The suicide of Jeffrey Epstein is bringing attention to what employees say is a broader problem at short-staffed budget-constrained federal prisons where employees who aren't prison guards are doing guard duty and overtime shifts regularly.Attorney General William Barr said Monday that "serious irregularities" were found at the Metropolitan Correctional Center in New York, long thought to be a well-run facility that has been used to house high-profile prisoners who require highly secure conditions.In the case of Epstein, at least one of the two employees on duty at the time was not part of the regular detention workforce but was filling in as a guard, according to a person briefed on the matter. The person's regular position is not publicly known.Budget cuts and hiring freezes first put in place at the beginning of the Trump administration have taken a toll at law enforcement agencies including the federal Bureau of Prisons, employees say.After years of complaints, Barr lifted the hiring freeze in April.But employees say the measures the bureau has had to take to live with budget restraints have taken a toll, including at the MCC.One of those measures used is called "augmentation" and allows for workers who were hired as teachers and cooks to be trained to fill in at posts normally manned by trained detention officers.One of the guards who was on duty during Epstein's death was filling in for regular guards."It's due to understaffing. In the hours before his death was discovered, there were no checks made, the person said.Both guards were working overtime shifts, but it's unclear whether that was mandatory. One person familiar with the matter said both employees volunteered. Union officials say that the overtime was mandatory.Gregg claimed it's not uncommon at the MCC for employees to work 17-and 18-hour-days and are not allowed to refuse the mandatory overtimes."A lot of them are working mandatory overtime three or four times a week," Gregg said. The paraplegic head football coach for Independence High School is claiming he was forced to "scoot down the aisle [of a plane] on his butt" and off the plane after United Airlines denied him an aisle chair on multiple flights.Tyler Schilhabel was injured in an ATV accident years ago and is disabled from the waist down. According to Schilhabel, he and his wife Courtney were traveling via United Airlines to the Dominican Republic for their honeymoon. Schilhabel says he booked his flights through Costco's travel program, and was scheduled to travel from Los Angeles to the Dominican Republic with a connecting flight in Chicago. The Schilhabel's were also scheduled for the same route coming home. According to Schilhabel, when they landed, the plane did not have an aisle chair to transport him off the plane. Schilhabel says his wheelchair is too big to fit down the aisle of a plane. Schilhabel says United Airlines also did not have a ramp or elevator to help him off the plane and only had stairs. According to Schilhabel, he had to scoot down the aisle "on his butt" and then had to hop down "step by step" to get to his wheelchair. Then on the Schilhabel's connecting flight in Chicago after the honeymoon, United Airlines also did not have an aisle chair. This time, Schilhabel says he and his wife had seats in the back of the plane. Schilhabel says he had to "scoot all the way down on my butt." On one of the flights, one of the flight attendants picked Shilhabel up and carried him down the aisle so he could catch his connecting flight. When 23ABC spoke to Schilhabel, he called the whole experience "humiliating."Schilhabel says on his last six flights with United Airlines, they were either "late with getting an aisle chair" or did not have an aisle chair. He also claims this has happened to his friends as well, some of whom are disabled veterans.According to the U.S. Department of Transportation and the Air Carrier Access Act (ACAA), it is illegal for airlines to discriminate against passengers because of their disability. TULSA, Oklahoma — The owner of a popular Tulsa bakery was arrested after she was accused of stealing baking products. Libby Morley, who also goes by Lauren Morley and Lauren Beesley, was taken to jail March 25 for felony larceny.She is accused of stealing about ,200 worth of butter, vanilla, chocolate chips and cream cheese from Sam's Club.An affidavit said on Nov. 2, an employee of Sam's club on 44th and Sheridan noticed Morley with 24 bottles of vanilla on her flatbed. The document said the employee noticed she was acting suspicious. After checking purchase history, the club reported to police they did not sell 24 bottles of vanilla that week. An internal investigation was launched within the store and found several other incidents where Morley did not pay, according to the affidavit. From Oct. 8 until Nov. 12, the store said she "did not make an effort to pay for the items and passed operational registers as the left the location." Throughout that period of time, the affidavit said she stole a total of 126 packages of butter, nine bags of chocolate chips, nine packages of cream cheese and 24 bottles of vanilla. Morley issued a statement through her public relations firm saying, "I deny the allegations against me. This is a misunderstanding. I'm working to clear my name."
