the governor and in a number of jurisdictions that authority can also be devolved down to mayors,” said Meryl Chertoff, executive director of Georgetown Law’s Project on State and Local Government Policy and Law. She said things like stay-at-home orders, curfews and non-essential business closings, all have legal footing. “There is some question as to whether these are voluntary at this point, or whether they are mandatory, but there is no doubt that if you took these to court right now, they would be sustained by a court,” she said. They are also enforceable, she said. If you were to break the law, you’d likely be charged with a misdemeanor. However, Chertoff said there is something even bigger she is keeping an eye on. “What I am more concerned about, candidly, are the violation of civil rights of individual and loss of the right to travel,” she said. “So, one of the things that I've been thinking about is what about the right to cross state lines.” There are a growing number of state rules now in place about travel. Hawaii has asked all visitors to stay away for 30-days. Alaska wants anyone entering the state from the “outside” to self-quarantine for 14 days. The governor of Texas is now ordering people coming in from New York City or New Orleans to self-quarantine for 14 days. Florida’s governor asked people traveling in from New York – or who have in the past three weeks—as well as Louisiana, to also self-quarantine. “This is important because, after all the hard work, we don’t want it to now to get seeded, as people flee kind of the ‘hot zone,’” said Gov. Ron DeSantis, R-Florida. Whether any of travel requests or restrictions are enforceable is a question, Chertoff said, as similar orders that had come before the courts in previous years only applied to an individual, or a small group. “What enforcement capacities the states have is an open legal question because we've never been in a situation where there are large numbers of people potentially infected,” she said.It’s a situation that the nation might be forced to grapple with in the weeks – and possibly months – to come. 2365

Researchers are trying to find out as much as they can about great white sharks.After a couple of attacks involving people last year, there are new efforts to learn more about these animals. It’s moments like the incident at Nauset Beach South that shark experts are studying more closely. Video taken of the beach shows white sharks feeding on seals close to the shore. Now, researchers are launching new studies, including one looking at the feeding habits and behaviors of these sharks. “We're essentially going to be giving iPhones to white sharks to track their activity in three dimensions at a really fine scale,” explains Megan Winton, a research scientist with the Atlantic White Shark Conservancy. Winton and other researchers will be tagging sharks with devices similar to what's in smartphones. “We'll be able to identify how often they're feeding on seals. We'll be able to look for relationships with feeding activity and environmental conditions,” Winton says. The data would be given to officials to use to provide better warnings on beaches. The Atlantic White Shark Conservancy is currently pouring over data on a population study they just finished. “Based on the video footage, we were able to identify every shark we saw to an individual level,” Winton says. So far, the researchers have identified more than 300 white sharks. Winton calls it a conservation success story, thanks to protections put in place over the last few decades. “So one thing I like to remind people is that these are large, amazing animals and they're very capable predators and they're certainly deserving of our respect,” Winton says. “But they're not monsters out there, lurking our coastline menacing our beaches. They're big fish out there eating their natural prey item.” White sharks are the only natural predator to seals in the Cape Cod area, which some residents and fisherman see as a nuisance.Researchers want to see how many seals the sharks are eating and if they can impact the seal population. 2023

A man opened fire outside a federal courthouse in Dallas on Monday before he was shot and killed by federal officers, authorities said.No officers or other citizens were injured in the shooting on the south side of the Earle Cabell Federal Building, police said.The gunman, identified as Brian Isaack Clyde, 22, was taken to a hospital where he was declared dead, according to FBI special agent in charge Matthew J. DeSarno.DeSarno said during a Monday afternoon press conference that Clyde was discharged from the Army in 2017. The FBI is working with the Department of Defense "to examine his record and identify any associates," DeSarno said.
