SAN DIEGO (CNS) - Authorities Wednesday publicly identified a 27-year-old man who was fatally shot last weekend in an apparently unprovoked attack near the handball courts at the Linda Vista Recreation Center.Officers responding to reports of shots fire around 11 a.m. Sunday at the recreation center, 7064 Levant St., found San Diego-resident Israel Castro suffering from at least one gunshot to his upper body, San Diego police Lt. Andra Brown said.Paramedics took Castro to a hospital, where he was pronounced dead, Brown said.While officers were at the hospital, a 30-year-old man suffering from a gunshot wound was brought in by a private vehicle, the lieutenant said. The man told officers he was also at the Linda Vista Recreation Center when he was shot.Witnesses told police that a man wearing a mask and shorts was seen running from the scene and getting into a white four-door vehicle that sped off southbound on Linda Vista Road, Brown said. SAN DIEGO (CNS) - Assisted by San Diego officers, Los Angeles police Friday morning arrested social media personality Raymundo Diaz on suspicion of sexual assault.Diaz, 33, who is known online as Ray Diaz, was arrested by detectives with the Los Angeles Police Department's Robbery-Homicide Division's Special Assault Section about 5 a.m. in San Diego, according to the LAPD."Proud of our elite RHD who pursued this relentlessly," Chief Michel Moore tweeted Friday evening. SAN DIEGO (CNS) - For the fourth time in a week, San Diego County public health officials reported a record-high number of daily COVID-19 cases, with 440 new positive cases recorded Friday.It's the fifth time in six days that health authorities reported more than 300 new COVID-19 cases and the first day yet with new cases topping 400. The total number of cases recorded since the pandemic began is now 12,401, and with six additional deaths reported Friday, the number of deaths increased to 358.Of those deaths, four men and two women died between June 13 and June 24, and ranged in age from late 50s to mid-90s. All had underlying medical conditions.The county recorded 6,824 COVID-19 tests Friday, 6% of which returned positive. The 14-day rolling average positive test rate is 3.4%.More than 300 cases were reported on Sunday, Monday, Wednesday and Thursday this week.Another community outbreak was reported Friday in a business, bringing the number reported in the last week to six -- falling below the threshold the county set in a set of 13 "triggers" announced earlier this month for the first time since June 18.Community-transmitted COVID-19 outbreaks activated one of those triggers on that date, placing a pause on any additional openings allowed by the state.The county could take industry-specific actions, pause all reopening efforts or even dial back reopenings if enough of the metrics rise above a certain threshold. SAN DIEGO (CNS) - After hours of public input and deliberation, the San Diego County Board of Supervisors today unanimously approved a .5 billion operating budget for the 2020-21 fiscal year.Previously .4 billion, the revised budget reflects an additional .2 million in recent funding requests, including million for rental assistance, millions of dollars in road projects and an office dedicated to racial equality.Tuesday's vote, held via teleconference, follows two public hearings earlier in August, when board members heard funding requests from residents.Normally held in late June, the budget approval process was delayed due to the COVID-19 pandemic.Supervisors thanked Chief Administrative Officer Helen-Robbins Meyer and her staff for crafting a budget during an especially challenging time.``Putting together a budget is a big job,'' said board Chairman Greg Cox.According to a summary provided by Robbins-Meyer's office, the county is spending .5 billion on health & human services, billion for public safety, 6 million on finance and general government, 2 million on land use and environment, 9 million on various items and 5 million on capital improvements.``I think we can be proud that we have a good, solid and well-balanced budget,'' Supervisor Dianne Jacob said.Supervisor Jim Desmond credited staff members for ``for fighting to do the right thing. SAN DIEGO (CNS) - A pedestrian was struck and killed by a Metropolitan Transit System trolley in San Ysidro, police said Friday.The crash happened shortly before 11:40 p.m. Thursday near the intersection of Beyer Boulevard and Smythe Avenue, San Diego police Sgt. Michael Stirk said. The intersection is just northeast of the Beyer Boulevard Trolley Station.The pedestrian was pronounced dead at the scene, Stirk said. No details about the victim were immediately available.Officers from the San Diego Police Department's traffic division were investigating the circumstances leading up to the crash. 608
