SAN DIEGO, Calif. (KGTV) - Assemblywoman Lorena Gonzalez announced she will introduce two new housing bills in the state assembly this week.One of them aims to prohibit developers from separating affordable housing units from market rate units in the same building.The bill came in response to a fight last summer between Canadian developer, Pinnacle and Civic San Diego, the city agency that was responsible for overseeing design approval.Pinnacle had submitted plans for a building on 11th Avenue between A & B Streets. The main tower was 32 stories tall and would be available at market rates. The tower was attached to an eight-story building that would house 58 affordable units, in order to satisfy the density bonus granted to Pinnacle for this and two other projects in the area.But Civic San Diego rejected the plan on the grounds that the affordable housing units had a separate entrance and restricted access to amenities in the 32-story tower, including the pool.“We can’t create a system that allows developers to separate out folks,” said Gonzalez at a press conference on Monday.A draft summary of the bill, AB 2344, stated it will “prohibit the owner or agent of an owner from isolation the affordable housing units within that structure to a specific floor or area within the structure.”After Civic San Diego rejected the proposal from Pinnacle, the developer came back with a new plan that eliminated the eight-story affordable housing section entirely. That plan was also rejected by Civic San Diego.10News reached out to Pinnacle for a comment, but a lawyer said they could not say anything because the project “remains a subject of potential litigation.” 1687

SAN DIEGO (KGTV)-- Beginning Thursday, wearing masks has become a state mandate. A new study out of the University of California, San Diego, suggests the best way to curb the spread of coronavirus is by wearing a mask.In a UCSD campus-released article titled "To wear a mask or not, is not the question; Research indicates it's the answer," Chemistry Nobel Laureate and UCSD Professor Mario Molina shows the data does not lie."Let's work with the scientists," Molina said. They studied each area's attempts to mitigate the spread of COVID-19, including shelter in place, social distancing, and wearing facial coverings.Their study showed, in Wuhan, where mask-wearing is part of the culture, the spread was relatively slow. But in Italy, even after the lockdown, positive cases continued to climb. Additionally, despite the stay-at-home order in New York City, numbers continued to rise.A pivotal point of the study was when they looked at the numbers in Italy and New York after their respective mask mandates went into effect on April 6, 2020, and April 17, 2020. It goes downwards," Professor Molina said, referring to the curve on the bar graph.The professor reminds people that this does not mean to ignore all the other health measures."We are not saying using masks is the only thing that matters, no," Professor Molina said. SAN FRANCISCO (AP) — Apple is paying Intel billion for the chip maker's smartphone modem division in a deal driven by the upcoming transition to the next generation of wireless technology.The agreement announced Thursday comes three months after Apple ended a long-running dispute with one of Intel's rivals, Qualcomm. That ensured Apple would have a pipeline of chips it needs for future iPhones to work on ultrafast wireless networks known as 5G.The Apple-Qualcomm truce prompted Intel to abandon its attempts to make chips for 5G modems, effectively putting that part of its business up for grabs.Once the sale is completed later this year Apple will be picking up about 2,200 Intel employees and 17,000 wireless technology patents. Barring any complications, the deal is expected to close sometime between October and December.Apple's purchase of Intel's smartphone modem patents and other technology could bolster its attempt to build its own line 5G chips and lessen its dependence on Qualcomm. The Cupertino, California, has hammered out a licensing agreement with Qualcomm that carries through April 2025, with an option to extend for an additional two years after that.Qualcomm is a pivotal supplier in the rollout of 5G, particularly in the U.S. That's because President Donald Trump's administration has blacklisted another key 5G supplier, Huawei, as part of its trade war with China.So far, 5G connections are only available in a few cities in the U.S., but they are expected to become more prevalent by next year. The faster networks will enable consumers with 5G devices to download movies in a matter of seconds and access other streaming services more quickly.Apple isn't expected to release an iPhone that works on 5G networks until September 2020, putting it behind rivals such as Huawei and Samsung, which already make handsets that work with the faster wireless technology.The sale is a residue of Intel's inability to catch up with Qualcomm in the business of making chips for smartphone modems. Intel spent the past decade trying to make inroads in that market, with its big move coming in 2011 when it bought Infineon Technologies' smartphone modem division for .4 billion.Apple rarely spends a lot on acquisitions, preferring to snap up startups for relatively small sums. The price it's paying Intel ranks this deal among its largest besides its billion takeover of Beats' headphones and music streaming service in 2014.Even if the Intel acquisition turns out to be flop, it won't leave a major dent in Apple's finances. SAN DiEGO (KGTV) - Police deployed tasers to arrest a man following a road rage outburst that got out of control Wednesday evening.Police identified the man as 33-year-old Jason Berard. He was driving a silver SUV that backed into a white pickup truck near Park Boulevard and Howard Avenue in the University Heights neighborhood.  According to the driver of the pickup, they pulled over into a Chevron. The driver of the pickup truck thought they were going to exchange insurance information, but instead, Berard was confrontational.  According to witnesses, Berard punched the other driver before ripping away the man’s cell phone and throwing it on the ground, smashing it.A gas station employee called the police.  After police responded and made contact, police say Berard assaulted an officer. That’s when another officer came to help and fell to the ground during the struggle.Police say Berard took off on foot and got about a block down Howard Avenue but was taken down after an officer using their taser.Berard could be facing battery charges on an officer as well as resisting arrest. 1122

(KGTV) - As the City of San Diego seeks more funding for three temporary bridge shelters, data reveals they have fallen far short of their goal to transition people into permanent housing.When the tents opened, the office of Mayor Kevin Faulconer set a goal of bridging 65 percent into permanent housing.A report by the San Diego Housing Commission shows from December 2017 to March 2018, 946 people have exited the three tents.RELATED COVERAGE: 476
