Shutoffs forced closures in seven districts including Alpine, Dehesa, Lakeside, Poway, and Cajon Valley.In Mira Mesa, winds toppled a tent that one restaurant had set up for outdoor dining. The owner of Golden Island Dim Sum and Asian Cuisine was left cleaning up the mangled mess Thursday morning in hopes of welcoming customers back later that day.In Julian, employees at the Villa Chardonnay Horses with Wings sent out a plea for help after their power was shut off.They have about 350 animals on their property including horses and dogs. Without a generator, they say they can’t give their animals any water.“We need electricity to pump the wells,” said Cindy Montgomery. “I've got a generator in the back of this car right now but it's a small one that will suffice for now, but we need an industrial size generator.”Montgomery says they have a solar-powered unit as a backup but it isn’t working.“There are no generators anywhere,” said colleague Billie Feldman. “We need an industrial size generator. Any help that we can get please let us know please contact us as soon as possible.”SDG&E says these are some of the strongest winds they’ve seen since they began installing their network of weather stations nearly a decade ago. SAN DIEGO (KGTV) - San Diego Fire-Rescue crews removed a body from Chollas Lake Monday, fire officials said. The man, identified only as Hispanic and in his mid- to late 20s, was found about noon at the lake at 5850 College Grove Drive in the Oak Park neighborhood. Brianna Yasel and her friends were at the lake and realized something was wrong."I couldn't tell what it was; it looked like a rock to me. Once they pulled it out and flipped it over, my friend was able to see the hand at first and it did look like he was under the water for a while. He just didn't look too good," said Yasel."The body was discovered almost in the center of the lake; a passerby said it looked somewhat suspicious. He noticed it moved by an rock cropping," said San Diego Police Lt. Ernesto Servin.San Diego Police are investigating to determine the cause of death and the man’s identity, according to San Diego Fire-Rescue. The Medical Examiner was also called to the scene.Chollas Lake, which served as a reservoir from 1901 to 1966, is open during daylight hours for recreation. SAN DIEGO (KGTV) -- Residents of San Diego County are still disposing of more waste than the average Californian, according to a report by the research group Equinox Project at the Center for Sustainable Energy.According to the report, San Diego continues to dispose of more waste per capita than any of the other major urban counties throughout the state.The latest numbers, which came out in 2016, show that each San Diegan tossed out an average of 5.5 pounds of trash per day in 2016.Within San Diego County, residents in Del Mar disposed of the most trash at 16.5 pounds per capita.Residents of Imperial Beach, however, disposed of the least trash at 3.3 pounds per person followed by Chula Vista at 3.7 pounds per capita.The numbers show that three jurisdictions, Solana Beach, Lemon Grove and Coronado, decreased their waste disposal in 2016.Residents of within the city of San Diego disposed of 5.9 pounds of waste per person per day.The numbers below show how much trash per capita jurisdictions around the county disposed of: 1052

SAN DIEGO (KGTV) — San Diego Police have released bodycam footage of an officer-involved shooting that ended with one man dead in City Heights on Thursday.The video shows SDPD officers responding to the 4200 block of Menlo Ave. at about 4 p.m. SDPD said officers were called after reports of a man with a handgun confronting two women."The man manipulated the slide of the gun as if he were loading it and pointed the gun towards the women," according to an SDPD news release. The women drove away and then called 911.The video, which includes bodycam video from two officers and witness video, shows officers arrive to the scene and begin to yell to the man to drop the gun and step away. (SDPD has posted the full video here.)Police can be heard in the video telling the man not to pick the gun up after putting it on the ground, but that he was not complying.RELATED: Man dies after officer-involved shooting in City Heights“The male initially complied and raised his hands, at which point a firearm fell from his clothing onto the ground near him, they continued giving him directions to back away from the weapon, but he refused to comply," SDPD Lt. Matt Dobbs said Thursday.Police say the man picked the gun back up and pointed it at officers. That's when several officers shot at the man, according to Dobbs. The man was hit at least once. SDPD said the man was still moving and in control of the gun, and pointed it in officers' direction, prompting police to fire again.Police continued to yell to the man to get away from the gun, before SDPD says officers used a combination of non-lethal options, including a bean bag round and canine, to take him into custody.SDPD says the man was given medical aid, but he was pronounced dead at the scene. His name has not been released, but police say he appears to be a Hispanic or light-skinned African-American man in this 30s or 40s.A weapon was recovered at the scene, according to police, but it isn't known if the weapon was real or operational. SDPD said a witness provided cell phone video showing the man picking the gun back up and pointing it at officers.SDPD says seven officers fired shots. They are not being identified. As with all officer-involved shootings, the officers will be placed on administrative duty. No officers were reportedly injured.After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions.The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers.The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. SAN DIEGO (KGTV) — San Diego County recorded its first death of the flu season this week, a 52-year-old woman.County health officials say the woman had underlying medical conditions and it's not known if she had been vaccinated or not."Any death is tragic. Our condolences go out to the individual’s family," Wilma Wooten, County public health officer, said. So far this season, the county has seen 155 total cases, compared to 383 this time last season.Last season, a total of 342 people died due to complications from the flu, including two children. County health officials recommend everyone 6 months and older get a flu vaccination. Vaccinations generally take about two weeks for immunity to develop.In addition, residents should make sure they wash their hands thoroughly and often, use hand sanitizer, and stay home if they are sick. 1128
