SAN MARCOS, Calif. (KGTV) - Several people in a San Marcos gated community have reported being targets of package thieves, according to one victim who spoke with 10News. The Sheriff's Department is looking at surveillance video, which appears to provide several leads.Mikayla Manos says a package was sent to her home on Almond Drive Friday.  Manos is a mentor for foster children. The package contained the personal items of one of those children, which she was asked to deliver to him.  When Manos arrived home, she did not see the package.Manos checked with her next-door neighbor, who has a surveillance camera. Video from Friday afternoon shows a girl walking past Manos' home. She turns and points toward Manos' porch and can be heard saying "get it".The video shows what appears to be a boy picking something up from Manos' porch, although the package cannot be clearly seen from the camera angle. At least two voices can be heard off camera. One is heard saying "I can't wait to wear these to school tomorrow." Manos says clothes are among the items stolen.Manos says she knows of at least three other neighbors who were victims.  10News spotted an empty Nordstrom bag ripped open on one neighbor's porch, while another neighbor tells 10News someone stole items from his garage when he briefly left it open around the same time.Several package boxes were found dumped nearby, including Manos'. (AP) — Police say a former professional baseball player sought in the shooting death of his ex-girlfriend in a Phoenix suburb was found dead Saturday of a self-inflicted gunshot wound at the Grand Canyon. Scottsdale police say the body of Charles Haeger, 37, was discovered about 4 p.m. on a trail along the South Rim of the Grand Canyon in northern Arizona. Sgt. Ben Hoster says police were seeking Haeger on suspicion of murder and aggravated assault in the fatal shooting Friday. The victim was identified by police Saturday night as Danielle Breed, 34. According to mlb.com, Haeger was a pitcher drafted by the Chicago White Sox in 2001, and he played 83 innings in the major leagues. 713

(KGTV) - A proposal to sell Alliant International University's land in Scripps Ranch has neighbors worried.Thursday, the San Diego Planning Commission will hear a proposal to re-zone 72 acres of land at the University to be used for low-to-medium residential. That would allow up to 700 homes to be built on the site. To re-zone, the Scripps Ranch Community Plan will need to be amended. The vote Thursday will be to begin the amendment process.People who live nearby say adding hundreds of homes would be a nightmare for traffic and a disaster for wildfire evacuations."We're not opposed to development, but not for development's sake," says Kristin Rayder, the President of the Scripps Ranch Fire Safety Council. "It has to be safe."Rayder and the Council voted to tell the Planning Commission not to approve change to the Community Plan. So did the Scripps Ranch Planning Group.They say Pomerado Road can't handle the extra traffic, neither can the Avenue of the Americas, which leads to the University and is shared by Thurgood Marshall Middle School."If you come out here in the morning on a school day, you see what the chaos is on this narrow little road here and why it would be unacceptable to have another thousand cars a day on this small road that goes right in front of the school with no sidewalks," says Wally Wulfeck, the Planning Group Chair.They're also worried about what could happen if a wildfire ever threatens the area.People who live nearby, like Wulfeck and Rayder, still have vivid memories of the 2003 Cedar Fire and the 2007 Witch Creek Fire. In both fires, the areas around Pomerado Road had to be evacuated."We were leaving our home and looking to the right, I saw a wall of fire," says Rayder. "That was Pomerado Road. I'll never forget that look.""My house was one of the last to burn," says Wulfeck. "I watched it on TV."In an email to 10News, the Alliant University Foundation, which owns the land, says the school will be moving to a new campus in the coming years, and they're still in the early stages of the plan to sell the land."The university is still leasing a portion of the property and buildings and will likely be a tenant for a few more years under the current agreements. The foundation which owns the property placed it on the market in January of 2018 and entered into an agreement with an interested party in the fall of last year. Chuck Schumer plans to propose legislation decriminalizing marijuana, Vice News reported Thursday."I'll be introducing legislation to decriminalize marijuana at the federal level from one end of the country to the other," the New York Democrat told Vice News. "The legislation is long overdue."Schumer, the Senate minority leader, told Vice that he had "seen too many people's lives ruined because they had small amounts of marijuana and served time in jail much too long."He added that it was "the right thing to do."According to Vice News, the legislation will be introduced in the next week, and it will include taking marijuana off the Drug Enforcement Administration's controlled substance list.Schumer also told Vice News the legislation will "maintain federal authority to regulate marijuana advertising in the same way it does alcohol and tobacco." 874
