SAN DIEGO (KGTV) -- A bankruptcy judge told a San Diego-based financial investment advisor that he was spending against her orders. She told Christopher Dougherty he doesn’t have the right to prefer his kid’s expenses over his creditors.Today the judge ruled Dougherty will be in Chapter seven bankruptcy, meaning that he and his wife are no longer in charge of their own assets.A trustee will investigate and liquidate those assets.Dougherty is being accused of running a Ponzi scheme targeting mostly elderly victims who planning for retirement and taking more than million, according to bankruptcy court records.In bankruptcy court documents, the United States Trustee wrote Dougherty’s “deception is the basis of a Ponzi scheme.”“[Their] practice of using new investment money to pay existing investors dividends and the principal gave the false impression that the payments received by investors came from earnings and profits or from a return of their principal,” the documents said.The San Diego County Sheriff's Department tells 10News there is a criminal investigation into Christopher Dougherty with at least 30 potential victims.The Securities and Exchange Commission also has an open investigation into Dougherty. 1237

SAN DIEGO (KGTV) — The Chargers dramatic win over the Kansas City Chiefs on Thursday clinched the team its first appearance in the NFL Playoffs since 2013.Only this time, the Bolts are representing Los Angeles, not San Diego. “The players deserve it,” said San Diegan John Velarde. “The Spanoses? No.”Team owner Dean Spanos moved the team to Los Angeles after the 2016 season, after voters rejected the team’s bid for a downtown San Diego stadium. The move prompted some fans to disavow the Chargers forever, and it was easy the first year — the Bolts lost their first four games before battling back to finish 9-7. The Chargers are 11-3, and are tied with Kansas City for the best record in the AFC. SAN DIEGO (KGTV) - 36,000 pounds of cocaine seized in the Eastern Pacific Ocean will be offloaded Tuesday from the U.S. Coast Guard Cutter Bertholf onto San Diego’s B Street Pier.The contraband is from 17 busts on smuggling vessels off the coasts of Central and South America, officials said. Five Coast Guard cutters were involved in the seizures between early February and early March.Rear Adm. Todd Sokalzuk, the 11th Coast Guard District commander who oversees the law enforcement phase of counter-smuggling operations in the Eastern Pacific region, said the Coast Guard is seizing record amounts of cocaine for the third year in a row.“I’m proud of the hard work and dedication of my crew, as well as the crews of Coast Guard Cutters Bear, Diligence, Harriet Lane, Venturous and the joint and interagency personnel who work hand-in-hand to secure our nation,” said Capt. John Driscoll, the Bertholf’s commanding officer. “These crews worked around-the-clock to seize this load of contraband that denies traffickers about half a billion dollars’ worth of illicit proceeds that would have gone to fund the nefarious work of transnational criminal organizations, helps prevent a great deal of human suffering and will likely save hundreds of lives that would have been lost to these illegal drugs.”  1314

SAN DIEGO (KGTV) - A City Heights native is returning to San Diego as part of the Broadway tour of Miss Saigon.Jackie Nguyen is a member of the ensemble, but says this show has always had a special place in her heart."It was the very first musical that I saw, ever," says Nguyen.Getting the chance to perform in her home town is a thrill for Nguyen, who says about 20 family members and friends will be at each show throughout the weekend."I've always wanted to play the Civic Theater because this is where I first saw my big Broadway musicals in high school," she says. "It's a full circle moment for me."The show also has significance for her family, as Nguyen's mother is from Vietnam and has a similar story to the main character, Kim."When you are introduced to Kim at the beginning of the show, she's 17 and she meets and American GI. My mom, in the midst of the war, when she was 17, she also met an American GI. And they got married and had children from that. And eventually went to America," says Nguyen.That connection makes performing in Miss Saigon even more meaningful every time Nguyen steps on stage."Every night, i know that I am trying to give my family and my mom some type of honor in some way," she says.
