BEIJING, Aug. 13 (Xinhua) -- Chinese rating agency Dagong Global Credit Rating Co. on Saturday defended its AAA rating given to the Ministry of Railways, which has been under public fire over a train collision last month.The ministry received the long-term credit rating after launching on Monday its first bond sales since the crash on July 23 that killed 40 people near the Wenzhou city of eastern Zhejiang province.It sold 20 billion yuan worth of three-month bills on offer in the interbank market, with a yield of 5.55 percent, a relatively high rate for short-term government paper.The rating was assigned because of the ministry's status as a government agency backed by the central government revenue, its sufficient capital flows and strong financing ability, Dagong said in an email to Xinhua.The agency made the elaboration in response to market doubts as the ministry is already heavily indebted and the accident has stirred up skepticism about the its credibility and the safety of fast-expanding railways.Adding to doubts is that the AAA rating of the ministry is even a notch above China's local currency debt rating of AA+, which was also rated by Dagong.Government data showed the ministry's debts exceeded 2 trillion yuan (313 billion U.S. dollars) as of the end of June, raising its debt ratio to 58.53 percent, slightly up from the end of the first quarter of this year.Dagong said in the statement that the debt-to-asset ratio is medium level, lower than the alert line for the ministry which is 75 percent.The ministry has large-scale assets of good quality and relatively large room for fund-raising, Dagong said.The ministry has "extremely strong" repayment ability as it is backed by the state's credit, Dagong said, referring it as one of the three authorities that are allowed to issue bonds, along with the Ministry of Finance and the People's Bank of China.In July, the ministry issued 20 billion yuan of one-year commercial papers with a coupon rate of 5.18 percent, but only 18.73 billion yuan of the total was bought.Analysts said it has become more difficult for the ministry to borrow money because of tightened market liquidity and concerns over the ministry's debt burden.China's top four banks said at the end of last month that they will continue to offer loans to the ministry based on market conditions and risk appraisal. Credit from the four largest state-owned banks including the Industrial and Commercial Bank of China and the Construction Bank of China has been the major source funding the construction of China's fast-growing railways in recent years.

BANJUL, June 24 (Xinhua) -- Deputies at the Gambian National Assembly (parliament) on Friday passed a new bill entitled the "Food Safety and Quality Bill 2011".Under the new act, food operators are obliged to ensure food safety, quality production, processing and distribution within the business under their control and that their products must satisfy the requirements and regulations as demanded.Submitting the motion before deputies, Vice President and Minister for Women Affairs Isatou Njie-Saidy warned that the well- being of "our citizenry is at stake.""Giving our continuous drive to place health care on top of our development agenda, we call on all and sundry to join the bandwagon in the implementation of this bill," she said.She told deputies that the bill and the establishment of the Gambia Food Safety and Quality Authority is consistent with the regulation worked out by the West African bloc ECOWAS on the health and safety of plants, animals and food in the region.The Gambia Food Safety and Quality Authority being established by this bill will be the sole national competent authority having unitary responsibility for food safety and quality, she declared."In order to achieve the general objectives of a high level of protection of human health and life, measures applied under this Act shall be based on risk assessment," she added.

LOS ANGELES, June 20 (Xinhua) -- About 8 percent of children, or nearly 6 million in the U.S., have a food allergy, a much higher rate than previously estimated, a new study suggests.Not only is this estimate higher than some previous research has reported, allergic reactions are often severe and that many kids have more than one allergy, according to the study published online in Pediatrics on Monday.Of the children with confirmed (or probable) food allergies, about 39 percent had had severe reactions in the past, and 30 percent had more than one allergy, the study found.In the current study, researchers at the Northwestern University Feinberg School of Medicine surveyed parents of more than 38,000 children about whether their child had been diagnosed with a food allergy and had one or more of a number of symptoms, including anaphylaxis; swelling of the lips, eyes or face and skin rashes or hives.The study pinned down peanuts (25 percent of food-allergic children), milk (21 percent) and shellfish (17 percent) as the top three allergens.Severe reactions were most common among children with tree nut (more than 50 percent) and fin fish (more than 40 percent) allergies. The reactions were more likely among 14- to 17-year- olds compared with 0- to 2-year-olds, and more likely in children with multiple food allergies, the study found."These findings provide critical epidemiologic information to guide strategies for the prevention of food-induced reactions and for the diagnosis and management of childhood food allergies," the study noted.

  

SAN FRANCISCO, July 12 (Xinhua) -- U.S. videogame giant Electronic Arts Inc. (EA) on Tuesday said it has agreed to buy PopCap Games, a leading provider of casual games for digital platforms, in a deal to accelerate its digital transformation.EA said it will pay about 650 million U.S. dollars in cash and 100 million dollars in shares of EA common stock to acquire privately-held PopCap, the maker of blockbuster games including " Plants vs. Zombies," "Bejeweled" and "Zuma".In addition, PopCap's owners are entitled to receive as much as 550 million dollars in earn-outs if certain earnings targets are met through December 2013, according to EA, which is headquartered in Redwood City in the U.S. state of California.Logos of PopCap Games and Electronic Arts Inc."EA and PopCap are a compelling combination," John Riccitiello, EA's chief executive officer, said in a statement."PopCap's great studio talent and powerful IP add to EA's momentum and accelerate our drive towards a 1-billion-dollar digital business," he noted.PopCap is one of the largest providers of casual videogames for mobile phones, tablets, PCs and social network sites, with more than 150 million games installed and played worldwide on platforms such as Facebook, RenRen, Google, iPhone, iPad and Android.EA said the purchase of PopCap is expected to close in August this year, subject to customary closing conditions including regulatory approvals.

