SAN DIEGO (CNS) - The three-day California Democratic Party State Convention begins Friday at the San Diego Convention Center with a series of caucus meetings, workshops and panel discussions.The approximately 3,400 delegates will vote Saturday on endorsements for governor, U.S. senator and other statewide offices.The delegates will adopt the 2018 party platform Sunday and ratify earlier endorsements for congressional and legislative races.Keynote speeches will be delivered Saturday by Sens. SAN DIEGO (KGTV) - A burglary victim is hoping doorbell camera video will help track down some thieves who hunt down garage remotes before raiding the garage. Ring video shows a man on his stomach, around 2 a.m. Saturday, in Curtis Both's driveway off Morena Boulevard. In his hand is Both's garage door opener."My car was ransacked. The remote was in the center console," said Both.The man in the video likely pushed the button for the garage, just slightly. "He wanted to peer in to see what was there," said Both.Moments later, the garage door is heard opening. The man then walks in, before eventually leaving. About two hours later, that man is back with a friend. A camera mounted inside the garage shows them collecting items from the garage."Horrible. A complete violation," said Both.Airsoft gear, ski equipment, power tools, a pricey road bike were among the items that would vanish.A week earlier, about a mile away, a man with a similar backpack and high socks was recorded putting down the backpack and getting on his knees to shine a flashlight at a garage door. Soon after, he's seen heading across the street. That light inside Matt Friend's SUV comes on. Tucked in the door panel is the garage remote. Eventually, Friend's garage door open is seen opening."We were sleeping inside, with two sons in the other room, two- and three-year-old boys and my wife is pregnant so it's disheartening to think somebody is on our premise without us knowing," said Friend.The thief would get away with several items, including friend's ,000 Intense mountain bike."Some of the violation feels like they're just coming to our neighborhood and treating it like a department store, and they have no fear," said Both.Both victims say they almost always lock their car doors and aren't sure how the thief broke into their vehicles. 1840

SAN DIEGO (KGTV) – A driver was taken into custody after a passenger in his car died following in a crash in Paradise Hills early Wednesday morning.According to San Diego police, an 18-year-old driver and four passengers were in a car traveling westbound in the 6100 block of Paradise Valley Road at around 2 a.m. when the crash occurred.Police said the driver tried to make “an unsafe left” onto southbound Munda Road, but the car veered off the roadway and went down an embankment.All five people were able to get out of the car and made their way back to the street, but police said an 18-year-old girl had to be taken to the hospital.The girl, who was not identified, later died at the hospital from internal injuries.The driver fled the scene, but officers -- with the help of a helicopter overhead -- found him hiding in bushes a few blocks away surrounded by coyotes.Jail records obtained by ABC 10News show the driver, identified as 18-year-old Eduardo Douglas Jones, was booked on charges of gross vehicular manslaughter, hit-and-run causing death/injury, and DUI.The crash remains under investigation. 1119

SAN DIEGO (KGTV) - A bizarre series of events led to a woman visiting San Diego with her family, getting attacked in a Hyatt Hotel lobby by a stranger running from a crash scene. Construction workers tell 10News they witnessed a man drive recklessly through a Mission Bay construction zone around 5 a.m., almost striking vehicles.The workers say they jumped in their truck and followed the driver down Quivira Road hoping to get his license plate information.Instead, they say the driver made a U-turn and crashed into their truck and a parked car. The driver’s car immediately burst into flames, but he wasn’t done just yet.According to the construction workers, the man then ran from the scene toward the Hyatt Hotel in Mission Bay.They say they chased him on foot, and held him down in the hotel lobby, waiting for police to arrive.Witnesses tell 10News that’s when the man got away and attacked a woman who was in the lobby checking out of the hotel.The woman’s husband told 10News the man tackled her then put her in the choke hold. The victim’s mother said she believes the suspect was trying to kill her daughter.The victim, her husband and parents were visiting San Diego from Minnesota. They were scheduled to continue their vacation by flying out to Hawaii this morning.They have to reschedule the trip because the victim was taken to the hospital.Police arrested the suspect. They say his motive is unclear.Investigators have not yet determined if the driver was under the influence of drugs or alcohol at the time of the crash. 1547

SAN DIEGO (KGTV) - "It's not fair and it's not right," says Warren Peters of Spring Valley. He says he's been watching his son, Jahmes, spend several months fighting for his federal tax return. "People need this money. People have worked for this money. People have earned this money," says 24 year-old Jahmes.The young man tells Team 10 that he filed online in February and received his state refund, but not his federal refund. It's now been more than 7 months. A return summary shows he's owed almost ,200 from the IRS.Jahmes says he's between jobs and burning through his savings. His father tries to help but says he's retired and on a fixed income, so his means are limited."It doesn't feel too good depending on your dad at 24-years-old," Jahmes tells Team 10. Jahmes says he has repeatedly called, emailed and written to the IRS. He adds he was once asked to appear in-person to verify identity, which he says he completed. However, he says his efforts didn't yield clear answers from the IRS.On the IRS website, he showed us what he says is his filing status. "Your tax return is still being processed," is what it reads. "If the circumstances were different, [the IRS] would be knocking on [our] door looking for their money," says Warren Peters. "The IRS is just understaffed and overworked," says tax attorney Ronson Shamoun, CEO of Downtown San Diego's RJS Law Firm. He says long delays are not uncommon. "Yet, after it's been so long, there should be some indication as to what's going on or some sort of game plan as to what you can do."Shamoun says the best route to take is contacting the Taxpayer Advocate Service, which was created by Congress to facilitate aid for taxpayers dealing with related issues. The IRS website reports that most refunds are issued in less than 21 calendar days, but explains there are a number of reasons for delays, including possible errors, incomplete returns, and concerns about identity theft or fraud.  The IRS says it cannot respond to media inquiries about specific cases."He does have a right to be upset. He definitely does," says Shamoun. The Taxpayer Advocate Service can be reached https://taxpayeradvocate.irs.gov/   2371
