SAN DIEGO (KGTV) -- A Hillcrest man was left feeling helpless after he spots a burglar inside his home on Christmas Eve while he was on the other side of the country. Tyler Luna was visiting family in Mississippi when he wanted to check on a recent gift from a client. He got a red flower that is supposed to bloom on Christmas. Before he left, he set up surveillance cameras and placed the flower in a window nearby. He opened the app on his phone and saw the flower and a thief inside his home."Your heart sinks and its like what’s happening," Luna said. In a panic, Luna called 911 but the Mississippi dispatchers told him they couldn’t help. He flew home Christmas night and met with police immediately to file a police report. "It was very scary."When he went inside his home he found his class ring missing, his watch drawer empty of all watches, and some valuables in his nightstand, all gone. Luna tells 10News he feels violated and unsafe in his own home. 973

SAN DIEGO (KGTV) — A new report from the Auditor of the State of California questions whether the San Diego County Sheriff's Department has implemented recommendations outlined in a previous audit.The report "Recommendations Not Fully Implemented After One Year" presented the status of recommendations that are more than one year old and have not been fully implemented by the audited entities.According to the report, a 2017 audit about Concealed Carry Weapon Licenses, made several recommendations regarding the San Diego County Sheriff's Department's program.The recommendations included, "To ensure that it follows state law's requirements for revoking licenses, San Diego should immediately revoke CCW licenses and should then inform Justice that it has revoked licenses whenever license holders become prohibited persons. Additionally, San Diego should notify Justice when it suspends a license, or a license is surrendered."The 2017 audit also recommended, "To ensure that it maximizes allowable revenue from its CCW program, San Diego should immediately pursue increasing its initial, renewal, and amendment fees to the maximum amounts allowable under state law."According to the Auditor's newly released report, the estimated date of completion of those recommendations is unknown.10News contacted the San Diego County Sheriff's Department to ask about the status of the recommendations. It turns out the Sheriff's Department did make changes.In a statement, a spokesperson for the department wrote: "In 2017, the San Diego County Sheriff's Department was made aware of the findings and recommendations by the State Auditor from the report on Concealed Weapons Licenses. The recommendations that were suggested were taken into account and changes were implemented in 2018. The changes reflected all of the recommendations except for the proposed increase of fees. The Sheriff's Department did not agree on placing a high fee that would otherwise prevent the issuance of a CCW for a qualified and genuine necessity solely because of financial hardship. The adjustment of those fees is now mandated by the state with the passage and implementation of Assembly Bill 1297 this year. Sheriff's Financial Services is currently looking at our business practice for reviewing the fees collected. That fee will ultimately need to be approved by the Board of Supervisors."The San Diego County Sheriff's Department is the local agency tasked with approving or denying CCWs.Team 10 previously reported about a spike in CCW permits.In 2017, the department approved 171 licenses. In 2018, the department approved 707, a more than 300 percent increase from the year before. In the first seven months of 2019, the department has already authorized 767. 2754

You talk to them and then you start singing and you just black out. SAN DIEGO (KGTV) - A possible theft ring may be 'fishing' for checks at local post offices.Kevin, who owns a small business, mailed out several checks to vendors at the post office in Poway on a Friday night. On the next Tuesday morning last month, he got a call from his bank, Wells Fargo. A woman had tried to cash a fake check at a bank in Los Angeles, a typed check for nearly ,500 written out to a woman's name from Kevin's business. The bank rejected it. The bank representative then asked him about two other checks that had just been deposited at other branches. The two fake checks - written out to a different woman for some 0 each - had been deposited for cash in the Los Angeles area."There's definitely anxiety. You don't know how much money has been compromised," said Kevin.Kevin is not alone. In April, 10news featured the story of Barbara Reynolds and her state tax check, stolen and altered after she dropped it off at post office in Mira Mesa. Her check was likely 'fished' out by thieves using a rodent glue trap, before being washed. A chemical solution dissolves away the ink, allowing a thief to fill in the blanks.Another theft victim told 10news the Postal Inspection Service supervisor described to him a possible theft ring that has hit post offices in Encinitas, Poway and Mira Mesa in recent months. 10news has also tracked down reports of similar thefts in Sorrento Valley and Rancho Bernardo."It's frustrating. Never crossed my mind that something dropped off at post office could be compromised," said Kevin. Kevin's bank did cover the loss of the fake checks. 10news reached to the Postal Inspection Service but haven't heard back.Experts say use the slots inside the post office and if you do use an outside collection box, drop off your mail before the final collection time. 1823

  

SAN DIEGO (KGTV) -- A man was killed after crashing into a parked truck on Interstate 5 in East Village near Petco Park Monday afternoon. The crash happened shortly after 1 p.m. on southbound Interstate 5 at Imperial Avenue, according to California Highway Patrol. CHP says the 21-year-old victim from Calexico was reportedly traveling at a high rate of speed when he crashed his 2015 Nissan sedan into a parked cargo truck. CHP says the victim, who hasn't yet been identified, died at the scene.
