It will be formally signed by Chinese Vice Premier Wang Qishan and U.S. Treasury Secretary Henry Paulson.     Fourth, institutions including China's NDRC and the China Exim Bank, as well as the U.S. Trade and Development Agency and the Export-Import Bank of the United States, will sign a memorandum of understanding on measures to support the 10-year energy cooperation.     Fifth, seven eco-partnerships from the two countries will sign letters of intent on cooperation. These agreements include one involving China's southwestern Chongqing Municipality, the U.S. city of Denver and car maker Ford on an electric and hybrid automobile project.     The two-day SED, which is to end on Friday, also covers macro-economic risks, trade challenges and the investment environment.

Hu's visit drew so many clicks that it almost crashed the site.     Premier Wen said frankly at a press conference on March 18 that he had been using the Internet to listen to netizens' opinions and suggestions during the annual sessions of the National People's Congress, the top legislature, and the National Committee of the Chinese People's Political Consultative Conference, the top advisory body.     Fans of the two leaders started to post suggestions and support to the two leaders at beginning of July on a bulletin board of the people.com.cn, a website of the People's Daily.     It was prompted by affection for Hu and Wen after seeing how they dealt with the May 12 earthquake, the fans said in their postings.     After the magnitude-8.0 earthquake struck the southwestern Sichuan Province and the neighboring provinces on May 12, the two officials paid repeated visits to the devastated areas and impressed netizens with moving behavior and words.     Some scholars said bluntly that the Internet had indeed built a direct link between the grassroots and the central power.     Local officials, on the other hand, are going a step further to write blogs and hold debates with netizens on hot issues.     Li Ou, vice mayor of Siping in the northeastern Jilin Province, has been hailed by netizens as being the most active mayor who uses his real name to debate with netizens on social affairs.     Li's blog was selected as one of the "top 10 blogs of 2008" in a poll by the People's Daily based on the votes from millions of netizens.     Another local official, Liao Xinbo, deputy director of the Department of Public Health of the southern Guangdong Province, was also on the list. His blog was picked for pointing out the keyto China's new medical reform plan which is likely to be issued in January, reported the People's Daily.     Liao wrote on Dec. 25 that China should learn from other countries, such as Cuba, in drafting the long-delayed medical reform plan.     "The government is seeking new ways for the public to voice opinions," said Yan.     A survey taken by the China Youth Daily's poll center showed about 72 percent of those responding hoped the Internet would be anew path to democracy. More than half of those surveyed said the exchanges on the Internet helped to bring the government closer to the public.

CHONGQING, Dec. 16 (Xinhua) -- China has approved the establishment of a bonded area in southwestern Chongqing Municipality in an effort to boost the opening and development of central and western regions.     Chongqing Vice Mayor Huang Qifan said Tuesday at a press conference here that the first inland bonded area had been approved by the State Council, or the Cabinet.     The 8.37-sq km Cuntan Bonded Area centers both the Cuntan Harbor and the Jiangbei International Airport. The bonded area will be completed in 2015.     "The Cuntan Bonded Area will be built into a multi-functional area with most advanced logistics and preferential policies," Huang said. "It will also become an accelerator for the opening upof central and eastern inland cities."     The Chongqing Bonded Area Development Company and the area's administration commission will start operation on Thursday. Huang did not reveal the investment for the bonded area or its operation time.     Bao Zichuan, chairman of the company, said the bonded area will focus on harbor business, air transport, foreign trade, export-oriented processing and commodity displays.     Enterprises in the bonded area will enjoy such preferential policies as tax rebates for exports and free tax for trading within the area.     So far, China has established ten such free trade zones in the coastal areas from north to south.

  

BEIJING, Oct. 22 (Xinhua) -- China called on Vietnam for cooperation in the South China Sea to discover ways to address bilateral disputes over the region.     In a meeting here with visiting Vietnamese Prime Minister Nguyen Tan Dung on Wednesday, Chinese President Hu Jintao proposed the two neighboring countries always keep the overall situation of the bilateral relations in mind and make efforts to strengthen bilateral efforts and properly settle the issues concerning the South China Sea.     "We should make it (South China Sea) a place of peace, cooperation and friendship," Hu said.     Nguyen said Vietnam would insist on the negotiation for the peaceful and lasting resolution of the issue and reduce the differences based on mutual trust, respect and understanding. BEIJING, Jan. 17 (Xinhua) -- China and the United States had signed a memorandum of understanding restricting the U.S. import of archeological items originating in China, a Chinese official said Saturday.     The memorandum was signed in Washington on Thursday by Chinese Ambassador Zhou Wenzhong and U.S. Assistant Secretary of State for Education and Cultural Affairs Goli Ameri, said Dong Baohua, deputy director of the State Administration of Cultural Heritage (SACH), at a press conference.     The agreement's full name is Memorandum of Understanding Concerning the Imposition of Import Restrictions on Categories of Archeological Material from the Paleolithic Period through the Tang Dynasty and Monumental Sculpture and Wall Art At Least 250 Years Old.     Under the memorandum and U.S. legislation entitled the Convention on Cultural Property Implementation Act, the U.S. government shall restrict the importation into the United States of archeological material originating in China and representing China's cultural heritage from the Paleolithic Period through the end of the Tang Dynasty, the year 907, and monumental sculpture and wall art at least 250 years old.     The U.S. government will promulgate a list of archeological material categories of metals, ceramic, stone, textile, other organic material, glass and paintings, which will be restricted to import from China, unless the Chinese government issues a license or other documentation which certifies that such exportation is not in violation of its laws, the memorandum says.     For the purpose of this memorandum, the restricted Paleolithic objects date from approximately 75,000 B.C., according to the memorandum.     China and the United States are both States Party of the Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property. The convention was adopted by the UNESCO in 1970.     For years, the Chinese government has attached importance to cracking down on the stealing, illegal digging, and smuggling of cultural relics and tried to cooperate with the international community in the crackdown, by participating in internationals conventions and signing bilateral and multilateral agreements on the issue.     In addition to the newly-signed Sino-U.S. memorandum, China has signed similar agreements with Peru, India, Italy, the Philippines, Greece, Chile, Cyprus, and Venezuela, according to the official.