  

UNITED NATIONS, June 8 (Xinhua) -- Marking 30 years of the HIV- AIDS pandemic, scores of heads of state and government and ministers took to the UN General Assembly podium on Wednesday to list their country's accomplishments and list challenges in the battle.The General Assembly High Level Meeting on AIDS is taking place 10 years after the UN Special Session on HIV/AIDS and also marks five years since signing of the Political Declaration in which UN member states committed to moving towards universal access to HIV prevention, treatment, care and support.UN Secretary-General Ban Ki-moon UN recalled how three decades ago AIDS was spreading while "Today, we have a chance to end this epidemic once and for all."Now, instead of fear, there is hope, he said."Today, HIV is on a steep decline in some of the most affected countries. Countries like Ethiopia, South Africa, Zambia and Zimbabwe," he said. "They had the largest epidemics in the world, and they have cut infection rates by one quarter.""Globally, more than 6 million people now get treatment," Ban said. "All of these advances come thanks to you and the commitments you made, first 10 years ago and then again in 2006. Today, the challenge has changed. Today, we gather to end AIDS."However, President Joseph Deiss of the General Assembly said 10 million people still have no access to treatment and far too many people were still being infected, adding it was necessary to continue complementary and closely-linked prevention, treatment, care and support measures."We have reached a critical moment in time," he said. "We must take a holistic approach and integrate the response to AIDS into broader development programs."Michel Sidibe, executive director of the Joint UN Program on HIV/AIDS (UNAIDS), recalled how 30 years the disease was called the gay plague and slime disease. People were afraid of each other and there was no hope."This image should not disappear. It is part of our history," he said.Sidibe said the AIDS movement was the story of a people breaking the conspiracy of silence, demanding equity and dignity, confronting societies'wrongs, seizing their rights, and making a passionate call for social justice. Since then, a compact had been made between the global North and the South, which had produced lifesaving results.Now, More than 6.6 million people are being treated in low- and middle- income countries, he said, pointing out that since the initial success stories in Uganda and Thailand 56 countries, including 36 in Africa, have been able to stabilize the epidemic and reduce the number of infections significantly.Infections have been reduced by 35 percent in South Africa and by more than half in India, the UNAIDS chief said. In China, the HIV mortality rate had fallen by 64 percent, Sidibe said. Many other countries had reached universal access to treatment.He voiced what was repeated several times, and that was a call for "a transformational agenda" of "zero infections, zero discrimination and zero AIDS-related deaths."To put a personal face on the disease, a woman from Ukraine openly living with HIV, Tetyana Afansiadi, told her story to the delegates.She told how she had been living with HIV and using drugs for 13 years, had hepatitis C for almost 11 years but now has a husband and an 8-year-old son. Neither have HIV.Three years ago she took part in a drug therapy program that has enabled her to live, work, and take care of her son."Drug dependency and HIV-infection require treatment, not prosecution," she said.Given that opioid substitution therapy in her home city had changed the lives of people like her, it was time to stop refusing antiretroviral treatment to people who used drugs.While the heads of states and government and ministers, usually those heading up health departments, spoke in the General Assembly hall under bright lights, scores more of delegates attended five panel sessions and about 40 individual side events.Some samplings from the spotlighted dark-green podium in the great hall:President Paul Kagame of Rwanda, said, "It is time to galvanize member states to commit to a transformative agenda that overcomes the barriers to an effective, equitable and sustainable response to HIV and AIDS."Jose Angel Cordova Villalobos, health minister of Mexico, called for states to implement friendly, non-discriminatory healthcare systems as well as sex education in order to prevent the spread of HIV/AIDS."To achieve this, we call to all the countries congregated here today in order that your actions are based in the framework of respect to the human rights and focusing on gender equity, that allow to consolidate an effective response to the HIV/AIDS without stigmas, discrimination, homophobia, transphobia; as well as any type of violence," he said, referring, in part, to transsexuals.The vice president of Mauritius, Monique Bellepeau, said, "The adverse impact of the AIDS epidemic on the socioeconomic progress, particularly in the developing countries, dictates that there is no time for complacency."She added, "After wrestling with AIDS for the past three decades, we are today equipped with a vast body of knowledge and various new tools to urgently complete the task. No less than strict prevention efforts and universal access to treatment, care and support are required."The speeches continue Thursday and on the final day of the three-day meeting, UN member states are expected to adopt a declaration to guide country responses to HIV over the next five years.
