SAN DIEGO, CA (KGTV) - A modern way to recycle your cell phones is meant to be good for the environment and a good way for you to make a little money, but some people worry the real winners could be thieves. 10News investigative reporter Jennifer Kastner visited ecoATM's company headquarters in Sorrento Valley to ask about the controversial kiosks. The company has more than a dozen kiosks around the City of San Diego and thousands of more kiosks across the country. The kiosks buy unwanted devices like cell phones.Less than one percent of sold devices get stolen but some cities have banned the kiosks because of security concerns, a spokesperson told 10News.In San Diego, the booths are located in busy shopping areas like inside the Ralph's in the Midway District and inside the Fashion Valley mall."We offer cash on the spot at our kiosks," says ecoATM's Chase Freeman.Retired law enforcement officer Phil Ramos says, "It's a great, convenient thing for a legitimate consumer, but it really invites crime. It's an easy, quick way for bad guys to make money." The concern is that criminals can make money by trying to sell stolen or fake phones.10News asked Freeman if his system is bulletproof?"I don't think that any system out there is bulletproof but what I can tell you is that we're very on top of every transaction," he responds.The ecoATM kiosks have been banned in Baltimore and in Riverside after backlash from law enforcement. 10News obtained a copy of a photo taken this August by a concerned citizen in Las Vegas. The background of the image shows a stack of phones on top of an ecoATM kiosk.In the frame of the photo, you can see the elbow, leg, and the shoe of a man who reportedly brought those phones to the ecoATM kiosk.10News asked Freeman about that man. "It seems that many of those devices were, in fact, fake devices," says Freeman. On the day the photo was taken, the man apparently sold 13 devices but only four of them were real phones.EcoATM says it didn't contact police because none of the phones were reported as stolen. Freeman says that the man is now banned from making any sales at the kiosks.Georgia police report that a 17-year-old used a stolen ID to cash in on 26 stolen phones. She was later caught and prosecuted with the help of ecoATM. "Every transaction that is conducted at a kiosk across the country is kept in a database that is available to local law enforcement," says Freeman.The company reports that 8,993 devices were purchased in San Diego from January 1st, 2019 to October 1st, 2019, but only 27 were of investigative interest and requested by law enforcement. The San Diego Police Department couldn't tell 10News how many stolen phones have been found at ecoATMs because it doesn't track the location of recovery.Freeman tells 10News that there are extensive security measures in place. Some of those measures include a camera that takes your photo while your driver's license is verified. For many kiosks, you have to provide a fingerprint. Live agents are constantly monitoring all transactions.The company says that the nationwide sale of stolen devices is a very minor issue. "It's something that does not happen frequently at all. SAN DIEGO (KGTV)— The City of San Diego announced Friday it would be shutting down its reservoirs an additional weekday each month in response to a 3 percent citywide budget cut.10News heard complaints from Steve Gordenker and his buddies, all regulars at El Capitan Reservoir. “The summer months, I am here Friday, Saturday, and Sunday, every weekend,” Gordenker said. As competitive freestyle jet skiers, El Capitan is their home turf.“More time on the water equals results,” Gordenker said. When the City of San Diego announced it would be closing El Capitan on the first Friday of every month, they were devastated. “If we are not able to come on Fridays, then that limits us to two days a week,” Gordenker said. “And the problem is this is our only freshwater lake in San Diego County.”Their only other option is to visit San Diego Bay. Gordenker said salt water is much harsher on their jet skis and makes it costly to maintain. That is why they chose to practice at the freshwater reservoir.El Capitan is one of eight city-operated reservoirs that will be closed an additional weekday, starting July 1.The closures are as follows:Barrett – Closed the first Wednesday of each month.El Capitan – Closed the first Friday of each month (starting August 1, 2019)Hodges – Closed the third Wednesday of each month.Miramar – Closed the first Tuesday of each month.Murray – Closed the second Tuesday of each month.Otay, Lower and Upper – Closed the second Wednesday of each month.San Vicente – Closed the second Friday of each month.Sutherland – Closed the third Friday of each month.“It doesn’t even really make any sense,” El Capitan concessions manager Stacy Foster said.Foster works for an independent contractor, Rocky Mountain Recreation. They provide concessions for most of the city’s reservoirs. If the lakes close, Foster doesn’t get paid. “If they still have to pay the city workers and they are losing the revenue of the people that are coming in, they are not saving any money. They are losing money,” Foster said. According to a city spokesman, maintenance and water staff will keep their hours because their duties fall under a separate budget. However, recreation-related workers will be affected by the closures because their duties fall under the 3 percent general fund budget cuts.Out of the eight reservoirs, El Capitan is the only one to close starting in August.“It is going to start in July for the other lakes, but here we were able to push it to August because it’s Fourth of July weekend,” said Foster.Foster said their lake keeper was able to negotiate the start date since the closure would have fallen under one of the busiest weekends of the year. Still, she is worried that the sudden change in schedule will inconvenience regulars. “When they have a truck and a trailer with a boat on it, there is no place for them to turn around back there, so it is going to be a mess,” Foster said, pointing toward the gate.As for Gordenker, he said he is disappointed. SAN DIEGO, Calif (KGTV) - In an effort to calm people's fears about new streetlights equipped with cameras and sensors, the City of San Diego will hold a public forum Wednesday night to answer questions and explain what the new technology does, and does not do.The meeting is from 5:30 to 7 pm, at the Malcom X Library on 5148 Market Street.Over the last two years, the city has installed more than 3,000 new streetlights that have "Smart City" technology built into them. The lights have cameras, microphones and sensors to track activity around them throughout the day.RELATED: "Smart" Streetlights coming to San Diego"Pedestrians walking by, cars parking and then leaving, cars traveling by, which direction, how fast," explains Cody Hooven, the City of San Diego's Chief Sustainability Officer.It will also track weather information in real time.That information is turned into meta-data and uploaded to the cloud. According to the city, it can be used for research or to build apps to make life easier. The footage from the cameras isn't accessible to the public, and the cameras are not for surveillance. Also, the footage will only be stored on the camera for 5 days and then deleted.Police may only ask for footage after a crime is committed, and only as part of an investigation. According to the city, the footage has already been used to help SDPD solve a handful of crimes.Hooven also says the cameras will use GPS technology to ensure they only get footage of public spaces, and not areas that are expected to be private. The system uses a process called "curtilage" to blur any areas that shouldn't be shown.Hooven says the city is ready to answer any other questions people have about the new lights at Wednesday's meeting."Technology is coming and we're trying to embrace it to provide a lot of benefits to the city and save us money," she says.
