China's Tiangong-1 space lab re-entered the Earth's atmosphere around 8.15 a.m. Monday (8:15 p.m. ET Sunday) in a fiery fall, China's Manned Space Agency said.Tiangong-1 plummeted into the middle of the South Pacific, the space agency said."Most parts were burned up in the re-entry process," the agency said.The out-of-control 40-foot long Tiangong-1, or "Heavenly Palace," is one of China's highest profile space projects. CHULA VISTA (KGTV) -- In an email sent late Friday night to the Chula Vista Elementary School District families, Superintendent Francisco Escobedo announced his plan to start reopening his South Bay campuses by late October.Escobedo's proposal calls for phased expansion to "live in-person instruction" starting with preschool through second grade, and Special Day Class students (Mild/Moderate and Moderate/Severe special education students). The first phase is slated to start Oct. 26, and will open classrooms on a modified day schedule Monday through Thursday. His letter did not include a date for students in grades three through six.Escobedo said the district will follow a hybrid instruction model allowing families the option to continue distance learning.In his letter, he acknowledges the South Bay's high rate of COVID-19 cases in certain zip codes but says campuses are the safest places for students citing "extensive protocols and requirements necessary for in-person instruction to take place.""I have heard from many of you about the enormous challenge, frustrations even, of balancing work and life without the safety and security provided by our local schools," said Escobedo."In fact, several public school districts in San Diego County have already opened their campuses to at least small groups of students, including special education students, English learners, and others who need additional help or receive specialized instruction."Coincidentally, four students have tested positive for COVID-19 in the Del Mar Union School District and had to return to online distance learning for two weeks after students tested positive for COVID-19 last week. Already, more than 1,100 students are participating in DLSP at 41 of our 46 schools. In a traditional school year, this program might otherwise be considered a before- or after-school program. Now, during this pandemic year, DLSP operates during the school day to provide care and support with distance learning for our students who most need the program.With the success experienced with DLSP, the Chula Vista Elementary School District is proposing an expansion to live in-person instruction when supported by local data. Ideally, we would start offering in-person instruction at the beginning of the second quarter of our academic year, which is Monday, October 26. We propose a phased expansion, starting with students in Preschool through Grade 2, as well as Special Day Class students (Mild/Moderate and Moderate/Severe special education students). I have heard from many of you about the enormous challenge, frustrations even, of balancing work and life without the safety and security provided by our local schools. Given the extensive protocols and requirements necessary for in-person instruction to take place, there is little doubt that schools are one of the safest places for students. In fact, several public school districts in San Diego County have already opened their campuses to at least small groups of students, including special education students, English learners, and others who need additional help or receive specialized instruction. More school districts will be opening in the weeks ahead in our region and across the country.Because COVID-19 transmission rates have been higher in certain of our local zip codes than the rest of San Diego County, our District is taking a measured and cautious approach toward a return to on-site classes. With our proposed expansion to in-person instruction, students would attend school four days a week (M-Th), possibly on a modified day schedule. Our goal is 16 students per cohort for most classes, but no more than 18, in Transitional Kindergarten-Grade 2 in order to maintain social distancing. Preschool students would remain at no more than 14 students in a classroom with no more than two adults present. Students would have Fridays reserved for distance learning from home. (KGTV) -- Police are searching for a suspect after a 21-year-old man was shot in Chula Vista Monday evening.According to police the shooting happened on Third Avenue and Park Way near Memorial Park around 4:15 p.m.The 21-year-old was taken to the hospital in unknown condition. CHULA VISTA, Calif. (KGTV) -- A developer wants to add 300 more units to the Otay Ranch project in Chula Vista, expanding the housing options on the 35 acre site.Baldwin and Sons, the developer behind the project, is asking for public input at a meeting Tuesday night. It's at 6:30 pm at the Residence Inn by Marriott at 2005 Centerpark Road in Chula Vista.Right now, the project, called Otay Ranch, calls for 600 multi-family units, a 2 acre park, 15,000 square feet of commercial retail and two hotels. One of the hotels opened in 2017 and construction on the 292 planned for-sale condos is underway.Now, they want to add 300 units to the plans."There's a real need for housing in this location," says Nick Lee, a spokesman for Baldwin and Sons.Under the original plans, 300 apartments would have been built, with most of them being two or three-bedroom units. The new plans call for 600 apartments, with 65% of them being either studio apartments or one-bedroom units.Lee says this will bring in more young professionals, instead of families with children. That will minmize the impact on nearby schools, which are all near capacity.People who live nearby are more concerned about the traffic problems that will come about with 1000 new homes in the area."It's unbearable," says Michelle Harrison. "I don't think anyone planned for the congestion we already see on a daily basis."Lee says the soon to open South Bay Rapid from MTS will alleviate some of the traffic problems. The apartments are a 5 minute walk to the Otay Ranch Station.He adds the developers have worked with the city and are keeping the project well within the bounds of the General Plan. Also, Lee says an updated Environmental Impact Review showed the additional housing will not create any greater impact on the area than the original plan.Lee says Tuesday's meeting will be important to find out what the people who live nearby want to see in the complex.The company hopes to have final plans approved by the City Council in the start of 2019, so construction can begin as soon as possible. 2079

CINCINNATI – Police arrested a Cincinnati woman Tuesday after she left her 7-month-old child in her vehicle while she visited a hair salon, according to court records.Jaimyce McClinton, 37, is charged with one count of endangering a child.An officer found McClinton's baby locked in the vehicle as the temperature outside reached 76 degrees, court records state.The arresting officer noted the “feels like” temperature outside was 84 degrees.Police said the baby was left alone in the locked vehicle for 34 minutes.Court records did not state the baby’s condition or the location of the salon. 611
