SAN DIEGO (KGTV) — While California issued a "stay at home" order to slow the spread of the coronavirus, several "essential" services are still open.Thursday night, Gov. Gavin Newsom issued the order requiring Californians to remain home amid the COVID-19 pandemic.But residents aren't totally locked into their homes during the order.RELATED: What's the difference? SAN DIEGO (KGTV) -- With the help of witnesses, a driver was arrested late Wednesday night after police said he crashed into several parked cars before taking a U-turn and crashing head-on into another vehicle.According to San Diego police, the incident began at around 11 p.m. on University Avenue in North Park.Cell phone video captured by a witness shows the driver hitting parked cars before trying to leave the scene. He then ends up on the wrong side of the street, where he then crashes into another car, the video shows.The man gets out of the car and tries to run away, but witnesses detained him until police arrived.The driver was taken to a hospital and is suspected of driving under the influence.A woman in the car hit head-on was also taken to a hospital with minor injuries. 798

SAN DIEGO (KGTV) -- Tuesday evening, San Diego’s City Council approved a strategy that will make it easier to create housing in commercial areas.The changes allow more businesses to add living spaces and authorize more locations where live/work quarters are permitted.The move created an amendment to the rules currently in place on living and working quarters as part of an earlier update to San Diego’s land development code.“This is going to put underutilized commercial and industrial spaces to work in tackling San Diego’s housing crisis,” Mayor Faulconer said. “Lifting restrictions on housing will bring new life to old buildings and allow businesses owners to live where they work. SAN DIEGO (KGTV) -- With COVID-19 cases surging again across California, friends of a local, single dad diagnosed with coronavirus are rallying to support him.Alfredo Huerta, 53, who lives in Linda Vista, first started feeling sick in early November. His first symptom was shortness of breath, which he initially blamed on his asthma."He then feeling started feeling joint pain, his whole body ached and continued to worse. Then he got a fever," said his friend Alana Hoang.Hoang says two Fridays ago, while Huerta was waiting in his primary care doctors office, his conditions worsened."Shortness of breath got worse. He couldn't breathe ... He ended up in the ER," said Hoang.There, Huerta tested positive for COVID-19 and was admitted."He was very scared. He didn't want his kids to have to go through something so traumatic again, like they did with their mother," said Hoang.Huerta, a father of four - two adult children and two teens - lost his wife Sara nearly five years ago to cancer.Alone in the hospital, his thoughts turned to his children."He was afraid he wasn't going to be there for them, so he started thinking the worst," said Huerta.Meanwhile, Hoang started a Gofundme campaign to help the man she says is "part of the family."Huerta, a gardener, has been working with her for 15 years."He is just so kind and gives of himself. SAN DIEGO (KGTV) - San Diego County residents can now watch for wildfires without ever going outside.  San Diego Gas and Electric introduced “Alert SDG&E Cameras” Tuesday.  The public website allows anyone to watch live video streamed from any of 15 cameras placed on top of the county’s highest peaks.“This is a game changer for San Diego and the communities that we serve,” said SDG&E COO Caroline Winn.“Alert SDG&E Cameras” is a collaboration with UC San Diego and the Seismology Lab at the University of Nevada, Reno.“We’re about getting the information out to those who want it,” said Winn. “It’s important that these are shared assets.”SDG&E meteorologists monitor the cameras, which can spin 360-degrees, zoom in to a fire, and can alert fire officials when there’s smoke. 814
