BEIJING, Nov. 5 (Xinhua) -- Chinese industry faced a grim situation, as the global financial crisis would have a deep impact on the industrial and information technology sectors, a senior official warned on Wednesday.     Zhu Hongren, an official with the Ministry of Industry and Information Technology, said the country needed to increase investment in key areas and weak points of the industrial economy. The government should maintain a reasonable investment scale and step up technical innovation.     He said the imbalance between weakening demand and expanding capacity would become more problematic as the crisis spread. Labor-intensive and export-oriented businesses would be hurt as prices of energy and raw materials would continue fluctuating.     Among others, the electricity, textile and non-ferrous metal industries had already sustained heavy losses, with 18.3 percent of large industrial companies losing money during the first eight months of the year.     Industrial output growth fell to 11.4 percent in September, the lowest since April 2002. Power generation and oil production grew a mere 3.4 percent and 3.7 percent, respectively, while steel output fell 9.1 percent year-on-year.     In the first three quarters, the value of industrial exports rose 15.7 percent, which was 6.1 percentage points less than a year earlier.

LIBREVILLE, Nov. 7 (Xinhua) -- Visiting Chinese top legislator Wu Bangguo held talks here on Friday with President of Gabonese National Assembly Guy Nzouba Ndama, saying that the National People's Congress (NPC) of China is ready to step up cooperation with the parliament of Gabon to add new vigor into bilateral relations and jointly push forward friendly relations between the two countries.     Wu, chairman of the Standing Committee of the NPC, China's top legislature, called Gabon a true friend of China, saying that China is satisfied with the growth momentum of the bilateral relations and the two countries have seen healthy and stable development of friendly and cooperative relations since they established diplomatic ties 34 years ago.     Wu said that the two sides have achieved remarkable results in cooperation between governments, parliaments and various political parties in fields such as economy and trade, culture and education as well as public health. BEIJING, Oct. 15 (Xinhua) -- China will take measures to boost economic and social development in Tibetan regions in four provinces, according to a notice about a meeting chaired by Premier Wen Jiabao.     Wednesday's executive meeting of the State Council, the country's Cabinet, discussed how to support development in the Tibetan regions of Qinghai, Sichuan, Yunnan and Gansu provinces.     Tibetan regions in these areas are autonomous where Tibetans and people of other nationalities live together. The regions are the important plateau ecological barrier that cover the head-stream area of major rivers, such as the Yellow, Yangtze and Lancang.     The ecological environment in these areas are fragile with natural disasters occurring frequently. Infrastructure remained less developed, which hindered the development in these areas, the meeting said.     Measures should be taken to protect and build the ecological environment and improve people's living standard in these areas, and to make the income of urban and rural residents approach or reach the average level in western China by 2012 and approach national average by 2020.     Moreover, public services including education, public health and medical services should be improved in these areas, and infrastructure construction should be carried out to better support development.

BEIJING, Oct. 18 (Xinhua) -- China's new rules on foreign media reflected the country's determination to carry on the policy of opening up to the outside world, a senior information official said here Saturday, hours after the issuing of the new rules.     Wang Chen said this in a ceremony for the establishment of "Israel Epstein Research Center" of Qinghua University.     Wang pointed out that the new rules draw on the experience of providing service and managerial assistance for foreign correspondents during Beijing Olympics, and they will make foreign correspondents reporting activities in China more convenient.     "Chinese government welcomes foreign media and reporters, and we hope more stories about the country will be told to the world. We will spare no effort to provide help and service to them," he said," meanwhile, we hope foreign media and reporters could abide by Chinese laws and professional morals, to report unbiasedly and justly, so to promote understanding and cooperation between China and the rest of the world."     According to the new rules, foreign reporters wishing to interview organizations or individuals in China no longer need to be received and accompanied by the Chinese organizations.     An item in the old version was also cancelled, which asked foreign reporters to get approval from the local government's foreign affairs department when they wanted to do reporting in the regions open to them.     Seymour Topping, a famous journalist from the United States and the former administrator of the Pulitzer Prizes, told Xinhua that the removal of the restrictions on foreign correspondents may mark an important progress of China,     China should learn to tolerate the judgement of the outside world, be it positive or negative. BOSE, Guangxi, Oct. 21 (Xinhua) -- China's top lawmaker urged the southwest Guangxi Zhuang Autonomous Region to build more transportation infrastructure and accept more industries from developed areas.     Guangxi should try to find a road for development compatible to its own realities, said Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), during his tour of the region which wraps up Wednesday.     Wu said the region should use the advantages it has such as low labor costs and natural resources to develop rural areas.     Wu, who is also member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, visited local villages, factories and schools to talk about rural reforms made at the recent Third Plenary Session of the Seventeenth CPC Central Committee.     He said the region should use its advantage of having a lengthy coastline and many sea ports, to make the Beibu Gulf Economic Zone the top recipient of development.     During his tour, Wu paid a visit to the Bose Memorial Hall, in Bose City. It was built to commemorate a 1929 uprising led by revolutionaries including Deng Xiaoping.     He laid a floral basket in front of the statues of Deng and his comrades. Deng is known as the Chief Architect of China's 30 year-old Reform and Opening-up drive.
