BEIJING, Nov. 29 (Xinhua) -- China will launch a training project for all procuratorial personnel in the country to promote their work, according to an official of the Supreme People' s Procuratorate (SPP).Procuratorial agencies should have more staff with master' s or doctor' s degrees, and by 2020, procuratorial staff with bachelor' s degrees should make up at least 80 percent of the total members in the country' s less-developed west regions, Hu Zejun, executive deputy procurator-general of the SPP, said at a national conference on procuratorial personnel in Beijing on Monday.Further, there should be at least half of the staff in all grassroots-level procuratorates who are college graduates by 2020, Hu said.As of 2009, over 75 percent of the procuratorial staff in China had received bachelor' s degrees or above, an increase from some 53 percent in 2004, according to a statement released at the conference.Hu also called for more efforts to attract high-quality procuratorial personnel, promote the ability of the staff in grassroots procuratorial organs and provide more training for young procurators.

CHANGCHUN, Nov. 25 (Xinhua) - An electric short circuit in a shop was believed to be the cause of a shopping mall blaze that killed 19 people earlier this month in northeast China's Jilin Province, a spokesman with the provincial work safety bureau said Thursday.The fire broke out on Nov. 5 in Jilin Commercial Building, Jilin City and lasted 12 hours. It left 19 people dead, 24 others injured and took fire fighters 10 hours to extinguish the flames, which ravaged 15,830 square meters of the five-storey mall.Investigations found that a short circuit in Sishulang Shop on the first floor of the mall was the cause of the fire.Police have detained 14 people in connection with the fatal blaze. The families of each of the victims have received at least 250,000 yuan (37,600 U.S. dollars) in compensation from the government.

BEIJING, Jan. 4 (Xinhua) -- China's Vice Premier Zhang Dejiang Tuesday urged the nation's railway departments to step up efforts to promote safe railway transport and build quality railway projects to better serve social-economic development.Further, priority should be placed on ensuring the safety of the country's high-speed railway in the next five years, Zhang told a national railway conference.Zhang urged railway departments to accelerate construction of the major projects while strengthening quality management and control.He also ordered authorities to make more efforts to improve technological innovation, while sharpen the international competitiveness of railway technologies and products.Chinese Vice Premier Zhang Dejiang (C) speaks at a national railway conference in Beijing, capital of China, Jan. 4, 2011. BEIJING, Dec. 14 (Xinhua) -- The Chinese government on Tuesday published guidelines on improving the country's funding system of grassroots medical institutions, according to a statement posted on the central government's official website www.gov.cn.The statement, posted by the General Office of the State Council, or Cabinet, said the government will introduce new measures to provide funding and subsidies to grassroots medical organizations and ensure the salary of medical staff did not decrease following a cut in the price of medicine.To ensure low income-earners can afford essential medicines, over half of China's medical clinics based in rural townships and small urban communities have been offering essential medicines at reduced prices since August 2009.Some medical institutions were short of revenue because of the reduced drug prices, which had affected their operations.According to the statement, expenditures of government-run grassroots clinics will be covered by government subsidies and medical service charges.To boost staff income, local medical institutions are allowed to raise service charges, which will be paid by the social insurance system instead of the patients, said the statement.The guidelines also asked local governments to offer subsidies to country doctors and other non-government grassroots medical institutions.
