(KGTV) -- A family in National City says Immigration and Customs Enforcement (ICE) violated their rights during an arrest on Tuesday morning.  Brianna Alonso says her husband was heading to work when he saw ICE agents and ran back into his house. A spokesperson for ICE tells 10News 31-year-old Alberto Alonso-Hernandez is wanted for illegally re-entering the country 16 times since 2013 and for a domestic violence conviction in 2014.His wife disputes ICE's numbers. She says her husband was deported twice before Tuesday's arrest. She's upset because she says ICE agents never showed them a warrant before entering. Brianna says the agents gave her the warrant after her husband was in custody. However, according to a criminal attorney, ICE was just doing their job. Milwaukee is seeing an unexpected spike in cases of HIV and other sexually transmitted diseases, according to health officials.There are high incidence rates in communities with larger vulnerable populations, including men who have sex with men, ethnic minorities, injection drug users and women, especially those who have been trafficked or who work in the sex trade, city Health Commissioner Dr. Patricia McManus said this week.Three Milwaukee children born with syphilis were identified in 2017, McManus said. "It rarely occurs," she said, and "the last known single case was in 2012." This "sentinel event" -- an unexpected and dramatic occurrence -- is a cause for concern, she said.Syphilis is the most serious bacterial STD. Left untreated, it can affect the brain, heart and other organs, ultimately leading to death.Angela Hagy, director of Disease Control and Environmental Health for the City of Milwaukee Health Department, reported the preliminary number of new diagnoses of sexually transmitted disease in 2017 for the Wisconsin city: 117 cases of HIV, 53 cases of syphilis, 4,401 cases of gonorrhea and 9,725 cases of chlamydia.The numbers represent a 13% increase in new cases of HIV compared with 2016, a 29% increase in syphilis, a 12% increase in gonorrhea and a 0.5% increase in chlamydia, according to Clarene Mitchell, a spokeswoman for the department of health.Gonorrhea and chlamydia are both bacterial infections. Gonorrhea can cause severe and permanent health problems, including long-term pain and infertility, and chlamydia can lead to pelvic inflammatory disease, which can affect fertility in women and cause testicular pain and swelling in men.For 2016, the Milwaukee metropolitan statistical area was already ranked first in the nation for gonorrhea and fourth for chlamydia, she said.The US Centers for Disease Control and Prevention, which is not involved in the Milwaukee investigation, reported the highest-ever number of sexually transmitted diseases in America in September in its annual Sexually Transmitted Disease Surveillance Report.Americans were infected with more than 2 million new cases of gonorrhea, syphilis and chlamydia in 2016, the most recent data available, the CDC reported.Syphilis has been out of the spotlight for decades, and many physicians don't have it on their radar, according to the CDC. There's a lot of nutrients in it, there's a lot of value in it,” said Duarte, who is with the Composting Association of Vermont.Now, in Vermont, it’s now part of a universal recycling law, which passed in 2012 and has been brought online in phases. As a last step, it addresses what to do with food waste.“July 1, Vermont took the step of banning disposal of food scraps from the trash,” said Josh Kelly with the Vermont Department of Environmental Conservation.That means everyone in the state -- from businesses to residents – must now keep their food waste out of the garbage.Across the country, about 40% of all the food Americans buy ends up in the trash. That food waste costs the average family of four about ,500 a year. It also takes up valuable space in landfills. Vermont now becomes the first state in the country where a food waste law applies to everyone.“We have a lot of different options for residents and businesses to manage their food waste,” Kelly said. “We have composting facilities across the state. We have a growing number of food scrap haulers and we have drop off locations for folks around the state.”One of those drop-off locations is at Green Mountain Compost.“We've actually been composting food waste for almost three decades,” said Dan Goossen of Chittenden Solid Waste District.The large-scale facility accepts residents dropping off their food scraps, as well as food waste from larger venues, like university cafeterias or apartment complexes.All those food scraps come together with yard waste and produce a finished product for use in gardening.“With a little bit of biology and a little bit of time and oxygen, it turns into a really amazing black compost finished product,” Goossen said.Natasha Duarte said that completes what’s known as “The Food Circle” and also allows people to see how much food they waste.“Just seeing the volume of it separated out from the rest of their trash or recycling, raises that awareness,” she said.It is an awareness that what used to be trash can eventually yield a community garden of treasures. 2216
