SAN DIEGO (KGTV) -- If you've ever gone out in the Gaslamp, you know how busy it can get. Nothing will ruin your night more than finding out your car's been towed.That's exactly what's happened more than 1,000 times since the city converted Fifth Avenue to a three-minute passenger loading zone after 8 p.m. on Friday and Saturday nights in September 2016. "They really don't ask questions around here," said Vanessa Figueroa, who hands out fliers for Gaslamp BBQ on the corner of 5th and Island every Friday and Saturday nights. "If you're parked here, your car's gone."The city made the change to reduce gridlock, boost emergency response times, and make passenger drop-offs safer. But that's also meant a lot of towing. SAN DIEGO (KGTV) -- Like so many businesses throughout San Diego County, businesses along the border in San Ysidro are also preparing to scale back operations because of the state's COVID-19 purple tier.Businesses in the border region have already seen a significant decline in business because of international travel restrictions currently in place. Since March, the border has been closed to all tourist travel, only open for essential needs, like going to work or getting medical care. Tuetano Taqueria is one of the businesses affected. Just blocks from the border, its owners are doing everything it can to stay open. The trendy taco shop is run by Fernando Covarrubias and his wife, Chef Priscilla Curiel. During the initial stay-at-home order, the couple had to lay off their employees and run the business themselves. The taqueria was recently honored, making the Michelin Guide, famous for it's tacos served with the option of bone marrow on the side. Now, the owners are getting ready to scale back to takeout orders because of the purple tier restrictions. According to the San Ysidro Chamber of Commerce, from March to July, roughly 100 businesses closed permanently. Jason Wells, the chamber's executive director, said the border travel restrictions are devastating the region. Wells said all businesses in the area are hurting, but retail has taken the biggest hit. According to Wells, about 95% of customers in the area are from Mexico.Wells explained that most of the businesses along the border make their biggest profits during the holidays, and the state's purple tier isn't helping. If the border travel restrictions continue, Wells thinks more businesses will not survive. Covarrubias and his wife are hoping people will follow the health guidelines so COVID-19 case rates go down and business can get back to full operation. Despite their struggles, the couple is working on opening a second business in National City, called Mujer Divina, a coffee shop that will also serve burritos. SAN DIEGO (KGTV) - Living in San Diego is already expensive, and paying for satellite or cable TV can make it even more costly. Now, a growing number of residents are saying goodbye to cable and satellite, and subscribing to more affordable streaming services. "Really for us, I just felt guilty flipping through those channels all the time because I knew we're paying for them, but at the same time if it's not Game of Thrones we're not really watching anyway," said Jason Stump, who got rid of cable about four weeks ago. Stump, who lives in La Mesa, kept his cable for years because he feared not being able to watch live sports. But everything changed when he discovered that YouTube TV offered Fox Sports San Diego, which carries the Padres, four versions of ESPN, and the local channels. The price tag? a month, down from the 0 he was paying monthly for cable. Stump isn't alone when it comes to so-called cutting the cord. A study by Emarketer says about 22 million Americans ditched cable and satellite in 2017, looking to get rid of the average 5 per month bill, which also had added fees. There are plenty of streaming devices around, including Roku, Apple, Amazon Fire, and Android TV. They connect you to many popular streaming services.Plus, people can get local channels free over the air by buying an antenna, which can go for less than . Jim Willcox, senior electronics editor at Consumer Reports, says often times the signal over-the-air is better because it's not compressed by cable company transmission. ATT Watch TV is as low as a month, but doesn't include sports. YouTube TV is a month and has local channels and unlimited DVR. Meanwhile, SlingTV goes for about a month but has no local channels. Instead, people can buy antennas to get over-the-air HD, which is free and can have a better signal. San Diego's COX Cable offers a Contour streaming service for subscribers. "We work hard to make sure customers are paired with the services that they want and need," the company said in a statement. "With other services, you may need multiple subscriptions, additional hardware, inputs and passwords which are often inconvenient and provide less programming choices at potentially the same or increased cost, depending on how many subscription services you need to get all the content you want."Still, there are drawbacks to cutting the cord. Willcox said cable is convenient and reliable. For instance, streaming services can lag or crash during highly watched events like the Super Bowl or a Game of Thrones premier. "You might get one of the cable cutting services a month, but you want to add HBO, and that's a month," he said. "There may be other channels you want a la carte, so you need to add all of that up and then see how much you're really saving."For now, Stump says he loves streaming those live sports. This fall, however, he'll have to make a choice. He wants NFL Network, but unlike his former cable service, YouTube TV doesn't provide it. The three or four shifts they thought they’d get each week at La Puerta could instead be reduced to one, if that.“The hardest part is just the emotions and the mental health of the people working in the industry,” Powell said.It’s because San Diego County is in danger of falling into the state’s most restrictive purple tier of coronavirus restrictions, which would ban restaurants from serving indoors. That would be the latest setback in the region's push to return to normal amid the outbreak.“It feels like they're just playing games with us at this point, and it's getting frustrating,” Powell said.The twists and turns are taking a big toll, not just on day-to-day operations, but also when it comes to hiring in the future.“You're not going to hire people back, you're being extremely cautious,” said Ray Major, SANDAG’s chief economist.Major said restaurant owners have it especially hard. Not only do they have to be concerned with whether they can break even, but also if a future move into a less restrictive tier would only be temporary."We're really going to have to get into the orange or the yellow tier, and we're going to have to be able to stay there, and businesses are going to have to have the confidence that we're not going to shut them down again before they start rehiring people," Major said.SANDAG says the region's jobless rate was 13.3%, with 226,000 unemployed workers as of Sept. 5. SAN DIEGO (KGTV) - Local family members are reacting to the news that the bodies of two San Diegans who went missing in Mexico have reportedly been found in a well in Baja, California.According to the Associated Press, the Baja California state prosecutor’s office said in a statement that 78-year-old Ian Hirschsohn and 73-year-old Kathy Harvey were discovered in a well, south of Ensenada, Mexico.On Tuesday, the U.S. State Department sent ABC10 News the following statement: “The U.S. Department of State's top priority is the safety and security of U.S. citizens. We are aware of reports that local authorities have discovered the remains of two people near San Quintin and are closely monitoring their ongoing investigation.”On Tuesday, ABC10 News spoke to Hirschsohn's son-in-law over the phone. He said that family members are not yet ready to go on-camera but they want viewers to know what a senseless tragedy this is. They’re trying to accept the reality that Hirschsohn and Harvey may have been murdered but they’re yet entirely convinced that the bodies found are those of the retired couple. However, San Diego Police confirmed Tuesday that positive identification was made.“He went to Mexico a lot. I'd say he went down at least every couple of months,” Hirschsohn’s Solana Beach neighbor and friend Jim Dietz told ABC10 News on Tuesday. He described Hirschsohn has a highly-intelligent, active and well-traveled man. Those words were echoed by his son-in-law.“He was a real gentleman. He wouldn't say an unkind word about anybody,” said Dietz who added, “I feel very bad for [his kids] because they lost their mother a few years ago and now they lose their father in this kind of a tragic way.
